You can use a local M3U-style file to organize videos for an FFmpeg playlist, but the file alone does not create a YouTube livestream. FFmpeg must read compatible media, encode or pass it through as appropriate, and send a live feed to the ingest URL and stream key for your YouTube event. For a continuous stream, the machine running FFmpeg and its network connection must remain available, and you need a plan for interruptions.
What an M3U file does—and what it does not do
A local M3U file is a playlist: it points to media files in the order you want them played. It is an input convenience, not a live-stream protocol. FFmpeg still needs to read the files and send audio and video to YouTube using the ingest details shown in Live Control Room.
Do not confuse this input list with an M3U8 file produced by FFmpeg’s HLS muxer. In HLS output, the M3U8 is a manifest that references media segments. That is a different workflow from sending a typical encoder feed to YouTube. YouTube’s general encoder guidance covers RTMP/RTMPS; it documents HLS ingest separately for specialized cases. Use the protocol and server URL displayed for your event, rather than assuming that -f hls is the right output for a normal live stream. Check eligibility and rights before preparing a 24/7 stream
Confirm the channel can go live
YouTube’s getting-started guidance says live streaming requires a verified channel with no live-streaming restrictions in the preceding 90 days; it also states that the minimum age is 16. Check your current channel status in YouTube Studio before building a long-running setup. Requirements can change, so consult YouTube’s live-streaming eligibility guidance.

Confirm you can broadcast every item
You need rights to broadcast all video and audio in the playlist, including music and any applicable public-performance rights. YouTube’s livestream terms state that the broadcaster represents and warrants that they have the necessary rights for worldwide exploitation of the live content on Google services. Do not assume that crediting a creator, owning a copy, or finding a track online grants livestream rights.
Prepare the files and playlist
- Choose the videos and playback order. Make a list of the local file paths in the order you want them streamed. Check that every file exists and that the FFmpeg process will be able to access it for the entire run.
- Inspect representative files. Confirm that each item has the audio and video streams you expect, and note differences in codecs, resolution, frame rate, channel layout, and duration. Test the actual files rather than assuming a playlist that opens on one computer will work on the streaming host.
- Choose a concatenation method. Use FFmpeg’s concat demuxer only when the files have compatible streams. It can avoid re-encoding, but it expects matching stream characteristics; mixed codecs, layouts, or time bases can cause failures or inconsistent output. If files need normalization or re-encoding, the concat filter is the more appropriate route. FFmpeg explains the distinction in its FAQ; a 2024 FFmpeg-user discussion also cautions about mismatched inputs.
- Verify the exact M3U syntax for your setup. Playlist syntax and path handling can vary with operating system and FFmpeg build. Follow the documentation for the FFmpeg version installed on the machine, and test the list before relying on it for a continuous stream.
If the files do not match, normalize them to a common set of stream properties or use a filter-based workflow that re-encodes them. Re-encoding adds processing work; the CPU or hardware-encoder demand depends on the chosen codecs, resolution, frame rate, and implementation. The available guidance does not establish a universal minimum CPU, memory, or power specification, so test on the intended host with the intended media.

Set up the YouTube event and protect the stream key
- Open YouTube Live Control Room and create or select the live event you intend to run.
- Copy the current ingest URL and stream key from the event’s stream settings. YouTube treats the key like a password used with the stream URL to accept the encoder feed. See YouTube’s encoder setup instructions and stream settings guidance.
- Keep the key private. Do not put it in public examples, screenshots, or logs. If it is exposed, replace or reset it in the current event settings before continuing.
- Configure FFmpeg to use the event’s actual protocol and server URL. The ordinary encoder path is RTMP/RTMPS as specified for the stream. Do not send the output to an HLS manifest path merely because the local playlist uses M3U or because FFmpeg can create M3U8 HLS output.
There is no single command that is safe to copy unchanged for every M3U syntax, operating system, FFmpeg build, codec combination, and YouTube event. Build the input and output portions from the documentation for your installed FFmpeg and the ingest details YouTube displays for your event; do not publish a command containing a real stream key.
Choose encoder settings and test before going live
YouTube’s current general encoder guidance recommends constant bitrate (CBR) and a two-second keyframe interval, not exceeding four seconds. Select a bitrate for the chosen codec, resolution, and frame rate, and make sure your upload connection can sustain it. For H.264, YouTube lists 5 Mbps for 1080p at 30 fps and 14 Mbps for 1080p at 60 fps as recommended bitrates; those are YouTube’s published recommendations, not guaranteed requirements. Check the current encoder settings page for the codec and output mode you plan to use.

- Run a short test with representative content. Include both the audio and the kind of moving video you will stream. A static image or silent clip alone will not reveal every issue.
- Check YouTube’s preview before starting the public stream. Confirm that video, audio, and playback order look right.
- Monitor stream health and FFmpeg output. Watch for dropped connections, encoder errors, missing audio, or a playlist item that fails to load.
- Leave upload headroom. YouTube’s streaming tips recommend 20% bandwidth headroom and warn that network disruption may break the stream. A stable connection matters throughout the run, not just when the stream first starts.
Plan for interruptions and continuous operation
“24/7” is the intended operating pattern, not an uptime guarantee. A local setup depends on the host staying powered and available, the playlist files remaining accessible, FFmpeg continuing to run, and the network connection remaining usable. A changed or unreadable file, host failure, power loss, encoder error, or network disruption can interrupt the broadcast.
- Keep the media files in a location that will remain mounted and readable; avoid moving or renaming them while the playlist is running.
- Monitor FFmpeg’s output and YouTube stream health, especially after changing files, encoder settings, or network equipment.
- Decide how you will detect a stopped process and restart it, and test that recovery plan before depending on the stream.
- Verify that the event remains accessible to its intended audience and that the channel has not developed a live-stream restriction.
YouTube recommends testing and monitoring, but neither a particular FFmpeg command nor a specific hardware setup is guaranteed to run without interruption. The required host capacity depends on whether FFmpeg copies compatible streams or re-encodes, the media properties, and whether hardware encoding is used.

Common problems and fixes
FFmpeg cannot open a playlist entry
Check that the path is valid from the machine running FFmpeg, that the file is readable by that user, and that the playlist syntax matches the installed FFmpeg build and operating system. Test each entry and the list itself before starting a long run.
The concat demuxer fails or the output breaks between videos
Look for differences in codecs, stream layout, or time bases. The demuxer assumes compatible streams; normalize the files or use the concat filter when re-encoding is needed. Consult the FFmpeg FAQ for the concat approaches.

YouTube does not receive the encoder feed
Recheck that you copied the ingest URL and key for the correct event, that the key is current, and that FFmpeg is using the protocol shown in Live Control Room. Treat the stream key as a credential and do not expose it while troubleshooting.
The stream is unstable or YouTube reports poor health
Check the connection for sustained upload capacity and leave the recommended headroom. Inspect FFmpeg output for encoding overload or file-read errors, then test again with representative video and audio while watching YouTube’s preview and stream health.
The stream stops after running for a while
Check whether the host slept, lost power or connectivity, the FFmpeg process exited, or a later playlist item was missing or unreadable. Use monitoring and a tested restart procedure; a continuous goal does not make a local process self-recovering.
