You need an eligible channel, rights to the video and audio, and a VM whose network and compute resources can sustain the stream.
Check channel eligibility and content rights
Before provisioning a VM, confirm that live streaming is enabled for your YouTube channel. YouTube’s live-streaming getting-started guidance says the channel must be verified and must not have had a live-streaming restriction in the preceding 90 days. YouTube also applies age and policy conditions; a cloud VM does not bypass a channel restriction.
Use only video and audio for which you have the necessary rights, including music rights where relevant. YouTube’s live-content terms require the provider to have the rights needed for use of the live content on Google services, and require compliance with applicable law and the Community Guidelines. YouTube states: “The Live Content must comply with the YouTube Community Guidelines.” See the YouTube terms and Community Guidelines.
Create the YouTube encoder stream

Open YouTube Studio and go to Create > Go live to open Live Control Room. Create a new stream or schedule one, following the prompts in the current interface.

In the stream’s encoder settings, copy the stream URL and stream key. YouTube describes the key as the connection value that tells YouTube which encoder feed to accept. Follow its encoder setup instructions.

Keep the key private. Do not include it in a public script, repository, screenshot or support post. If it is exposed, reset or regenerate it in Live Control Room and update the encoder configuration.

Leave Live Control Room open so you can confirm the incoming preview before starting the public broadcast.
Choose and prepare an India-region VM
The VM is the encoder host; it does not need to be physically near your audience to send a YouTube ingest feed. An India region may suit your administration, latency or data-location needs, but the sources here do not establish a best provider, plan or current price. Compare providers using their current terms rather than assuming that an advertised instance can sustain a continuous stream.

Region: confirm that the provider actually offers the region you need in India and that the selected VM type is available there.

Outbound network: check sustained upload capacity, fair-use restrictions, transfer allowances and egress charges. A continuous stream sends data for as long as it runs; estimate the transfer from your chosen bitrate and duration, then verify how the provider bills it.

CPU headroom: if FFmpeg will encode video in software rather than simply pass through compatible media, select enough compute for the codec, resolution and frame rate. Encoding demand varies with the source and settings.

Operations: check restart controls, monitoring, support coverage and the provider’s uptime terms. A VM process or instance can stop independently of YouTube, so plan how you will detect and recover from failures.

Total cost: include the VM, persistent storage, outbound transfer and any separately billed services for the expected run time. Confirm current prices and limits with the provider before committing.
Install FFmpeg and send the video as a live feed
Install FFmpeg using the package source appropriate to your VM’s operating system, and make sure the build includes the required input and output support. The command below illustrates the documented FFmpeg building blocks for a video file with an audio stream: the loop filter repeats the video indefinitely with loop=-1, and -re reads the input at its native frame rate so packets are sent at a live-like pace. FFmpeg’s main manual and loop filter reference explain these options.

Keep the key out of shell history and process listings where practical; a protected configuration file or secret manager is safer than a command copied into a public log.
This is an example, not a universal command validated for every file or VM. In particular, the loop filter’s size value should be appropriate to the source’s decoded frame count; the documented filter specifies the number of frames in the loop buffer. For a long or variable-frame-rate file, first inspect the media and choose a suitable loop strategy rather than assuming a fixed value works for every input. A source without audio will need an audio track or a command adjusted for video-only output. If the video and audio durations differ, confirm that the output behaves as intended at the loop seam.

The sample uses H.264 video, AAC audio, a 30 fps output target and a two-second GOP at that frame rate. Adjust resolution, frame rate, bitrate and keyframe settings to match the source, your available outbound capacity and YouTube’s current guidance. If you transcode, CPU use can be substantial; if you can safely stream compatible media without transcoding, the required compute may be lower, but the output still has to meet YouTube’s ingest requirements.
Set YouTube-compatible output settings
YouTube’s live encoder settings describe RTMP and RTMPS ingest, video options including H.264, H.265 (HEVC) and AV1, and audio options including AAC and MP3. YouTube recommends RTMPS where supported because it encrypts the connection.

Rate control: use constant bitrate (CBR), as YouTube recommends, and select a bitrate that your VM can sustain reliably.

Keyframes: target a two-second keyframe interval; YouTube says not to exceed four seconds. In the sample at 30 fps,

Resolution and frame rate: choose a setting appropriate to the source and available upload capacity. Use the bitrate table on YouTube’s encoder settings page for the selected resolution and frame rate instead of treating the sample bitrate as universally suitable.

Audio and motion: test with representative sound and movement. A quiet still image may not reveal problems that appear with a more demanding section of the actual program.

Test the stream and keep it running

Start FFmpeg and watch Live Control Room until YouTube receives the feed and displays a preview. Resolve any encoder or stream-health warnings before going public.

For the first run, use an unlisted stream and check picture, audio, synchronization, the loop transition and the VM’s CPU and outbound network use.

When the preview and health indicators are satisfactory, start the broadcast through the workflow shown in Live Control Room. Confirm the public status and the stream from a separate viewer session if appropriate.

Monitor both the FFmpeg process and the YouTube stream. A YouTube ingest interruption, a VM restart, a network limit or a process crash can stop delivery. Arrange alerts and a restart/recovery procedure appropriate to your VM; a running process by itself is not a guarantee of uninterrupted service.
Common problems and fixes

No preview appears: confirm that FFmpeg is running, the correct stream URL and key are configured, and the key belongs to the stream currently open in Live Control Room. Check the FFmpeg error output and YouTube’s stream-health messages.

The key is rejected or the wrong stream receives the feed: recopy the URL and key from the intended stream, check for whitespace or truncation, and replace any key that may have been exposed.

Video freezes, buffers or drops: compare the selected output bitrate with the VM’s sustained outbound capacity and YouTube’s published recommendation for the chosen format. Check for provider transfer or network limits and reduce the output demand if necessary.

The VM cannot encode in real time: inspect CPU load and FFmpeg logs. Use a VM with more CPU headroom, choose a less demanding encode configuration, or avoid unnecessary transcoding only if the source format is compatible with the intended ingest.

There is no audio, or audio stops at the loop point: inspect the file’s streams and durations, confirm that the output maps an available audio track, and address mismatched audio/video lengths or loop seams for that specific source.

The video plays too quickly or timing is erratic: check that the input is being read at an appropriate real-time pace. FFmpeg documents

The stream ends after a VM or process restart: configure the VM’s process supervision or startup behavior and verify that the encoder reconnects correctly. YouTube ingest recovery and VM process recovery are separate concerns.
