Changing a YouTube channel’s owner does not automatically grant the new person permission to livestream. First check whether the channel uses YouTube Studio channel permissions or Brand Account roles: a Studio manager can manage live streams, while a viewer cannot go live or end a stream. If you mean transferring Brand Account primary ownership, the incoming person must have been an owner for at least seven days.
First identify how access is managed
YouTube Studio channel permissions and Brand Account roles are separate systems. The right fix depends on which one your channel uses and whether the new person needs to operate streams or take over primary ownership.
- Open YouTube Studio and select Settings → Permissions.
- Check whether the channel uses channel permissions and inspect the new person’s assigned role.
- If the channel is managed through a Brand Account, distinguish an access assignment from a primary-owner transfer. YouTube directs Brand Account users to channel permissions for delegated access.
If the new owner only needs to manage livestreams
For a channel using Studio channel permissions, assign the person a manager role if they need to manage live streams. A viewer role cannot start or end streams. The Studio owner can manage live streams, but channel permissions do not let that owner transfer ownership to another user.
Use role-based access rather than sharing a Google Account password. Give the person only the role needed for their work.

If you need to transfer Brand Account primary ownership
The incoming person must first be an owner of the Brand Account for at least seven days before being made primary owner. A manager cannot change the primary-owner role. Confirm that the person is an owner—not merely a manager—and that the seven-day period has elapsed before attempting the handoff.
If you are moving the channel to another Brand Account
Moving a channel is different from assigning a livestream role or changing the primary owner. YouTube’s stated prerequisites include being signed in as the current Google Account’s primary owner, opting out of channel permissions, and removing users who have Studio permissions.

Check the destination Brand Account carefully before confirming the move. If it already has a channel, replacing that channel deletes its content. Do not proceed until you are certain the destination channel is the one you intend to replace.
Why access may still be unavailable
A role that permits livestream management does not prove that the specific channel is currently eligible to livestream. The cited YouTube guidance describes role capabilities and transfer rules; it does not establish the livestream status of an individual channel after an ownership change. Check YouTube Studio and the channel’s account-specific status for any restrictions or eligibility notices. An ownership change alone is not a guarantee that a restriction will disappear.
