This is an internet-audio distribution recommendation for measurable speech—not a child-specific hearing-safety level. Check true peak as well as loudness, preserve intentional dynamics, and listen to the transitions between episodes.
What to normalize—and what −18 LUFS means
Integrated loudness estimates the perceived loudness of a complete program; it is not simply the highest sample peak. LUFS is an absolute loudness scale relative to full scale. ITU-R BS.1770-5 defines methods for measuring programme loudness and true peak. Use a meter compliant with that recommendation, and use the same measurement method for every episode so the readings are comparable. ITU-R BS.1770-5
The Audio Engineering Society’s 2021 guidance recommends −18 LUFS for measurable speech and gives −18 LUFS as a drama example for radio-style streams. That makes it a defensible starting point for a stream made mostly of spoken stories. It is not a guaranteed ideal for every mix: music-heavy episodes, sound effects, the encoder, and the playback chain can affect the result. AES AESTD1008
Keep integrated loudness and true peak separate in your checks. Gain can bring a quiet episode toward the target but may push peaks too high; limiting can control those peaks, but may change the sound. Normalization should make episode levels more consistent without flattening expressive narration or deliberately shaped dynamics.

The destination matters: broadcast, internet streaming, and podcast delivery have different contexts. EBU also publishes a streaming supplement to its broadcast guidance; it does not make the figures above interchangeable. EBU R 128 S2: Loudness in Streaming
Speech and music can also behave differently perceptually. AES reports that speech normalized to the same BS.1770 integrated loudness as music may be perceived 2–3 dB louder. If stories include substantial music, judge the narration-to-music balance by listening as well as by meter; do not assume matching integrated readings will make the elements seem equally loud.

A repeatable episode-by-episode workflow
- Write down the target and scope. Specify −18 LUFS integrated per complete episode as the starting target for a mostly narrated catalogue. Record that it applies to the finished episode, not just a short excerpt or a loudness reading of the whole 24/7 playlist.
- Measure each full episode. Use a BS.1770-compliant loudness meter. Record integrated LUFS and true peak for every source asset. Avoid changing meters or measurement settings partway through the catalogue.
- Calculate and apply gain. Compare each episode’s integrated reading with the target and apply consistent gain toward it. Before raising a quiet episode, check whether the change would make true peaks excessive. Use a limiter only when needed, then listen for pumping, distortion, clipped transients, or other audible changes.
- Encode, then measure again. Check the final encoded file, not only the production master. Encoding and peak handling can affect the delivered signal. Apple’s −16 dB LKFS ±1 dB and −1 dB FS true-peak recommendations are specific to its podcast guidance, not requirements for every stream.
- Listen to the joins. Play adjacent episodes, including a quiet-to-loud and loud-to-quiet pairing. Check opening narration, pauses, music beds, effects, and the handoff between files at representative playback levels. Measurement guidance does not replace listening to the actual sequence.
- Keep a quality-control record. For each episode, note source and final integrated loudness, true peak, gain applied, limiter use, and meter/method. If your file format supports loudness metadata, it may help a compatible player adjust playback gain; do not assume every stream player honors it. EBU ADM loudness metadata guidance
Keep consistency without making every story sound identical
- Prioritize stable narration audibility, especially at episode openings and after long pauses.
- Check music and effects against dialogue; the meter’s single integrated number does not describe every moment’s balance.
- Preserve intentional changes in delivery and dramatic dynamics. A limiter is a corrective tool, not a reason to make every transient equally loud.
- Use the same target and measurement method across the catalogue, but listen for episodes whose mix or content makes the target unsuitable without damaging the sound.
The cited standards and platform material establish distribution and measurement guidance, not a pediatric exposure limit or a special loudness target for children’s content. Do not present −18 LUFS—or any of the platform targets—as a hearing-safety guarantee.
Troubleshooting inconsistent episode levels
- Meter readings match, but an episode sounds louder. Integrated loudness is not a complete description of timbre or speech/music balance. Compare narration and music separately by listening; AES notes that speech and music at the same integrated loudness can be perceived differently.
- Gain makes peaks clip or sound harsh. Check true peak before and after gain. Reduce the gain, or use careful limiting only where necessary, then remeasure and audition the encoded file.
- The master measures correctly but the stream does not sound consistent. Check the final encoded asset and the actual player/stream chain. Do not assume the player honors loudness metadata or that encoding leaves peak behavior unchanged.
- A limiter makes narration or effects sound different. Back off the processing and reassess the source mix. AES cautions that peak limiting may alter content; preserving dynamics can be preferable to forcing every peak under control.
- Episode boundaries jump in level. Audition the end of one file and the start of the next in sequence. A per-episode integrated target cannot by itself guarantee a smooth transition.
