Character.AI did not ban every minor from the entire platform. Instead, the company removed open-ended chatbot conversations for users under 18 by November 25, 2025, and moved them to a more limited experience with a narrower selection of Characters and stronger safety controls. That restriction can affect bots based on celebrities, public figures, fictional franchises, and other fandoms, but Character.AI has not published a complete rule saying that every real-person or fandom bot is categorically unavailable to minors.
What changed
Open-ended chat is the central change. Before the policy, users could type arbitrary prompts and carry on extended conversations with user-created Characters. Character.AI announced on October 29, 2025, that it would remove this capability for under-18 users, with the transition scheduled to be complete no later than November 25.
The announcement did not describe a universal shutdown of teen accounts. Character.AI said younger users would be directed toward other experiences, including more structured forms of interaction. The company’s current teen-safety materials describe a separate under-18 experience with a narrower Character selection and more conservative model controls.
That means four different questions should not be collapsed into one:

- Can a minor log in? The policy was not framed as a total account ban.
- Can the user access a particular Character? Teen users receive a narrower selection.
- Can the user have an unrestricted conversation? Open-ended chat was removed or restricted.
- Can the user use other features? Stories, feeds, creation tools, and other experiences may remain available, depending on the account, region, and product version.
Contemporary reporting from the Associated Press and TechCrunch confirmed that the restriction focused on open-ended conversations rather than every feature on Character.AI.
What “real-person and fandom bots” means
Character.AI’s community includes several overlapping categories:
- Real-person bots: Characters modeled on celebrities, politicians, influencers, historical figures, public officials, or private individuals.
- Fandom Characters: Personas associated with films, television, books, anime, games, comics, and other established franchises.
- Original Characters: User-created fictional personas that are not obviously based on an existing person or intellectual property.
The under-18 restriction can affect whether a teen can discover, select, or interact with these Characters. However, the public materials reviewed do not provide a complete taxonomy covering every celebrity, public figure, fictional character, or fandom. It would therefore be inaccurate to say that all real-person or fandom bots are automatically blocked for minors.

Conversely, a Character may be removed for separate reasons involving intellectual property, impersonation, harmful content, or community guidelines. What minors may still do
Character.AI has said it wants to preserve creativity and interaction with favorite Characters while removing unrestricted conversational access. Its post-change direction includes structured Stories and other constrained or feed-based experiences. Available features can vary by geography, rollout stage, account status, and whether someone is using the website or a mobile app. The presence of a Story, feed, or creation tool does not prove that open-ended chat remains available. A teen may still be able to view or use part of the service while losing the ability to conduct a normal free-form conversation with a bot.
How age assurance works
Character.AI says it uses age-assurance technology across accounts. Its published explanation refers to signals including login information, activity on the platform, and signals from third parties. The company has not published a complete list of inputs or explained enough of the system to let users predict exactly why an account was classified a certain way.

If an adult is placed in the teen experience and wants to regain adult access, Character.AI says the process generally begins with a selfie-based check conducted through Persona. If that check cannot establish that the user is 18 or older, Persona may request government identification as a further step. Verification is not described as mandatory for every user. A person may encounter it when the system assesses the account as potentially belonging to someone under 18 and the user seeks the adult experience.
Can an adult be restricted by mistake?
Yes. Character.AI explicitly acknowledges the possibility that an adult may be assessed as under 18. The practical consequences can include losing open-ended chat, seeing fewer Characters, and being asked to complete a selfie check or possibly provide identification through Persona.
This creates a trade-off: age estimation may reduce the need to demand documents from everyone, but it can also introduce opaque profiling, privacy concerns, accessibility barriers, and false positives. Character.AI does not publish a specific false-positive rate in the materials cited here.

Adults who believe they have been misclassified should use the verification route described by Character.AI rather than assume that changing a birth date will restore access. A minor using an adult’s account or inaccurate information creates the opposite problem: age controls may fail to identify the actual user.
Why Character.AI made the change
Character.AI cited concerns about how teenagers interact with conversational AI, reports of harmful or inappropriate conversations, and feedback from parents, regulators, and safety experts. The company also argued that ordinary content filters cannot eliminate every risk created by long, emotionally intense, open-ended exchanges.
The decision followed lawsuits and public scrutiny involving alleged harm to minors. One lawsuit, filed after the suicide of a 14-year-old boy, alleged that interaction with a Character.AI bot contributed to his death. That is an allegation in litigation, not an established finding of causation. The policy should be understood as a response to broader safety scrutiny, lawsuits, and regulatory pressure—not as proof that any particular allegation has been legally established.

Character.AI has described additional measures including a separate under-18 model, more conservative classifiers, stronger filtering for sensitive or suggestive content, reminders that Characters are not real people, and partnerships or integrations involving youth-safety and crisis-support organizations. It also announced an AI Safety Lab focused on entertainment-related AI safety.

For bot creators, listing and interaction are separate issues. A creator may be able to keep a Character publicly available while under-18 users lose access to unrestricted chat with it. Continued visibility does not guarantee that teens can converse with the bot as before.
Creators of celebrity, public-figure, historical, fictional, or fandom Characters should not assume that Character.AI’s teen catalog uses a simple public category list. The company has described a narrower selection but has not disclosed enough classification logic to predict every exception.
Age restriction is also different from copyright or publicity-rights enforcement. A fandom Character might be unavailable to a minor without being removed from the platform, while another Character might be taken down under intellectual-property or community rules regardless of the user’s age.

Regional differences also matter. Character.AI has described age-assurance deployment as beginning in the United States and expanding more broadly. Its general age guidance says the service has a minimum age of 13, with a separate under-16 restriction in the European Union; readers should check the current rules for their location in the age-requirement help page.
The bottom line
Character.AI’s policy is best described as a restriction on open-ended chatbot conversations for users under 18, not a total ban on the platform or proof that every real-person and fandom bot is blocked. Teen users have been moved toward a narrower experience with more conservative safety controls and selected structured features. Adults can also be affected if age assurance incorrectly places them in the teen experience, with Persona-based verification offered as the stated remedy.
The exact availability of any celebrity, public-figure, original, or fandom Character remains dependent on Character.AI’s classification, account state, region, and evolving product rules. The company’s public materials support a narrower teen catalog—but not a universal, fully disclosed list of prohibited bot categories.
