A YouTube stream-health warning does not, by itself, show that BSNL is at fault. Capture the exact warning and the FFmpeg log at the same time, then check the encoder and file loop, YouTube’s ingest settings, and the connection’s actual upload stability. The available evidence does not establish a BSNL outage or a fault on any particular line.
Start with the warning and the moment it appears
In YouTube Studio’s Live Control Room, note the exact stream-health warning and when it appeared. Record the stream’s resolution and frame rate, the selected latency mode, and whether the warning recurs at the same point each time the file loops. These details help distinguish a repeatable problem in the media or loop from a connection or ingest problem.
Save the FFmpeg command and the log lines from the warning window. Redact the YouTube stream key before sharing either: YouTube describes the key as the credential that tells the encoder where to send the feed. Check that the configured stream URL and key are the intended ones, especially if the log reports a startup or authentication error. YouTube advises using a current third-party encoder and refreshing the key when encoder startup errors indicate a key problem (YouTube encoder troubleshooting).
Check the local encoder and media path
Look at the output, not just the warning
If a local preview or recording of the encoder output is available, check whether the picture and audio are already wrong there. A problem visible in that output points first toward the source file, timestamps, audio/video handling, encoder errors, or CPU load—not the broadband connection. Review FFmpeg’s log around the exact moment for errors, pauses, or unexpected timestamp behavior.

Confirm that the file is paced in real time
When FFmpeg sends a file as a live stream, the input needs to be read at real-time speed rather than pushed as fast as the machine can process it. FFmpeg’s official RTMP documentation illustrates real-time pacing with -re:

This is a documentation example, not a complete YouTube command and not proof that any particular looping command is correct. Check the actual command, input timestamps, and how the loop is implemented. A warning that returns at the same point in the media can justify close inspection of that file boundary and the associated log entries. See the FFmpeg RTMP documentation.
Match YouTube’s ingest settings to the stream
Check the encoder configuration against the resolution and frame rate you are actually sending. YouTube recommends constant bitrate (CBR) and a two-second keyframe interval, with the interval not exceeding four seconds. Its recommended H.264 bitrates include:

These are YouTube’s encoder-setting recommendations, not guaranteed minimum broadband speeds. Use the row matching the stream rather than copying a bitrate for a different format. Test with representative motion and audio, then watch the stream-health status. YouTube’s full recommendations cover additional formats and settings (YouTube live encoder settings).
Test upload capacity and stability under load
Upload capacity matters because the encoder is sending video to YouTube. A plan’s advertised rate, or a download-speed result, does not establish the upload performance available to an active stream. YouTube notes that inbound bandwidth is often greater than outbound bandwidth and recommends leaving 20% headroom beyond the primary stream, backup streams, and other requirements. Treat that as general guidance, not a measurement of your BSNL connection.

- Measure upload performance while the stream is running or under a representative network load.
- Compare the stable available upload with the total outgoing bitrate, including any other streams or network demands, and leave the recommended headroom.
- If practical, compare a wired run with Wi-Fi under similar conditions. This is a diagnostic comparison; a cable is not proof of, or a guaranteed fix for, an ISP-side or route problem.
A good average does not rule out congestion or brief interruptions. YouTube notes that network congestion and other factors can disrupt streaming even when a connection appears able to sustain the average bitrate. Its troubleshooting guidance separates unhealthy encoder output from a healthy encoder whose outbound connection may be the issue; when a connection test identifies a problem, YouTube advises contacting the ISP (YouTube live stream troubleshooting).

Latency is a trade-off, not a standalone diagnosis. YouTube explains that lower latency reduces the read-ahead buffer, which can make viewers more likely to experience buffering. If the encoder output and connection look healthy but viewers report buffering, note the selected latency mode and consider whether the faster interaction it allows is worth less tolerance for network variation. The exact warning and viewer symptoms should guide this check (YouTube latency settings).

Choose the next check from the evidence
- The preview or archive is already faulty: inspect the media, timestamps, FFmpeg errors, and CPU load.
- Local output looks healthy but upload tests are poor or unstable: investigate the outbound connection and contact BSNL if testing indicates an ISP connection problem.
- Output and connection tests look healthy: recheck the exact ingest warning, stream URL, key, encoder settings, and any route-specific behavior. Use the warning text and log timing to narrow the issue rather than assuming the provider is responsible.
