For a 480p live stream at 30 fps, YouTube recommends 4 Mbps video bitrate with H.264, or 3 Mbps with H.265 (HEVC) or AV1. Those are encoder recommendations—not proof that an internet connection advertising that upload speed can keep a continuous stream stable. Leave capacity for audio and other household or office traffic, test with representative content, and watch YouTube’s stream-health indicators.
Recommended YouTube settings for 480p
YouTube’s live-encoder guidance gives different 480p30 video bitrates depending on the codec. Select the row matching the codec your encoder sends to YouTube.

These figures are for video, not the entire connection. YouTube lists 128 kbps for stereo audio in its advanced settings; allow for that traffic as well as other devices and network overhead. The cited 480p recommendation is specifically for 30 fps and does not establish a recommended bitrate for 480p60. YouTube’s encoder settings and bitrate guidance also lists constant bitrate (CBR), a 2-second keyframe interval (no more than 4 seconds), RTMP/RTMPS, and AAC or MP3 audio.
How to decide whether a limited connection can sustain it
Measure upload capacity, not the advertised plan speed
Run an upload speed test from the location and connection you will use to stream. YouTube explicitly recommends testing upload bitrate. A speed-test result is a snapshot, however: congestion, Wi-Fi variation, and simultaneous uploads can reduce available capacity during a long broadcast.

Keep headroom for a stable stream
Do not treat a measured upload result equal to the video bitrate as sufficient. The video bitrate is only part of the traffic, and a continuous stream needs a stable connection rather than a brief peak. If using OBS, its troubleshooting guidance suggests starting at about 75% of total upload speed as a practical heuristic. That is an OBS troubleshooting suggestion, not a YouTube rule or a guarantee of stability. Choose a lower bitrate if testing shows the connection cannot reliably carry the setting you selected. Test the real content and network conditions
- Set the encoder to 480p at 30 fps and choose the matching codec and video bitrate from the table.
- Use CBR and set the keyframe interval to 2 seconds; do not exceed 4 seconds.
- Include the same audio and a representative amount of motion as the intended programme. A static image may not reveal issues that appear in moving documentary footage.
- Run a test stream before the scheduled broadcast, preferably while the network is being used as it normally will be.
- Check YouTube’s stream-health messages during the test and again while live. If you use OBS, watch its dropped-frame indicator as well.
YouTube’s automatic resolution and frame-rate detection is the default. Manual selection is available through custom stream-key settings. Make sure the selected output is actually 480p30; do not infer that a 480p60 setting has the same recommendation as the 480p30 values above.

What bitrate means for viewers
The bitrate you configure is the stream sent from your encoder to YouTube, not necessarily the bitrate every viewer receives. YouTube transcodes live streams into multiple playback formats, so viewers may receive different versions according to playback conditions. Lower-latency settings can also increase the chance of buffering for viewers. A creator’s stable upload is therefore essential, but choosing a particular ingestion bitrate alone does not determine every viewer’s playback quality. YouTube’s live encoder guidance covers encoder settings and stream health; its live-stream latency guidance explains the latency trade-off.
Troubleshooting instability or dropped frames
- OBS reports rising dropped frames: OBS says this indicates an unstable connection or one that cannot keep up with the configured bitrate. Re-test upload capacity, reduce competing network traffic, and lower the stream bitrate if the problem persists.
- The speed test looks adequate but the stream still struggles: A one-time test may not reflect sustained capacity. Repeat the test during typical network use and run a representative test stream; watch YouTube’s stream-health messages rather than relying on the advertised plan speed.
- Video is stable but audio or other traffic is affected: Remember that the video setting is not the whole connection. Include audio (YouTube lists 128 kbps for stereo) and leave room for other network use.
- Viewers report buffering: Their playback bitrate is not necessarily your encoder’s bitrate because YouTube transcodes the stream. Lower latency may also increase buffering; review the latency setting and viewer conditions before assuming the encoder bitrate is the only cause.
- The output does not match the intended 480p30 setting: Verify the encoder’s resolution, frame rate, codec, and custom stream-key options. YouTube’s automatic detection is enabled by default.
