H.265 and HEVC are two names for the same video-coding standard. Its more efficient compression can help deliver comparable picture quality at a lower bitrate—or better picture quality at the same bitrate—but it does not guarantee a fixed bandwidth saving, choose your resolution, or make a slow connection fast. The result depends on the video, encoder settings, device support and streaming service.
What H.265 (HEVC) does
H.265, also called High Efficiency Video Coding (HEVC), is ITU-T Recommendation H.265, aligned with ISO/IEC 23008-2. It was developed in response to demand for higher compression of moving pictures, including for internet streaming. In practical terms, an encoder uses the codec to represent video with fewer bits for a given visual target, or to use a given number of bits to aim for a better picture.
A codec is not the video itself, the internet connection, or a resolution setting. It describes how video is encoded and decoded. Bitrate is the amount of encoded data delivered over time; resolution describes the image dimensions. These are related but distinct: a 4K stream can use a high or low bitrate, and the codec alone does not determine what resolution a service sends.
How HEVC can change quality and bandwidth
At comparable visual quality, a more efficient HEVC encode may need less bitrate than another encode. That can reduce the data rate needed to deliver a target picture. Alternatively, a service or creator can spend a similar bitrate on higher visual quality. Neither outcome is automatic: the encoder, its settings and the content all matter.

Fast motion, fine textures, film grain and visual noise can be harder to compress than relatively static or simple scenes. Two services may also use different encoders, settings and quality ladders. For a fair comparison, match resolution and visual quality, then examine bitrate and data use, encoder settings, content type, device decoding support, and the service’s playback and data controls. A headline bitrate from different scenes or platforms is not a controlled codec comparison.
There is no single H.264-to-H.265 savings percentage that can safely be applied to every stream. The available evidence does not establish an independent, current, apples-to-apples percentage for all content and encoding conditions, so treat broad claims of a guaranteed saving cautiously.

Bitrate, internet speed and playback quality are different
The encoded stream’s bitrate is the data rate of that rendition. Your available internet speed is the capacity of your connection, which may vary over time and be shared with other traffic. A service’s playback-quality choices determine which rendition it attempts to deliver. The connection generally needs enough sustained capacity for playback, but a faster internet plan does not force a service to use a higher resolution, and HEVC does not set the speed of your connection.
Netflix’s Help Center recommends stable speeds of 3 Mbps or higher for HD at 720p, 5 Mbps or higher for FHD at 1080p, and 15 Mbps or higher for UHD at 4K. These are Netflix service recommendations, accessed in 2026; they are not HEVC-specific minimums or universal requirements for other platforms. Netflix also notes that many factors affect quality. If an ISP speed limit contributes to instability or buffering, Netflix advises changing video quality settings.

What reported data-efficiency gains do—and do not—show
Netflix’s 2021 Open Connect briefing paper reported more than a 200% increase in hours streamed per GB over five years, based on its latest encoding profile. It also illustrated a comparison of 11 hours per 4 GB in an earlier profile and 25 hours per 4 GB in a later one. Those are Netflix-reported, portfolio-level comparisons across encoding profiles—not an isolated test showing that HEVC alone produced the gain, and not a guarantee for an individual video.
Compatibility and standards context
Using HEVC involves both an encoded stream and a compatible decoder in the playback device or app. Support for a codec name does not by itself establish support for every profile, level or implementation. ITU-T H.265.1 specifies conformance testing for bitstreams and decoders, underscoring that implementation and conformance matter.

HEVC also has a defined transport context: IETF RFC 7798, published in March 2016, specifies an RTP payload format for HEVC and lists internet video streaming among its applications. A transport specification does not mean every player or network path supports every HEVC stream.
Standards evolve. The ITU-T database lists H.265 V11 (01/2026) as in force and identifies alignment with ISO/IEC 23008-2. For a different broadcast context, ATSC’s A/341:2026-04 constrains HEVC for ATSC 3.0; it was approved on 14 April 2026. These references describe standards and implementation contexts, not a promise that a particular streaming service or device supports every version or feature.

What this means when you choose or watch a stream
- Do not assume that an HEVC label guarantees lower data use: check the actual rendition, bitrate and content when that information is available.
- Do not infer resolution from codec alone. The platform chooses among available renditions based on its service design and playback conditions.
- If playback buffers, consider connection stability and the service’s quality controls as well as codec efficiency; compression cannot compensate for a connection that cannot sustain the delivered data rate.
- When comparing encodes, use the same source and resolution, assess visual quality at matched conditions, and account for device decoder support.
