If you want a legal place to watch movies and documentaries without a monthly bill, start with Tubi. It offers a large, free, ad-supported on-demand catalog. For live channels, try Pluto TV; for a particular film, use JustWatch to find where it is legally available. There is no legal service that reproduces every aspect people associate with Flixtor, especially broad aggregation, rapid access to new releases and free viewing.
This guide focuses on official services and U.S. availability where applicable. Some recommendations host streams; others only help you find them. Catalogs, device support and prices can change, and titles differ by country. Unofficial Flixtor clones and mirror sites are not included as recommendations because their operators, content rights, advertising and security are difficult to verify.

These are not interchangeable products. Tubi and Pluto TV host licensed catalogs; Kanopy and Hoopla depend on library or school access; JustWatch and Reelgood are guides, not streaming libraries. If your main interest is documentaries, Kanopy, Hoopla, official YouTube channels and the documentary selections within Tubi or other licensed catalogs are sensible places to check—but no service guarantees a particular title in your region.
1. Tubi — best overall free alternative
Tubi is the closest legal free substitute for someone who wants to browse and play on-demand movies and shows without paying a subscription. Tubi says it offers thousands of movies and TV shows, requires no subscription or credit card for its basic service, and describes its service as legal. Its official page lists web browsers, Android and iOS, Roku, Apple TV, Amazon Fire TV, Xbox, PlayStation and selected smart TVs.

The trade-off is that viewing is ad-supported and the catalog rotates. “Thousands” is not a fixed inventory, and availability varies by country. Tubi is not a dependable source for every new theatrical release or current premium series. For documentary viewers, it can be a useful free catalog to browse, but search for a specific film with a streaming guide rather than assuming it will be there.
2. Pluto TV — best for live channels
Pluto TV combines live, scheduled channels with on-demand viewing. It suits viewers who like to browse rather than arrive with one exact title in mind, including people who want free background television or a channel-style experience. It is free with ads.
Its channel guide feels more like traditional television than a fully controlled on-demand library: a program may be scheduled rather than ready to play whenever you choose. Channels and titles can vary by market and change over time. Choose it for casual browsing, not as a promise that a specific documentary or newly released film will be available.
3. The Roku Channel — best free catalog-and-channel hub
The Roku Channel offers free ad-supported movies, shows and live channels. Depending on your market and device, it may be accessible through Roku devices and other web or app experiences. The service also surfaces paid content, so check whether a title is free, a rental or purchase, or requires a subscription.
Availability and app support differ by country. It is a useful free option, particularly for people using compatible Roku devices, but it is not a guaranteed source for current releases. Treat each title listing according to its stated price and access requirements.

4. Plex — best for free streaming plus personal media
Plex offers free ad-supported movies, shows and live channels, and it can also organize media files you lawfully have access to through Plex Media Server. That combination makes it different from a conventional streaming subscription. Plex itself explains that it is not the same kind of service as Netflix or Hulu in its support article.
The free catalog changes, while managing personal media requires you to provide and organize your own lawful files. Remote access, transcoding and other features may have separate requirements or costs. Plex does not grant permission to access copyrighted content you do not own or otherwise have rights to use.

5. YouTube — best supplement for official documentaries and films
YouTube Movies and the wider YouTube platform include official film and documentary uploads, independent productions, public-domain material and creator content. Some titles are available free with ads; others are rentals or purchases, with availability varying by country and title. It is a useful supplement, not a complete replacement for an on-demand catalog.
Search results can also contain unauthorized uploads or misleading listings. A video’s presence on YouTube does not by itself establish that the uploader has distribution rights. Prefer verified studio, distributor, library or official channel uploads, and check the price and source before watching.
6. Kanopy — best for library-access films
Kanopy offers films and documentaries through participating public libraries and educational institutions. It can be particularly worthwhile for independent, classic, international and educational cinema. Access is usually free to eligible users, but your library or school must participate.

Institutional rules determine access; monthly play credits or other viewing limits may apply. Kanopy is not a universal source for current blockbusters or every television series. Check with your library or school to see whether it participates and what limits apply.
7. Hoopla — best for digital library borrowing
Hoopla lets users at participating libraries borrow digital movies, TV episodes and other media. If your library offers it, it is a legal no-cost option worth checking alongside Kanopy.
This is closer to digital borrowing than unlimited streaming. Library participation, monthly borrowing limits and available titles depend on your institution and licensing arrangements. Confirm the terms with your library rather than assuming every title or unlimited viewing is included.
8. JustWatch — best for finding a particular title
JustWatch answers a different question from a streaming app: where can I legally watch this film or series? Its U.S. guide covers subscription services, free-with-ads options, rentals and purchases, and lets users filter by provider and price category. Consumer Reports also covers streaming-discovery tools such as JustWatch and Reelgood.
JustWatch does not host a universal free catalog or replace a subscription. Availability depends on country, and guide listings can lag provider changes. A title listed under a service may also require a higher tier, add-on, rental or purchase rather than being included in its base plan. Check the provider’s own listing before paying.

