In July 2024, TikTok was testing uploads of up to 60 minutes, while Instagram chief Adam Mosseri said the platform would keep short-form video at its center. The contrast was about more than clip length: TikTok was broadening its entertainment ambitions, while Instagram said it wanted to protect the sharing and friend connections that define its social experience.
This is a dated strategy snapshot, not a report of current feature availability. The reported test and Mosseri’s comments were published on July 10, 2024; subsequent changes to either platform are not established here.
What TikTok was adding—and what the test did not prove
In its July 10, 2024 report, TechCrunch reported that TikTok was testing uploads of up to 60 minutes. The company had originally launched with a 15-second upload limit. The report also described longer-video viewing features, including horizontal full-screen playback and a hold-to-fast-forward gesture, and noted that TikTok had begun rewarding creators for longer videos in 2023.
Those details pointed toward a broader video ambition: TikTok wanted more than short, trend-driven clips in its creator ecosystem and was competing for some of the viewing time and creator output associated with YouTube. A longer format could accommodate tutorials, reviews, education, commentary, storytelling, or episodic entertainment that is difficult to fit into a brief clip.

But a longer upload limit is not the same as a long-form audience. The 60-minute figure was reported as a test, not a universal feature rollout. The report does not establish that longer videos were favored by recommendations, widely adopted by viewers, or consistently profitable for creators. Nor does it show that TikTok had replicated YouTube’s search, channel, subscription, library, or monetization experience. The careful conclusion is that TikTok was widening its format options and competing for a larger share of video activity—not that it had become a YouTube replacement.
Why Instagram argued for short-form
Mosseri’s stated reasoning began with Instagram’s purpose. He described two priorities: connecting people with friends and helping them explore interests. In the Reel covered by TechCrunch, he argued that a 10- or 20-minute video could take up time that might otherwise expose a user to friends’ posts, lead to interaction with friends, or prompt the user to share content.
That is Instagram’s strategic argument, not proof that every long video reduces social interaction. A long video can be sent to a friend and can spark conversation. Mosseri’s narrower point was that making long-form viewing a central priority might shift the product toward extended, individual watching at the expense of the quick discovery and sharing behaviors Instagram wanted to preserve.

Short Reels can serve as both entertainment and a social prompt: a user encounters something interesting, then shares it in a message or discusses it with friends. That combination fits a network that includes feeds, profiles, Stories, and direct messaging. It also lets a session move among creators, interests, and people a user knows rather than centering on one extended video. These are product-design advantages, not a guarantee that short clips always produce more sharing or better results.
IGTV showed that Instagram had already tried another direction
Instagram’s short-form emphasis followed an earlier long-form experiment. The standalone IGTV app launched in 2018; Instagram shut it down in 2022 while continuing to invest in Reels, according to the 2024 report. Shutting the app was not the same as removing all longer video from Instagram. It did, however, illustrate that adding a long-video destination does not automatically create a durable viewing habit.
IGTV is a useful reminder to distinguish three things: whether a platform permits a format, whether viewers choose to watch it there, and whether the company makes that format a strategic priority. Instagram’s 2024 position was not that a longer video had no place on the service. It was that long-form should not displace the short-form experience it saw as central to connection and discovery. The available evidence does not establish one definitive reason IGTV was discontinued.

Three different video jobs
The 2024 contrast makes more sense as platform positioning than as a simple contest over runtime. TikTok was broadening its content business; Instagram was defending social discovery; YouTube remained the established choice for many forms of sustained, searchable viewing. Each platform can serve more than one purpose, but creators and publishers should match the format to the audience’s reason for watching.

This is a decision framework, not a claim that one platform universally outperforms the others. Audience geography and age, existing community, content category, production budget, rights, moderation, and advertising constraints can all change the choice. Define the goal first—reach, conversation, leads, sales, watch time, or evergreen discovery—then decide where the full piece belongs.
A practical framework for creators
- Use TikTok to test discovery-led ideas. It may suit a concept that benefits from an algorithmic feed, a strong opening hook, or a sequence of experiments. If the story genuinely needs more time, a longer version can be worth testing where the feature is available, but adapt the pacing to the feed rather than simply stretching a short clip.
- Use Instagram Reels when sharing and relationships are part of the job. Reels can support a visual brand and connect to the creator’s broader presence through profiles, Stories, and DMs. This is particularly relevant when existing followers and direct interaction matter alongside reach.
- Use YouTube for work that benefits from a searchable, organized home. If viewers need a full lesson, review, episode, or reference they can return to, a dedicated video library and search-oriented discovery may matter more than a short clip’s immediate spread.
- Split the work when each version has a purpose. A short excerpt can introduce an idea or invite discussion; a complete version can live where the audience expects sustained viewing. Repurposing should preserve context and work for each platform, rather than treating identical uploads as a distribution strategy by themselves.
For creators, platform incentives are not a business plan. The report’s mention of rewards for longer TikTok videos describes a historical program, but it does not establish what creators earned, whether a given account qualified, or whether the program remained available. Check the current terms and eligibility for your location before building production costs around a platform payment.

What brands and publishers should take from the split
A brand could use TikTok to experiment with creator-led entertainment and discovery, Instagram to sustain visual identity and encourage audience interaction, and YouTube to house evergreen tutorials or deeper explanations. Those are possible roles, not fixed rules. A brand with a strong Instagram community may reasonably prioritize that network; a publisher whose audience arrives through search may need to give more weight to YouTube.
Longer branded storytelling may create room for detail, but it also asks for more viewer attention and production effort. Before commissioning it, ask whether the audience needs that depth, whether the platform supports the intended viewing experience, and how success will be measured. Reach alone does not tell a marketer whether the video generated useful engagement, leads, or sales.

What remains uncertain
The cited report captures a moment in July 2024. It does not verify whether TikTok’s 60-minute test later became broadly available, how many people watched longer uploads, whether creator rewards produced sustainable income, or whether Instagram’s stated strategy changed after that date. Features can be tested, limited by account or market, renamed, or withdrawn. Treat a historical upload limit as evidence of ambition at the time—not as a current product promise.
The more durable lesson is about platform identity. TikTok was exploring a wider range of video and a stronger claim on creator time. Instagram said it would keep short-form video aligned with its model of interest discovery and friend-to-friend sharing. For creators and brands, the useful question is not simply, “How long can this video be?” It is, “Where will this audience want to discover, watch, share, and return to it?”
