However, research commissioned by the Parliament identifies three credible ways its broadcasts could be abused: a compromised livestream, fabricated clips spread through social media, and deepfakes made from the large archive of parliamentary footage. Researchers judged the institution technically resilient but found a specific weakness: no formal deepfake-response procedure.
What the Chamberfakes research found
The University of Edinburgh study Chamberfakes: assessing the threats posed by generative AI technologies to parliamentary democracy in Scotland examined footage from the Debating Chamber and committee rooms. Its public summary, published on 11 December 2024, describes risks and recommendations rather than a confirmed attack. The researchers were Dr Ben Collier, Dr Morgan Currie and Dr Benedetta Catanzariti, commissioned by the Scottish Parliament.

A real one-off example, not a broadcast intrusion
Dr Ben Collier said: “While the risk of a widespread attack is technically low, we have seen one-off examples of Scottish politicians falling victim to these kinds of attacks such as Maggie Chapman MSP, who was the subject of a deepfake audio clip posted on X that parodied Chamber business.” That incident was a deepfake shared on X; it should not be described as an attack on the Parliament TV livestream.
Why an authentic broadcast can still be exploited
Parliamentary video is unusually useful to impersonators. Cameras provide clear, repeatable views of MSPs speaking, while captions, chamber layouts and official branding make a false clip look authoritative. A manipulated extract can also be shortened or given a misleading caption without altering the underlying recording. The danger is therefore not limited to replacing a live feed: genuine footage can be repurposed, reframed or combined with generated material.

The researchers described the Parliament as resilient because its broadcasting operation uses technical processes and human checks. They also identified a procedural gap. Dr Morgan Currie stated: “At the moment the Scottish Parliament has no formal processes in place to respond to deepfake threats.”
What the researchers recommended
1. A named response and reporting process
The Parliament should create a formal intervention plan for suspected deepfakes, with a designated staff member responsible for receiving reports, escalating incidents and coordinating decisions. A clear chain of responsibility matters when a misleading clip is moving faster than an institution’s normal communications cycle.

2. Authentication for remote contributors
Simple authentication methods should be considered for witnesses and other contributors joining committees remotely. The aim is to give viewers and staff a practical way to establish that a person appearing remotely is the genuine participant, without treating automated detection as proof.
3. Dedicated support for affected MSPs
The broadcasting unit should have a team able to help an MSP who becomes the subject of misinformation, monitor how the material is being reused, and promote authentic parliamentary video. The summary specifically points to direct engagement with broadcasters, communications channels and social platforms.

What the 2026 Scottish election evidence adds
The Electoral Commission’s account of its pilot before the May 2026 Scottish Parliament election gives wider context, not evidence that Parliament TV itself was attacked. Its tools processed approximately 3 million online posts. Human review identified 219 political deepfakes from 60 unique accounts, and 15 posts met the Commission’s threshold for electoral-integrity risk. The examples included false depictions of campaign activity, false candidate announcements and misleading polling-day information.
The Commission found no evidence that highly convincing political deepfakes were deliberately used to target or interfere with that election. That is reassuring for that election and pilot, but it does not establish that future threats are low. The Commission also reported inconsistent responses from social platforms when it sought information about concerning material.

Detection software is useful for finding material that deserves attention, but it is not a final ruling. As the Electoral Commission puts it: “While the outputs of deepfake detection tools are helpful, they cannot be treated as definitive conclusions or determine specific responses.” Context, timing, distribution and likely audience impact require human assessment and specialist resources.

- Check the source. Look for the original Parliament TV recording or an official parliamentary account rather than relying on a repost.
- Check the context. Compare the alleged quotation with the full debate, committee session, date and agenda. A genuine excerpt can be presented misleadingly.
- Inspect audio and video together. Unnatural lip movement, abrupt changes in room sound, odd breathing, inconsistent shadows or a voice that changes character are warning signs, not conclusive proof.
- Seek independent confirmation. Check reputable reporting or an official statement before sharing a high-impact allegation.
- Preserve evidence. Save the URL, screenshots, messages, account name, posting time and the exact words or claim attached to the clip.
- Report through the right channels. Use the platform’s reporting function and, where appropriate, contact the police or the affected institution.
What to do if you see or become the subject of one
Police Scotland advises people to report harmful deepfakes to the platform and to police, retain screenshots or messages, and record what was said or sent, which site or platform was involved, when it was posted and the sender’s identity if known. Institutional handling is different from an individual complaint. A Parliament response needs authenticated source material, coordinated communications, monitoring of copies and a decision about whether public intervention would correct or amplify the falsehood.
When deepfake content is illegal
Deepfakes are not one legal category. A misleading political video may be harmful without automatically being unlawful. In a written answer dated 14 July 2026, the UK Government said the Online Safety Act regulates deepfake content when it is shared on an in-scope service and meets the definition of illegal content or content harmful to children. Separate measures address non-consensual sexual deepfakes and intimate-image abuse, including removal requirements for valid reports. The practical bottom line for Parliament TV
The evidence supports a risk-management problem, not a claim that Scottish Parliament TV has already been overrun. The likely challenge is a combination of authentic footage, synthetic edits and rapid social distribution. Technical safeguards and broadcast checks reduce the chance of compromise, while formal escalation, contributor authentication and specialist support determine how quickly the institution can contain the damage when a false clip appears.
