There is no evidence-backed universal winner between Oracle Cloud’s Arm-based Ampere A1 and AMD-based E4 for a nonstop YouTube stream. A1 is a sensible first candidate if your encoder and dependencies work on Arm and your account’s allowance covers the configuration. E4 is the x86 option to consider when x86 software compatibility matters most. The deciding test is whether your actual source and encoder can sustain the required output on the shape you can provision—not the OCPU count alone.
What “ARM versus AMD” means on Oracle Cloud
Oracle’s Ampere A1 shapes use Arm processors; E4 shapes use AMD EPYC x86 processors. That architecture difference can determine whether an operating system image, encoder, plugins, or other dependencies run as expected. Do not compare A1 and E4 by matching OCPU numbers. Oracle’s price list defines one A1 OCPU as one vCPU, while one x86 OCPU is two vCPUs. The available official material does not include a controlled test of the same 24/7 YouTube encoding workload on A1 and E4. It therefore cannot support a claim that either shape is faster, more reliable, or cheaper for your particular stream. Run the encoder with your intended video and settings on the exact candidate configuration before committing to a continuous service.

Check the account allowance, capacity, and total cost
Always Free tenancy
Oracle’s current Always Free documentation says each tenancy receives 1,500 A1 OCPU-hours and 9,000 GB-hours per month at no charge. For Always Free tenancies, that is equivalent to 2 OCPUs and 12 GB of memory. Always Free instances must be created in the tenancy’s home region; availability may be constrained. Oracle also says it may reclaim idle A1 instances when CPU, network, and memory utilization remain below its stated thresholds for seven days. Paid tenancy
Oracle’s price list separately states that each paid tenancy receives the first 3,000 A1 OCPU-hours and 18,000 GB-hours per month free. Capacity and cost are configuration-specific
Oracle bills A1 and E4 using separate OCPU and memory resources, with storage and boot volumes billed separately. Published quotas are not a guarantee that a shape will be available in your region. Oracle’s service-limits page lists limits for Pay As You Go A1 and E4 as well as separate trial limits; verify your tenancy’s current limits and available capacity in the console. A meaningful monthly cost comparison needs the region, account type, shape, memory, storage, and actual resource configuration. The published price list establishes resource-based billing and the allowances above, but not a single apples-to-apples total for an unspecified stream.

Set a YouTube ingest target before benchmarking
Use YouTube’s current encoder settings as the starting point for the output you intend to deliver. YouTube supports RTMP or RTMPS ingest and lists H.264, H.265/HEVC, and AV1 video codecs, up to 60 fps; audio can use AAC or MP3. YouTube recommends constant bitrate (CBR) and a two-second keyframe interval, which should not exceed four seconds. It recommends RTMPS for a secure connection. YouTube encoder settings

These are YouTube ingest recommendations and listed minimums, not measurements of what an Oracle VM can encode or transmit. Match the codec, resolution, frame rate, and bitrate to your planned stream, then test the encoder on each candidate instance.

Benchmark the actual stream, not just the shape label
- Confirm software compatibility. Check the encoder, operating system image, packages, plugins, and any source-processing steps on Arm or x86 before building the full setup.
- Use the intended source and output settings. Test the documentary or playlist you will actually stream, at the planned resolution, frame rate, codec, bitrate, and keyframe interval.
- Run a sustained test. A short successful start does not establish that a 24/7 workload will keep encoding correctly. Observe the workload over a period long enough to catch changes in performance or resource use.
- Check YouTube’s preview and stream health. YouTube recommends testing before launch and previewing the stream. Monitor audio and video, and confirm the live output is behaving as intended. YouTube Streaming tips
- Verify archive growth. YouTube’s operational guidance recommends checking that the stream archive is growing, alongside monitoring picture and sound. YouTube live streaming tips
- Record the configuration and result. Compare the exact shape, memory, codec, sustained resource use, and total costs for your region and account. Do not infer a winner from OCPU labels.
Design for interruptions and recovery
A VM shape by itself does not make a stream continuous. YouTube notes that network interruptions can break a stream and recommends 20% upload-bandwidth headroom. Its guidance also recommends testing encoder failover. For a 24/7 design, arrange monitoring and alerting, ensure the stream process can restart after faults, and test a backup path rather than assuming a single instance will recover every failure.
