If the 403 appears in an AWS operation instead, investigate AWS authorization at that specific request; the title alone is not enough to identify the cause.
First identify where the 403 appears
A “403” can refer to different requests in this setup. Find the exact point of failure before changing IAM permissions or replacing URLs.

A successful request in one row does not establish that the other two paths are authorized or configured correctly.
Why a MediaPackage endpoint can return 403
If the AWS API operation is denied
AWS’s MediaPackage origin endpoint API reference describes a 403 this way: “403 Forbidden response AWS Elemental MediaPackage cannot authorize the request, possibly due to insufficient authentication credentials.” In practical terms, check whether the active IAM user or role is allowed to perform the exact operation that failed. Do not apply a guessed policy based only on seeing the status code: the required permission depends on the API action and the identity making the request. If you use MediaPackage v2
MediaPackage v2 documents an AccessDeniedException for insufficient permissions. AWS also notes that when CDN authorization is configured, throttling from Secrets Manager can surface as an access-denied exception. Check the actual error response and the authorization dependencies for the failing operation rather than treating every v2 denial as a missing IAM permission. If the endpoint URL is being used as YouTube’s destination
This is likely a workflow mismatch, not a confirmed explanation for every 403. MediaPackage origin endpoints are used for downstream content delivery, while an encoder’s YouTube destination is configured with YouTube’s own server URL and stream key. Creating or managing a MediaPackage endpoint does not turn its playback URL into YouTube ingest. AWS describes the endpoint’s delivery role in its documentation on creating a MediaPackage origin endpoint and getting started with live content delivery.

Set up the encoder with YouTube’s ingest details
- Open YouTube Live Control Room. Choose or create the live stream and open its stream settings.
- Copy the server URL and stream key shown for that stream. YouTube’s encoder instructions say to enter the YouTube Live server URL and stream key into the encoder. Keep the key private; anyone with access to it may be able to send a stream to your channel.
- Choose the matching ingest protocol. YouTube documents RTMP/RTMPS encoder workflows and a separate HLS ingest setup. Use the URL and key for the selected YouTube configuration and the protocol supported by your encoder. Do not substitute a MediaPackage playback URL.
- Save the encoder settings and start the encoder. Confirm that YouTube receives the stream in Live Control Room before going live to viewers.
- If YouTube still does not receive the stream, isolate the ingest path. Recheck the copied URL and key, the selected protocol, and the encoder’s connection status. A YouTube ingest issue is separate from an AWS API authorization failure.

Troubleshoot an AWS-side 403 methodically
- Capture the complete failure details. Note the AWS operation or API action, the full response body and request context available to you, the Region, and the identity or role in use.
- Confirm the MediaPackage generation. Identify whether the workflow uses MediaPackage v1 or v2; their APIs and live workflow endpoints are distinct.
- Check the permission for the failed action. Review the active identity’s authorization for that specific operation. Avoid adding broad permissions as a first response.
- For v2 with CDN authorization, inspect its dependencies. Include the documented Secrets Manager authorization/throttling condition in the investigation if it applies to the configuration.
- Retry only the failed layer. Retest the AWS operation that returned 403. Separately confirm endpoint delivery or YouTube ingest if those are also part of the workflow.
AWS documents Region-specific service endpoints and separate v1/v2 live workflow endpoint context in its MediaPackage endpoints and quotas reference. The specific policy repair cannot be determined without the failed action, service generation, identity, and response.

What this error does not establish
- It does not by itself show that YouTube rejected a MediaPackage API request; AWS and YouTube handle different requests and authorization boundaries.
- It does not establish which IAM permission is missing, or whether the issue is an AWS API denial, an endpoint delivery authorization issue, or a YouTube ingest configuration problem.
- It does not indicate that a particular codec, bitrate, resolution, keyframe interval, or latency setting caused the error. Those settings depend on the stream profile and encoder; diagnose the failing request before changing them.