9. Reelgood — best for cross-service search and watchlists
Reelgood helps users search across services and organize watchlists. It can distinguish among subscription, free, rental and purchase options, making it useful if you already use several streaming services.
Reelgood is primarily a discovery and tracking tool, not a universal streaming host. Supported services and features vary by country, and availability information should be confirmed with the provider. If all you need is to find one title, compare its results with JustWatch and then verify the listing at the service itself.
10. Hulu — best paid option for current-season TV
Hulu is a paid service that focuses on current-season television, Hulu Originals and movies. It may be a stronger choice than a free catalog if you want a particular ongoing series or Hulu-exclusive programming. It is not a free Flixtor equivalent, and access to shows depends on licensing and geography.
Hulu’s official pages showed its ad-supported plan at $11.99 per month and its ad-free library plan at $18.99 per month when prices were checked on August 16, 2026. Its page also showed Disney+/Hulu bundles at $12.99 and $19.99 per month, respectively. Prices, bundles, promotions and plan details can change; check Hulu’s plan page and bundle page before subscribing. Hulu + Live TV is a separate, more expensive offering; the Live TV page showed $89.99 per month when checked and notes regional restrictions and blackouts.
Choose by what you want to watch
- Free on-demand movies and shows: Start with Tubi; compare its current catalog with The Roku Channel and Plex.
- Live, channel-style viewing: Try Pluto TV or The Roku Channel.
- A documentary or film through a library: Check Kanopy and Hoopla using your library or school credentials.
- One specific film or series: Search JustWatch or Reelgood, then confirm the listing with the provider.
- New theatrical releases: Expect rental, purchase or a paid service more often than a free ad-supported catalog.
- Current-season television: Find the network or service that has licensed the series; Hulu may fit some TV-focused viewers.
- Your own media collection: Plex can organize files you have lawful access to, alongside its separate free catalog.
Free and current are often competing priorities. Free licensed catalogs typically rotate and may have ads; a new release may only be available to rent, buy or watch through a paid service. A guide can tell you where a title is listed, but it cannot make an unavailable title free.

Are Flixtor alternatives legal and safe?
The services recommended here are official services or discovery tools. Tubi, Pluto TV, The Roku Channel and Plex’s official catalog are free ad-supported options; Kanopy and Hoopla depend on participating institutions; YouTube includes official uploads as well as rentals and purchases; Hulu and other subscriptions provide licensed catalogs. JustWatch and Reelgood locate availability but do not themselves provide a universal stream.
Unofficial streaming sites and clone domains are a different category. Their operators and content rights can be hard to verify, while domains, redirects, hosts and advertising practices may change. Security coverage has warned about pop-ups, fake play buttons, redirects and unverified hosts; research has also documented deceptive monetization and tracking risks associated with illegal streaming services. Copyright rules vary by country and circumstance, so it is not accurate to make a blanket claim about the lawfulness of every visit or stream. Unverified sources can nevertheless expose you to copyright, privacy, payment and device-security risks.
A VPN may help protect traffic on public Wi-Fi, but it does not make unauthorized streaming lawful and may conflict with a service’s terms. Do not use one to bypass a provider’s licensing restrictions.

A legitimate streaming app should come from the provider’s official website or your device’s official app store. Leave a page that asks you to:
- Install a special player or an unofficial Android APK to start playback.
- Allow browser notifications before you can watch.
- Click repeated fake download or play buttons, or follow redirects through unfamiliar advertising pages.
- Disable antivirus or browser protections.
- Enter payment details for supposedly unlimited free access or a “lifetime” account.
If you entered card details on a suspicious site, contact your card issuer promptly, explain what happened, and ask about blocking or replacing the card and disputing any unauthorized charges. If you installed an app or APK, remove it, run the device’s built-in security checks or reputable security software, and review permissions and recently installed apps. If you allowed browser notifications, remove that site’s notification permission in your browser settings. Change any password you reused on the site.
What to expect from legal streaming
There is no single legal app that offers every title, new-release timing, zero ads and free access. Catalogs vary by country and licensing window; device support varies by service; and a streaming guide may identify a title without including it in a subscription. For documentary viewers, library services and official uploads can add worthwhile options, but eligibility and title availability still matter. Check the exact title, country, plan and device before you subscribe or rent.
