The story is real, but it is not a new 2026 product shutdown. Twitter’s proposed Adult Content Monetization (ACM) project was reportedly paused in May 2022 after an internal safety review raised concerns about detecting and handling harmful sexual content, including child sexual abuse material (CSAM). Jay Sullivan, then a Twitter general manager, later told a Senate committee that he decided to pause the idea because the company lacked confidence in its safety systems. The available evidence supports serious internal concerns; it does not establish that Twitter unlawfully or deliberately delayed every CSAM report.
What Twitter’s proposed product was
Adult Content Monetization, or ACM, was an internal proposal to let creators earn money from adult material on Twitter. Contemporary reporting described it as an OnlyFans-like idea, but that shorthand can make the project sound more developed than the evidence shows. The Senate record characterizes it as an idea that was paused, not a launched subscription service.
Twitter already allowed some adult content under its rules at the time. The proposed change was to build a way to monetize it, not simply to permit nudity. A paid-content product would have required more than a payment button: the platform would need reliable ways to verify creators, review content, respond to reports, remove illegal material, and meet reporting obligations.

When the plan was paused—and when the story became public
The key dates are separated by months or years: internal warnings reportedly went back to February 2021; Twitter reportedly paused ACM in May 2022; and the proposal and safety concerns were publicly reported in August 2022. The pause followed Twitter’s agreement to Elon Musk’s proposed $44 billion acquisition, but the acquisition was not yet complete. The Senate discussed the proposal in September 2022.

What the internal safety concerns reportedly involved
Reporting on the internal review describes worries that Twitter could not reliably detect, assess, remove, and report harmful sexual content at the scale a monetized adult-content service could create. The concerns included CSAM detection, distinguishing lawful adult material from illegal or exploitative content, limited moderation capacity, and reliance on manual work for some reports.
Those concerns matter because monetization can change the incentives and volume around sexual material. A paid service would have to handle content discovery and review alongside account and creator verification, takedowns, payments, and potential law-enforcement cooperation. A system that works tolerably for a smaller or less commercial flow may not be adequate when a product encourages more uploads and adds a financial stake.

A 2026 article has repeated claims about internal documents and delayed CSAM reports. That account is useful as a description of the later allegation, but the material as presented does not establish the legal meaning of each alleged delay or prove that all reports were late. See the 2026 account.
What a CSAM report delay can mean
“A report was delayed” can refer to several different stages, and they should not be treated as interchangeable:
- A user reports content, or a platform detects it through automated tools or review.
- The platform assesses whether it appears to involve CSAM, preserves relevant information, and decides what action is required under its policies and the law.
- When a U.S.-based electronic service provider becomes aware of apparent CSAM or certain other covered child-exploitation violations, federal law requires it to submit a report to the National Center for Missing & Exploited Children (NCMEC) CyberTipline.
- NCMEC reviews the submission and routes it to appropriate law enforcement; authorities may then investigate.
- The platform may separately remove the material or suspend an account under its own rules.
A delay could mean time between discovery and a platform’s submission, a backlog in manual review, an incomplete submission, or time spent routing a report after NCMEC receives it. Those are different problems with different evidence. A user report to a platform is not automatically a CyberTipline report, and a platform suspension is not itself proof that a CyberTipline report was submitted.
The U.S. Department of Justice working-group report explains the reporting framework and its limits. The law does not make every user report an automatic CyberTipline report, nor does it require platforms to proactively discover every instance. A CyberTipline report is a report of apparent or suspected exploitation for review and referral; it is not a finding of guilt.

What is—and is not—established about unlawful delay
The evidence described in the available reporting supports the conclusion that employees raised concerns about moderation readiness and manual CSAM-reporting processes. It does not establish a court finding that Twitter violated 18 U.S.C. § 2258A in connection with the ACM decision, that every delayed report was unlawful, or that executives intentionally concealed delays. Nor does it establish that reporting delays alone caused the project to be paused.
To assess a specific allegation of unlawful delay, evidence would need to identify when the platform became aware of particular material, what it knew, when it submitted a report, what information it included, and how the statutory requirements applied. General evidence that manual review can create queues does not by itself prove a violation.
What Twitter said about the decision
At the September 2022 Senate hearing, then-general manager Jay Sullivan said that he decided to pause the idea because Twitter did not have sufficient confidence in its ability to address the safety risks. The committee record also notes Twitter’s stated opposition to CSAM and sexual exploitation.

That distinction—between a stated policy and the ability to enforce it—is central. Saying a company has zero tolerance for CSAM describes its position; it does not demonstrate that detection, review, removal, and reporting systems work reliably in every case. The Senate record is an official source for Sullivan’s explanation, not proof that every operational concern was resolved.

What later X records say about child-safety controls
X’s later transparency documents show that child sexual exploitation remains a recognized high-risk area. In its 2025 EU systemic-risk assessment, covering July 2024 through June 2025, X described controls including hash matching, PhotoDNA, proprietary tools, media scanning, human review, and NCMEC reporting. These are the company’s own descriptions of its practices and risk assessment, not an independent audit demonstrating that the controls are complete or error-free. X’s H1 2024 transparency report gives another reason not to treat enforcement figures as report totals: it says some accounts suspended for engaging with CSAM are not reportable to NCMEC. Content removals, account suspensions, user reports, and CyberTipline submissions measure different things. The report is X’s H1 2024 global transparency report.
NCMEC says the CyberTipline received 21.3 million reports in 2025, involving 61.8 million images, videos, and other files; most reports came from electronic service providers. Those are aggregate figures across providers, not measurements of X alone. NCMEC also warns that submissions without enough information can be harder to route to the right jurisdiction. Why paid adult-content services face a difficult safety trade-off
Paid and gated content creates operational challenges for any platform, not just Twitter. Age and creator verification, repeat uploads, private messages, paid pages, external links, and payment-provider requirements can all complicate enforcement. A public post is easier for outsiders to see than content behind a paywall, while gating can also limit the reach of legitimate creators. - Automation and human review: Hash matching can identify known material at scale, but may miss new or altered material. Human reviewers can assess context but cannot process unlimited volume instantly.
- Enforcement and reporting: Removing material or suspending an account addresses platform rules; submitting a CyberTipline report is a separate step with its own threshold and information requirements.
- Report volume and report quality: More submissions are not automatically more useful if they lack information needed for routing and investigation.
- Commercial incentives and safety capacity: A monetized product can create new revenue, but it also requires investment in verification, review, takedowns, and cooperation processes before scaling.
How to read the headline
Twitter did propose an adult-content monetization service and reportedly paused it in May 2022 after internal safety concerns. Those concerns included the company’s ability to detect and handle CSAM and to manage reporting processes. The claim that “CSAM reports were delayed” needs to be kept narrower: the available evidence describes concerns and allegations, but does not establish a blanket finding of unlawful or intentional delay. The headline points to a real episode, but it makes an old proposal sound new and turns unresolved reporting questions into a more definite claim than the evidence supports.
