WebRTC vs. HLS: Which Streaming Protocol Should You Use?

WebRTC suits real-time interaction; HLS suits broad HTTP-based delivery. Learn where LL-HLS fits, what it requires, and why latency must be measured end to end.

Use WebRTC when people need to interact with a live stream with minimal delay; use HLS when you need to distribute live or on-demand video broadly through HTTP servers and CDNs. If conventional HLS buffering is too slow for your use case, consider Low-Latency HLS (LL-HLS)—but it requires compatible production, delivery, and playback components. None of these choices guarantees a fixed end-to-end delay: measure the complete capture-to-playback system you plan to deploy.

What WebRTC and HLS are designed to do

WebRTC: real-time media and data exchange

WebRTC is a set of browser APIs and real-time protocols for exchanging media and application data with another browser or device. It is designed for real-time exchange, not simply as another file or segment delivery format. Its transport standards address real-world connectivity involving relays, firewalls, and network address translation (NAT). See the W3C WebRTC Recommendation and IETF RFC 8835.

HLS: HTTP-based live and on-demand delivery

HTTP Live Streaming (HLS) delivers live and on-demand media over HTTP. It can use ordinary web servers and content delivery networks (CDNs), and can offer multiple bitrate variants so compatible players can adapt playback as network bandwidth changes. HLS has a baseline specification in RFC 8216; Apple’s HLS documentation points to an evolving second-edition specification. Check the current authoring requirements for your implementation.

WebRTC vs. HLS at a glance

Decision factor WebRTC HLS and LL-HLS
Best fit Real-time media and data exchange, especially when live interaction or rapid response is central. One-to-many live distribution and on-demand playback over HTTP infrastructure.
Latency Designed for real-time exchange, but actual end-to-end delay depends on the complete system and conditions; measure it rather than assuming a fixed figure. Conventional HLS is often configured with more playback buffer. LL-HLS can reduce delay using partial segments and playlist/server behaviors; results depend on configuration and network conditions.
Delivery and scale Requires a real-time transport architecture. Account for NAT and firewall behavior and possible relays. Uses ordinary web-server and CDN/cache infrastructure. LL-HLS aims to retain scalable delivery but requires compatible components.
Adapting to network changes The implementation must decide how it handles changing paths and media conditions; there is no single tuning policy established for every WebRTC system. HLS supports alternate bitrate streams, with compatible players selecting among them as bandwidth changes.
Features and client support Verify capabilities in the exact client stack you plan to use; universal feature parity is not established. HLS supports playback features including live and on-demand media, alternate streams, and encryption/authentication. Confirm the specific feature and device requirements for your project.
Operational work Plan signaling and connectivity, including how the system handles relays and intermediate networks. Plan media packaging, playlists, and origin/cache/CDN behavior. LL-HLS adds requirements for compatible production and delivery.

How to choose for your use case

Choose WebRTC when interaction is the requirement

  • People need to exchange media or application data in real time.
  • Participants must respond to one another as events happen, rather than watch a buffered broadcast.
  • Your team can build and operate the required real-time transport, signaling, and network-connectivity behavior.

Choose HLS for broad live or on-demand distribution

  • You need to deliver video to a large audience through ordinary HTTP and CDN/cache infrastructure.
  • Adaptive bitrate playback is useful as viewers’ network conditions vary.
  • Your application can tolerate the buffering configured for its HLS playback experience.

Consider LL-HLS when HLS distribution fits but delay matters

LL-HLS is an option when you want to lower HLS delay without abandoning its HTTP-based delivery approach. It is not a switch that automatically makes any existing HLS pipeline low-latency: the production, delivery, and playback components must support the required behavior.

What Low-Latency HLS changes

Apple describes LL-HLS as an extension intended to reduce latency while retaining scalability. It uses partial media segments, playlist delta updates, blocking playlist reload, preload hints, and rendition reports. A partial segment can be published before its longer parent segment is complete. Apple’s documentation illustrates the idea with a six-second parent segment and a 200-millisecond partial segment; these are explanatory examples, not universal required settings or performance promises. LL-HLS depends on server behavior as well as the player. If required server behavior is absent, clients may fall back to regular-latency HLS. Check compatibility across the production, delivery, and playback components rather than assuming that partial segments alone are sufficient.

Put Apple’s historical latency figures in context

At Apple’s 2019 WWDC presentation, Roger Pantos said the LL-HLS design target was “one to two seconds delay from live at scale over the public internet with any kind of reasonable round trip time.” In the same presentation, he described two to eight seconds as the then-current broadcast latency benchmark. These are figures and context from that 2019 presentation—not a guarantee for every LL-HLS stream, a current universal benchmark, or a head-to-head measurement against WebRTC. Plan a real comparison before making a latency promise

The protocol names alone do not determine what a viewer experiences. Compare the complete path from capture through encoding, transport, delivery, and playback under conditions representative of your audience. Include the clients and network conditions that matter to your deployment, and verify the features those clients must support. A single delay number without that context can mislead; no universal WebRTC-versus-HLS latency result is established here.
