You can pair the station audio with a still image or station graphic; a camera or moving pictures are not required. The larger hurdle is rights: a station’s availability on radio or online does not by itself mean its feed may be retransmitted on YouTube.
What “audio only” means on YouTube Live
YouTube’s documented encoder workflow specifies video codecs and video ingest settings alongside audio settings. In practice, treat “audio only” as audio-led content—not as a literal audio-only transmission. Send the authorized station audio together with a video signal, such as a still image or station graphic. This requirement is an inference from YouTube’s documented encoder workflow; it does not mean you need a camera or moving footage. YouTube’s encoder settings describe the supported video and audio components.
Check permission before retransmitting the station
YouTube’s livestream terms and conditions put responsibility on the provider to hold the necessary rights for live and archived content on Google services, including music licensing rights. The terms also require compliance with applicable laws and territory-specific requirements. Whether a particular station’s agreements cover YouTube simulcasting, the music composition and sound recording, public performance, territories, and archived playback depends on those agreements and rights holders.
A station’s permission to broadcast terrestrially or stream on its own website does not establish permission to retransmit its feed on YouTube. Confirm the scope with the station and applicable rights holders before going live. YouTube’s terms state: “You represent and warrant that you have all necessary rights for the exploitation of the Live Content on the Google Services throughout the world, including, without limitation, music licensing rights from artists, record labels, publishers (including public performance licenses) and any other royalty participants.”

Live copyright scanning can interrupt a licensed stream
YouTube scans live streams for third-party content, including other live broadcasts. If its systems identify a match, YouTube may show a warning and replace the stream with a placeholder image; if the matched content continues, the broadcast may be interrupted or terminated. YouTube says that even a licensed stream can be interrupted if the channel is not on the rights owner’s Content ID allowlist. Ask the content owner to allowlist the channel where applicable. Set up the broadcast with an encoder
- Check channel access. Confirm live streaming is enabled and the channel has no live-stream restriction. YouTube’s eligibility guidance says a channel must be verified and have no live-stream restrictions in the prior 90 days; first-time activation can take up to 24 hours. Check YouTube’s live streaming tips and encoder setup instructions for the current requirements.
- Create or schedule the stream. In YouTube Live Control Room, create or schedule a broadcast and select the appropriate visibility—public, private, or unlisted. Copy the stream URL and stream key into your encoder. Treat the key like a password: it lets the encoder send video to that broadcast. YouTube explains these controls in Manage live stream settings.
- Connect the authorized audio feed. Route the station audio into your software or hardware encoder. Make sure the encoder receives a clean, continuous signal and that its video input is a still graphic or other appropriate visual. YouTube supports both software and hardware encoder workflows; it does not require a particular brand of encoder.
- Choose supported settings. YouTube lists RTMP/RTMPS as ingest protocols; it recommends RTMPS for encrypted delivery. Its documented video codecs include H.264, H.265/HEVC, and AV1, while supported audio codecs include AAC and MP3. For encoder settings, YouTube recommends constant bitrate encoding and a 2-second keyframe interval, not exceeding 4 seconds. For stereo audio, its recommendations are 44.1 kHz and 128 kbps. - Preview, test, and monitor. Before broadcasting, check the Live Control Room preview for both the graphic and audio. Test with the actual audio path and still image you intend to use, then monitor stream health and audio quality while live. YouTube recommends testing in advance and continuously monitoring audio and video; these checks do not replace rights clearance. See YouTube’s streaming tips.
Troubleshooting common problems
