Oracle’s Always Free outbound-transfer allowance is large enough for the estimated monthly data from a continuous YouTube stream at common 720p and 1080p bitrates. Your actual bill still depends on using eligible Always Free resources, staying within quotas, and accounting for all outbound traffic. Oracle’s quota figures do not guarantee that a particular VM can encode your video reliably or keep a stream uninterrupted.
What “Always Free” does—and does not—mean
Oracle documents certain resources as Always Free for the life of an account, subject to eligibility and usage limits. That is different from Oracle’s separate free trial: Oracle documents US$300 in trial credit for up to 30 days. After the trial, eligible Always Free resources may continue, while trial-only paid resources may be reclaimed unless the account is upgraded. Check the current terms and resource eligibility in Oracle Cloud Free Tier and its Always Free resources documentation.
Do not assume every service or configuration available in a Free Tier tenancy is free. Charges can result from using non-free resources or exceeding free allowances. The question is therefore not simply whether the account started as a free account, but whether the entire running setup remains within current Always Free eligibility and quotas.
Is the free outbound-transfer quota enough?
Oracle lists 10 TB per month of outbound data transfer for Always Free resources. The following estimates use a 30-day month (2,592,000 seconds) and the recommended YouTube H.264 ingest bitrates. The calculation is bitrate × seconds ÷ 8, converted to decimal terabytes. It excludes protocol overhead, reconnects, monitoring traffic, and other outbound data from the tenancy.

These estimates are below Oracle’s stated 10 TB monthly allowance, but they are not a prediction of your bill: actual bitrate and total tenancy egress can differ. Leave margin and monitor actual usage. The allowance and stream recommendations are documented by Oracle and YouTube’s encoder settings guidance.
Which Always Free compute could run the stream?
Oracle lists two AMD VM.Standard.E2.1.Micro instances, or Ampere A1 resources with monthly allowances of 1,500 OCPU-hours and 9,000 GB-hours. Those A1 allowances are equivalent to two OCPUs and 12 GB of memory when allocated to one VM. Always Free compute must be provisioned in your tenancy’s home region, and capacity may be temporarily unavailable. Those quota details do not establish that a particular VM can encode your chosen video in real time. The workload depends on the encoding method, source format, resolution, frame rate, and available CPU. A setup that relays a pre-encoded stream and one that must encode video on the VM are not equivalent workloads. Measure the actual workload and stream health rather than treating the quota as a performance or availability promise.
Configure the YouTube stream and test it
Use YouTube’s current encoder guidance for the chosen resolution and frame rate. For the H.264 options above, YouTube recommends RTMP/RTMPS ingest, constant bitrate (CBR), and a two-second keyframe interval. - Provision an eligible VM. In the tenancy’s home region, select a shape explicitly marked Always Free eligible and verify the available quota. If capacity is unavailable, do not substitute a paid shape without checking its price and billing implications.
- Choose an encoding approach and workload. Determine whether the VM will encode video or send an already encoded stream. Check CPU use and whether it can sustain the selected resolution, frame rate, and bitrate; the quota documentation does not provide a workload-specific performance guarantee.
- Set up YouTube Live and protect the stream key. Create or schedule the YouTube live stream, copy its stream key into the encoder, and keep the key private. Use YouTube’s current ingest server and encoder instructions in the live control room.
- Set the encoder parameters. For H.264, configure CBR, the bitrate YouTube recommends for your chosen output, and a two-second keyframe interval. Ensure the outbound connection can sustain the stream bitrate with the recommended 20% headroom.
- Run a test before depending on it. Check YouTube’s live control room for stream health and watch for dropped frames or unstable ingest. Confirm the VM remains within its compute limits while handling the real workload.
- Monitor usage and billing. Track both compute and outbound data in Oracle’s console. Include all tenancy egress—not just the video stream—and review which resources are free-eligible. Treat trial credit separately from Always Free allowances.
What can still cause a bill or interrupt the stream?
- Non-free resources: A resource can be billable even if the tenancy began on a free trial. Verify eligibility and pricing before creating or changing resources.
- Transfer beyond the allowance: The stream estimates omit overhead and unrelated egress. Other outbound traffic counts toward the tenancy’s usage.
- Encoding overload: A VM may lack the capacity to encode the actual source and settings reliably. The published free quota is not a benchmark for that workload.
- Insufficient network headroom: If outbound capacity cannot sustain the configured bitrate, YouTube may report poor stream health. YouTube recommends 20% headroom.
- Regional capacity limits: The required Always Free shape may not be available in the home region at the time you try to provision it.
- Availability beyond the quota: The cited Oracle quota documentation does not promise uninterrupted operation for a 24/7 YouTube workload. A free allocation is not a workload-specific uptime guarantee.
