YouTube Studio lets you schedule each regional news replay video for publication, but its documented workflow treats video scheduling and playlist management as separate tasks. Schedule the video, then add it to the right playlist and check its order and visibility. If you mean a live rebroadcast rather than a finished recording, schedule a stream in Live Control Room and connect an encoder.
Schedule an individual replay video

In YouTube Studio, start the upload and enter the replay’s title, description, thumbnail, and other channel details.

In the upload flow’s Schedule card, choose the intended publication date, time, and time zone, then select Schedule. YouTube says this makes the private video public at the selected time. See YouTube Help: Schedule video publish time.

Check the video’s scheduled status in Studio. Before relying on a recurring newsroom process, test it with a non-sensitive draft and verify the time zone and public visibility after publication.

Scheduling a video does not, in the documented workflow, schedule a playlist as a whole or automatically place the video into one. Treat playlist placement as a separate editorial task.
Create and maintain the replay playlist

In Studio, open Content > Playlists and create a playlist. Choose a clear title, description, visibility, and arrangement. YouTube Help allows playlist titles up to 150 characters and descriptions up to 5,000 characters. See YouTube Help: Create and manage playlists.

Add each replay separately, using search, its URL, or your channel library. Add scheduled videos where Studio permits, then verify the playlist after publication.

Choose an order that suits the audience: chronological, newest first, or a manually arranged sequence. In Studio, use drag and drop for manual ordering. Keep titles consistent—for example, region, bulletin type, and date—so editors and viewers can find the right replay.

Check the playlist’s visibility and the video’s visibility before sharing the playlist link. A video’s scheduled status and its eventual public availability are distinct from how the playlist itself is presented.
Account for the date shown to viewers in India
YouTube states that the “published on” date on a video’s watch page is based on Pacific Standard Time (PST). A scheduled publication chosen in a time zone ahead of PST can therefore show a different calendar date on the watch page than editors expect. Select the intended local time in Studio and check the public watch-page date if the date matters to the audience. The cited guidance does not establish a separate India-only scheduling interface or explain every India/PST edge case, so verify the actual scheduled item rather than promising a particular displayed date.
Decide whether to use a series playlist
Use a series playlist only for an official set intended to be watched together, such as episodes of a recurring programme. YouTube says the channel must be verified, each video can appear in only one series playlist, and included videos must be uploaded by the channel and be ones it has rights to use. YouTube also documents a playlist “show” feature with serial and non-serial formats, episode numbering, and playlist shelves on the channel home tab. If the replay is a live rebroadcast
For a continuous live feed rather than a finished recording, schedule a stream and connect an encoder. This creates a live event; it is a different workflow from scheduling an uploaded replay video.

In YouTube Studio, select Create > Go Live > Manage > Schedule stream. Create a new stream or reuse settings from a previous one. You can share the scheduled stream in advance, and viewers may choose to receive reminders. See YouTube Help: Schedule a live stream.

In the encoder, enter the YouTube live server URL and stream key shown for that stream. Treat the key as a credential: it enables YouTube to accept the feed, so do not publish or share it.

After the broadcast, organize its archive and highlights in suitable playlists. Confirm archive visibility before sharing; public access depends on the archive’s visibility setting. Build a schedule the newsroom can sustain
Choose a repeatable frequency and format that fit the volume of finished bulletins and available editorial time. YouTube recommends consistency and telling viewers when a schedule changes. See YouTube Help: Upload schedule tips. For a regional channel, decide in advance how editors will handle corrections, late bulletins, playlist order, and date or language labels; these are newsroom decisions, not automatic YouTube scheduling rules.
Common setup problems

The replay is not in the playlist: video scheduling and playlist management are separate operations. Add the video to the intended playlist and verify its position.

The public date differs from the newsroom’s local date: the watch-page date uses PST. Check the scheduled time zone in Studio and inspect the public watch page.

A series playlist option is unavailable: check channel verification, whether the video belongs to another series playlist, and whether the channel uploaded the video and has rights to it.

A shared playlist does not show a replay: verify the playlist and video visibility and confirm that the video has published.

A scheduled live broadcast is not receiving a feed: confirm that the encoder is using the server URL and stream key for the correct scheduled stream. Keep the key private.

An archive is not publicly viewable: check the archive’s visibility before sharing its link.
