To live stream a town hall meeting on YouTube, enable live streaming on the channel, choose webcam mode for a simple single-camera meeting or an encoder for slides and external audio/video, schedule the event in YouTube Studio, and test the full setup before the meeting. Check channel eligibility early: first-time activation can take up to 24 hours, and YouTube requires that the channel have had no live-streaming restrictions in the previous 90 days.
1. Check that the YouTube channel can stream
In YouTube Studio, confirm that live streaming is enabled and that the channel is verified. YouTube Help says a channel must have had no live-streaming restrictions in the previous 90 days. If this is the channel’s first live stream, activation may take up to 24 hours, so do not leave this check until meeting day. See YouTube’s live-streaming setup guidance.
2. Choose webcam mode or an encoder
Use the simplest workflow that can deliver the meeting clearly. Webcam mode is a direct computer-camera workflow. An encoder—software or standalone hardware—suits a meeting that needs screen sharing, slides, external audio/video equipment, or multiple sources.

YouTube says expensive equipment is not required to begin. Buy or borrow additional gear only after checking what the room and existing computer can support. If room audio needs improvement, verify the available audio output and computer compatibility before selecting a microphone, interface, or adapter. A wired Ethernet connection can be useful where the venue provides one, but it does not guarantee sufficient upload capacity or uninterrupted service.

3. Schedule the town hall and prepare its viewing page
- Open YouTube Studio and go to Live Control Room.
- Schedule a stream for the meeting. Enter an accurate title and description and select the intended privacy setting.
- Copy and share the upcoming event page with residents or other attendees. Scheduling provides a URL to promote, and viewers can choose to receive reminders.
- If using an encoder, copy the stream URL and stream key from YouTube and enter them in the encoder. Treat the key like a password: it authorizes the encoder to send the feed. If it is exposed, reset it in YouTube Studio.
For a straightforward webcam stream, YouTube’s webcam flow lets the operator select a camera and microphone and schedule a future stream. For an encoder-based event, check YouTube’s Live Control Room setup instructions alongside the encoder’s own instructions.
4. Confirm upload capacity and configure the encoder
Measure the venue’s outbound upload bandwidth; download speed alone does not answer whether the venue can send a live feed. Compare available upload capacity with the total configured stream bitrate. YouTube recommends 20% headroom above that bitrate. On a shared venue network, other users’ traffic can reduce the capacity available to the stream.

Choose resolution, frame rate, codec, and bitrate using YouTube’s current encoder settings guidance and the encoder’s supported options. No single bitrate is right for every town hall: the appropriate setting depends on the desired picture quality and reliable upload capacity. YouTube recommends RTMPS, the encrypted extension of RTMP, for ingest when the encoder supports it. Enter the matching stream URL and key carefully.
Test the actual room at the intended settings rather than relying on a speed-test number alone. If the network cannot sustain the configured bitrate with headroom, reduce the stream settings or arrange a more reliable connection before the event.

5. Rehearse under meeting conditions
- Use the planned speakers, microphones, camera positions, slides, and room layout.
- Check that speech is intelligible and that the picture remains usable when participants move or change speakers.
- For an encoder, confirm it is sending to YouTube, then inspect the Live Control Room preview and stream-health messages.
- Open the scheduled viewer-facing page separately and confirm it is accessible with the intended privacy setting.
- If the production depends on backup equipment or a second connection, test that backup before the meeting rather than assuming it will work.
YouTube’s event tips advise setting up an encoder at least two hours before the event and starting it at least 15 minutes before the scheduled start. Build those intervals into the run sheet, especially for a high-stakes public meeting. YouTube also advises checking the Live Control Room preview before starting the stream. Its live-streaming tips cover preparation and monitoring.
6. Start, monitor, and end the stream
- At the scheduled time, confirm that the preview shows the correct picture and that the audio is present.
- Start the stream from YouTube’s Live Control Room. With an encoder, make sure its feed is reaching YouTube and that the event has actually been launched.
- Assign someone to watch stream health and audio/video quality while the meeting is underway, rather than leaving the operator responsible for the meeting with no monitoring capacity.
- At the end, use YouTube’s end-stream control and stop the encoder feed as appropriate.
YouTube Help says streams shorter than 12 hours are automatically archived. Do not rely on that archive for the body’s official record or retention obligations without checking the responsible public body’s policy.

7. Account for public-meeting obligations separately
YouTube’s streaming setup does not determine whether a town hall has been properly noticed, whether recording consent is required, what accessibility or captioning is required, how long the recording must be retained, or how public-records access works. Those requirements vary with jurisdiction, meeting type, and organizer policy. Check the current rules with the responsible public body before publishing the event, and make the viewing page, captions, and recording plan consistent with those requirements.
