You can send a 4K, 60 fps encoder feed to YouTube Live, but a YouTube playlist of existing news replays does not automatically become a live broadcast. You need a separate, verified way to play those replays into an encoder—and the rights to rebroadcast them. YouTube’s current guidance recommends 35 Mbps for H.264 at 2160p60, or 10–40 Mbps for AV1 and H.265; these are encoder bitrate recommendations, not guarantees that your internet connection or viewers can sustain 4K60.
What you need to make this workflow work
Think of this as two separate jobs: producing a continuous video feed from the replay material, then sending that feed to YouTube Live. YouTube’s documented live setup covers the encoder-to-YouTube connection. It does not establish a native method for turning an ordinary YouTube playlist into a continuous live feed.
- Permission: rights to rebroadcast each replay live in the intended territories, including music and any required archive rights.
- A replay-to-feed workflow: software or equipment that can play the authorized videos continuously and supply them to an encoder. Verify the current workflow and YouTube integration for any software or service you choose.
- An encoder: an existing computer encoder may be suitable if it reliably outputs 2160p60 at the needed bitrate. Dedicated hardware is optional, not a YouTube requirement.
- A stable connection and monitoring: test the actual upload connection and encoder under conditions similar to the planned broadcast; do not assume a speed-test result alone proves sustained performance.
Get rebroadcast rights before scheduling
A replay’s availability on YouTube does not give another channel permission to rebroadcast it. YouTube’s live-stream terms require the provider to have the necessary rights for exploitation of live content on Google services worldwide, including music licensing rights, and put applicable territorial licensing, registration, notification, and approval requirements on the provider. For regional news replays, obtain express permission for the intended live use, territories, and any archived copy. Confirm whether the rights holder must add your channel to an allowlist. YouTube warns that a stream can be interrupted for third-party content even when it is restricted to territories where the channel has the necessary rights, if the channel is not on the owner’s allowlist. Build and verify the replay feed
The playlist stage is the part that needs independent verification: the official YouTube live setup instructions explain how to send an encoder feed, not how to convert an ordinary playlist of existing replays into that feed. Before going live, confirm that your chosen playback or automation system can legally access and play the authorized files, keep them in the intended sequence, repeat or advance as needed, and provide a continuous output to your encoder. Do not treat a YouTube playlist URL or the fact that videos are public as proof that this is supported.
Test the complete chain privately or in an appropriate test broadcast: playback source, encoder, stream key, audio, video, and recovery procedure. Check that transitions between replays do not leave a blank feed or unintended audio. The specific playlist software settings depend on the verified tool you select; YouTube’s published encoder instructions do not specify them.

Set the encoder for 2160p60
YouTube’s current live encoder settings guidance supports H.264, H.265/HEVC, and AV1 over RTMP/RTMPS, with frame rates up to 60 fps. It recommends constant bitrate (CBR), a two-second keyframe interval, and says the interval should not exceed four seconds. For secure ingest, YouTube recommends RTMPS. At 2160p60, the guidance lists 35 Mbps as the recommended H.264 bitrate; for AV1 and H.265 it lists a 10–40 Mbps range. These are YouTube’s encoding recommendations, not measured minimum upload speeds. See YouTube’s live encoder settings.

Choose a bitrate your connection and encoder can sustain continuously, rather than selecting the top of a range by default. YouTube advises matching stream quality to the available connection, testing beforehand with similar audio and movement, and monitoring stream health during the broadcast. Its live output is transcoded into multiple formats, so sending 2160p60 does not mean every viewer will receive 4K60; playback quality varies with YouTube’s delivery and the viewer’s device and connection.

Create the YouTube broadcast and connect the encoder
- In YouTube Studio, open Create and choose Go live to enter Live Control Room. Create or schedule the broadcast and set the appropriate visibility and event details.
- In Live Control Room, locate the stream key and ingest URL for the broadcast. YouTube describes the key as the password and address that let it accept the encoder feed. Copy them into the corresponding fields in your encoder.
- Keep the stream key private. Do not show it on screen, publish it in a tutorial, or share it with anyone who should not be able to send a feed to your broadcast. If exposed, replace or reset it in Live Control Room.
- Set the encoder to the video settings above, select the RTMPS ingest option when available, and start sending the feed. Check Live Control Room’s stream health and preview before starting the public event.
- Start the live broadcast from Live Control Room when the feed is ready. Continue watching stream health and the program output; a connected encoder alone does not confirm that the replay source is advancing correctly.

The relevant distinction is whether the system can reliably encode and sustain 2160p60, and whether your separately verified replay workflow can supply it with a continuous feed. The sources do not establish that one category is best for every creator.

Troubleshoot common failures
- YouTube shows no incoming feed: check that the encoder is using the correct ingest URL and stream key for the scheduled broadcast, and that it has started sending. Keep the key private while checking it.
- Stream health is unstable or the feed drops: the connection or encoder may not sustain the selected bitrate. Test again, reduce the bitrate or output quality to a reliable setting, and monitor the actual connection during a full rehearsal.
- The broadcast is not 4K60: verify the encoder output is set to 2160p at 60 fps and uses supported settings; then check the incoming stream information in Live Control Room. Viewer playback may still be lower resolution because YouTube transcodes the stream and playback varies by viewer.
- A replay pauses, ends, or the picture goes blank: inspect the playback and automation stage. YouTube’s encoder setup does not configure playlist progression; confirm the selected system’s current behavior and rehearse transitions.
- The stream is interrupted for copyright: stop and investigate the identified content. Confirm live rebroadcast and music rights, territorial permissions, and any required rights-holder allowlisting before resuming.
