You can run recorded news clips as a continuous YouTube Live broadcast by sending a programmed playlist or playout feed through a software or hardware encoder. First clear the rights for every clip and embedded element; then enable live streaming, connect the encoder in YouTube Studio, test the feed, and arrange ongoing monitoring and recovery. A 24-hour broadcast also needs an archive plan: YouTube says streams under 12 hours are automatically archived, so do not assume one continuous 24-hour stream will become a single automatic archive.
Before you build the stream: clear every clip
Recording a news clip does not make it available for rebroadcast. Before scheduling a loop, document the rights for each item and confirm they cover live transmission in the territories where the stream can be watched, as well as any archive you intend to keep. YouTube’s livestream terms say, “You represent and warrant that you have all necessary rights for the exploitation of the Live Content on the Google Services throughout the world.” Read YouTube’s Livestream terms and conditions.
- Record the clip’s owner, license or written permission, territory, term, and allowed uses.
- Check rights for embedded music, footage, photographs, graphics, and other protected material where they apply.
- Confirm whether the rights owner needs to add your channel to its Content ID allowlist. A license alone may not prevent a live interruption if the channel is not allowlisted.
- Check whether permission covers both the live transmission and the archived version.
- Keep the documentation accessible to whoever manages the channel and responds to claims.
YouTube scans live streams for third-party content. A match can trigger a warning; if the content continues, YouTube may replace the stream with a placeholder, interrupt it, or terminate it. See YouTube’s guidance on copyright issues with live streams.
Check channel eligibility and plan the format
Verify the YouTube channel and check that it has no live-streaming restriction within the preceding 90 days. First-time live-stream activation can take up to 24 hours, and YouTube’s current help page sets a minimum age of 16 to livestream. Confirm the current requirements in YouTube’s live-streaming setup guide before you announce a start time.

Decide what the broadcast adds beyond replaying clips. A sequence of lightly edited or republished news footage may raise a separate monetization problem even if you have copyright permission. YouTube’s monetization policy says reused content with little original commentary, substantive modification, or educational or entertainment value may not be eligible for monetization. It applies to live streaming, and permission does not by itself settle monetization eligibility. Add clear original reporting, context, analysis, or another meaningful contribution; that can strengthen the program but does not guarantee approval. YouTube’s policy page notes that its July 15, 2025 update renamed “repetitious content” to “inauthentic content”; it says the reused-content policy did not change. Check YouTube’s channel monetization policies.
Choose an encoder and make a playout feed
YouTube accepts feeds from software encoders and standalone hardware encoders. The encoder is the broadcast path: it takes the program feed and sends it to YouTube using the stream URL and key from Studio. YouTube does not prescribe one particular playlist scheduler or guarantee a 24/7 automation setup. Choose and configure a playout application or production system that can reliably supply your programmed sequence, transitions, graphics, and audio without depending on someone manually starting each clip.

Whichever route you use, test the complete playlist rather than only checking that individual files open. Confirm playback order, transitions, audio levels, and what happens when a clip is missing, ends unexpectedly, or fails to decode. Set up the broadcast in YouTube Studio
- Open Live Control Room. In YouTube Studio, select Create → Go Live, then create or schedule the stream.
- Copy the connection details. Get the stream URL and stream key from the stream’s encoder settings in Live Control Room.
- Enter them in the encoder. Paste the URL and key into the encoder’s connection settings and select the programmed playout feed as its source.
- Protect the key. Treat the stream key as a credential: it tells the encoder where to send the feed and enables YouTube to accept it. Do not publish it or share it with anyone who should not be able to broadcast to the channel.
- Start with a private test where appropriate. Check the Live Control Room preview and the intended watch-page access before promoting the stream.
- Go live and verify the viewer-facing result. Confirm that the watch page plays the right picture and sound, not merely that the encoder reports a connection.

Test continuity, monitoring, and archiving
A 24/7 schedule needs an operations plan as well as a playlist. YouTube advises creators to preview the feed, check stream accessibility, monitor audio and video quality, and test backup-encoder failover rather than assuming it works. If your workflow also makes local recordings, check that the files are growing as expected. Further guidance is in YouTube’s live-streaming tips.
- Watch the preview and the public or scheduled watch page from a separate device or browser.
- Check picture, sound, playlist progression, and graphics at intervals, including after the playlist loops.
- Monitor encoder and network interruptions, playback errors, and copyright notices; assign someone to act on alerts.
- Test how the encoder and playout system recover from a restart, lost connection, or failed media item. If you have a backup encoder, test the handoff before relying on it.
- Plan how a long broadcast will be split, recorded, or otherwise preserved. YouTube says streams under 12 hours are automatically archived; it does not promise that a full 24-hour run will be retained as one automatic archive.
Decide in advance who can restart the feed, how viewers will be informed about an interruption, and how you will confirm that a recovered stream is actually reaching YouTube. Do not treat a connected encoder status as proof that the public stream is playing correctly.

Common problems and fixes
