Yes—if the café operator explicitly allows it, the PC can remain powered and connected, and the café’s outbound internet connection can sustain your stream. YouTube’s encoder workflow uses a stream URL and key in software such as OBS; a local setup cannot keep broadcasting if the café turns off the PC, loses power or internet, or blocks streaming traffic.
Before you use a cyber café PC
Get the operator’s permission before installing or running an encoder, leaving the computer unattended, signing in to your channel, connecting a UPS, or using the café’s internet continuously. Rules and network policies vary by venue; do not assume a café permits a persistent outgoing stream.
- Ask whether the PC can remain powered and connected for the full broadcast and whether anyone may restart or log it out.
- Ask whether outbound streaming traffic is allowed and whether other users’ network activity could affect upload stability.
- Agree on how you will access the machine to monitor or restart the encoder.
- On a shared computer, protect your Google account and stream key. Sign out when finished, and never leave the key where other users can copy it.
Check that your channel can go live
YouTube’s stated requirements include channel verification, no live-stream restriction in the previous 90 days, and a streamer age of at least 16. Check live access on the channel before arranging a long café session. See YouTube’s live-streaming help.
Set up the encoder stream
- In YouTube Studio, select Create → Go Live and choose the encoder/stream workflow.
- Copy the stream URL and stream key shown by YouTube into the corresponding server and key fields in your encoder. Treat the key as a credential that links the encoder to your channel.
- Configure the video and audio source. An encoder such as OBS is one software option if the café permits it and the computer can run it. There is no verified minimum PC specification here for a 24/7 session: performance depends on the machine, encoder, video complexity and settings.
- Start the encoder, then check the Live Control Room preview and stream-health messages before relying on the broadcast. Keep the Studio session available so you can monitor the stream.
Choose settings and test the café connection
Choose quality based on the upload connection available from the actual PC, not on a speed-test result from another device or location. YouTube recommends testing with representative audio and movement before the broadcast and monitoring stream health during it. Its encoder recommendations are ingest settings, not a guarantee that a café’s shared connection will perform reliably.

Allow upload headroom beyond the video bitrate for network variation and other café users. Run a test from the same PC, at the time you expect to stream, with the intended content. If the connection fluctuates or the health indicator reports problems, lower resolution or bitrate and test again. YouTube’s current encoder settings are at YouTube Help: encoder settings.
The National Informatics Centre’s webcast guidance specifies dedicated bandwidth of 2–4 Mbps per stream for a hired agency feeding its government webcast service. That is specific to that NIC scenario; it is not a YouTube requirement and does not show that a cyber café’s shared connection is adequate. Plan for 24/7 operation and interruptions
A café-PC stream depends on the PC staying powered, the encoder continuing to send, and the café network remaining available. A local encoder cannot transmit while its host computer or internet connection is unavailable. Agree on a way to reach the machine and recover the stream after a disconnect.
A UPS for the computer and router may reduce interruptions from brief power loss, but size it using the actual devices’ power draw and the backup runtime you need. No particular capacity or model is established here. It also cannot protect against a café network outage or a PC being shut down by staff.

YouTube’s encoder setup guidance says streams under 12 hours are automatically archived. It does not guarantee an archive for a single 24-hour stream. If a complete replay matters, plan sessions shorter than 12 hours, verify current Studio behavior, and arrange a separate local recording or content backup. See YouTube Help: live encoder setup.
Use content you have the right to broadcast
YouTube’s livestream terms require the content provider to have the rights needed for worldwide exploitation of live content, including applicable music rights, and to follow applicable laws. A video or song being available online does not give you permission to retransmit it. Use content you own or have permission to broadcast. YouTube lists copyright strikes and matching another copyrighted live broadcast among reasons live-stream access can be restricted. Preflight checklist
- The operator has approved unattended use, encoder software and continuous outgoing streaming.
- Your channel has live access, and you meet YouTube’s age requirement.
- Your stream uses original or properly licensed content.
- The PC can stay powered, and its sleep or shutdown settings will not stop the encoder.
- The actual café connection has been tested at the intended time using the planned settings.
- The YouTube preview, audio and stream health look right before you leave the setup unattended.
- You know how you will monitor the stream and regain access to restart it after a failure.
