How 520 means “I love you”
The expression is based on an approximate Mandarin sound association, not an English code or a perfect homophone:

Why May 20 is called Internet Valentine’s Day
May 20 can be written as 5/20 or represented simply as 520. Once the number became associated with “I love you,” the date developed into an unofficial, internet-driven romantic observance known as 网络情人节 (wǎngluò qíngrén jié), or Internet Valentine’s Day.

It is a modern online custom rather than an official public holiday. It exists alongside February 14 and the traditional Qixi Festival, which has a separate historical and cultural basis. A 2010 CCTV report already documented May 20 as an internet romance occasion, while Visit Beijing explains its relationship to the 520 pun.
Why the date remains visible
Social-media posts, promotions, flowers, jewelry, proposals, and relationship announcements all give the date public visibility. Recent reports show couples choosing May 20 or May 21 for marriage registration because of the romantic sound associations, including coverage by China Daily and the Qingdao government.
What 521 adds to the message
521 is commonly explained as “I’m willing,” “I do,” or “I agree.” In the most useful reading of the sequence:

- 521: “I’m willing,” “I do,” or an affirmative romantic response.
That makes 521 especially suitable for proposals, commitments, anniversaries, and marriage-related posts. It is not, however, a fixed linguistic rule. Some users employ 521 more generally as another love-related number, and online explanations differ. Contextual Chinese discusses the response interpretation, while other coverage records broader usage, including Sina.

What does a 520-yuan red envelope mean?
A transfer of 520 yuan encodes the same “I love you” reference in the amount itself. Digital-payment platforms made this gesture easy to send and highly visible. China Daily reported a WeChat campaign involving 520-yuan red packets and millions of such transfers in 2017; that historical report should not be read as a current platform limit or present-day usage statistic. Culturally, the amount is usually a symbolic romantic gift. Legally, a number-coded transfer is not automatically a loan or proof of any particular relationship. Whether money must be returned after a breakup depends on the circumstances, evidence, notes attached to the payment, and applicable law. Court discussions, including Tianshui and Zhengyang, illustrate why context matters.

- Check the date. Around May 20 or May 21, the romantic reading is especially likely.
- Identify the sender. A partner, friend, brand, celebrity, or fandom account may use the number differently.
- Look for surrounding signals. Hearts, rings, flowers, proposal language, and couple photographs strengthen the romantic interpretation.
- Check whether money is involved. A 520-yuan transfer is usually symbolic, but its personal and legal significance depends on context.
- Consider whether it is a meme or campaign. Some posts reference Chinese internet culture without making a literal confession.
Why the meaning is not universal
The pun depends primarily on Mandarin pronunciation. Other Chinese dialects may produce different sound associations, and Chinese-speaking communities do not all use the numbers identically. A 521 post may mean an affirmative romantic response in one setting and simply be another love-themed number in another.

Nor does every 520 message announce a serious relationship. Brands may use it for seasonal marketing, fans may apply it to a celebrity or fictional couple, and friends may use it playfully. The surrounding words, images, date, and relationship between the participants matter more than the digits alone.

The safest description is that 520 emerged from a mixture of Mandarin wordplay, popular music, online slang, social media, digital payments, and commercial promotion. Some secondary accounts connect it to the song “Digital Love” by Taiwanese singer 范晓萱 (Mavis Fan), such as this account. That is an attributed origin story, not conclusively established proof that one song invented the expression. Evidence from 2010 confirms that the internet-Valentine usage was already established by then.

These are flexible internet conventions, not standardized translations.
The simplest reading
If a romantic-looking Chinese post around May 20 says 520, read it as “I love you.” If the reply is 521, it may mean “I’m willing” or “I do.” Outside that context, the same numbers can be a joke, a fan reference, a marketing device, or a general nod to Chinese online culture.
