California’s rule limiting loud commercials on covered streaming services has been in force since July 1, 2026. It does not ban ads: it bars a covered service serving California consumers from transmitting a commercial louder than the video content it accompanies. The statute does not name Netflix or Hulu, so coverage depends on whether a particular service and ad-supported offering meet its definitions.
What California’s law says
Senate Bill 576, now in California Business and Professions Code §§ 22775–22777, says that on and after July 1, 2026, a covered video-streaming service serving California residents may not transmit commercial audio louder than the accompanying video content. Gov. Gavin Newsom signed the bill on October 6, 2025. Read the enacted text of SB 576 and the governor’s signing announcement.
This is a comparison between an ad and the program it accompanies, not a requirement that all programs and ads play at one fixed volume. The law incorporates the loudness principles in the FCC’s CALM Act regulations, which focus on average loudness. It does not promise that every instant will sound identical or that a brief sound effect can never startle a viewer.

The statute defines a video-streaming service by how it makes video programming or video content available to consumers over an internet-protocol distribution method. It excludes traditional broadcast stations, cable operators and other multichannel video programming distributors already addressed by federal rules. It also excludes entities providing video programming or content without commercial advertisements.

There is no official platform-by-platform list in the law. Netflix, Hulu, Prime Video, Disney+ and free ad-supported services are examples of services that may fall within the definition when they offer ads to California users; their names are not listed as statutory parties. The practical impact is on ad-supported tiers and services, not customers watching an ad-free tier. A particular service’s features and distribution arrangement matter.
The statute also does not establish that every trailer, sponsorship message, autoplay preview or other promotional segment is a covered commercial advertisement. If the audio problem comes from program content rather than an ad, this law may not be the right fit.

How this differs from the federal CALM Act
The federal Commercial Advertisement Loudness Mitigation (CALM) Act led to FCC rules limiting the average loudness of commercials in covered broadcast and multichannel video programming distribution, including cable and satellite television. The FCC has said those rules did not apply to streaming services. California’s SB 576 extends a related loudness framework to covered streaming services serving California consumers; it does not make the FCC the enforcer of this state law. Average loudness is not the same as identical perceived loudness at every moment. A brief musical hit or sound effect can be startling even when the overall ad level meets an average-based standard. The FCC has discussed this limitation and the possibility that a very loud opening moment can be followed by quieter audio; see its 2025 discussion of loudness and disruptive peaks.

Other factors can affect what you hear: a show may have quiet dialogue or a wide dynamic range; an ad may use different compression, mastering or frequency balance; and a TV, soundbar or receiver may apply its own processing. These factors can make an ad feel more prominent without, by themselves, proving a legal violation. The law does not set the volume on your television, headphones or room, and it cannot guarantee that all audio transitions will feel seamless.
What to do if an ad seems much louder
- Check the pattern. Note whether the difference is sustained or just a brief peak, whether it happens repeatedly, and whether it occurs on one service or several.
- Rule out device processing. If practical, compare on another device or review settings such as automatic volume leveling, night mode or dynamic-range processing. Names and effects differ by manufacturer and model; these features are workarounds, not substitutes for compliance.
- Record useful details. Keep the service and plan, program title, date and approximate time, advertiser, device and operating system, how you accessed the service, and whether the jump was sustained or momentary. A phone recording can help describe an experience, but automatic microphone gain and room acoustics make it unreliable as a loudness measurement.
- Report it to the service. Use the platform’s support or ad-feedback channel. Netflix explains how to report an ad’s audio-quality or volume problem on supported devices.
The FCC has a loud-commercial complaint category for TV issues. Its existing CALM Act authority concerns covered broadcast and multichannel video services, not streaming ads generally. A complaint may help create a regulatory record, but it is not a guaranteed individual remedy; the FCC says such complaints are generally used internally rather than resolved for each complainant. What the law does not promise
- It does not ban commercials or require platforms to offer ad-free plans.
- It does not require every ad, scene or device to play at exactly the same volume.
- It does not guarantee the elimination of sudden peaks, audio-mixing problems or differences caused by equipment and listening conditions.
- It does not automatically make every loud or unpleasant ad a violation. A listener’s experience alone does not establish how the ad compares under the applicable loudness framework.
- It does not create a private right of action. The statute says it creates no private right of action, so a viewer should not assume that SB 576 provides an automatic lawsuit or refund for one loud ad.
The law’s text establishes the prohibition and the absence of a private right of action, but does not set out a simple consumer complaint process or a specific penalty schedule for an individual ad. For now, documenting a recurring issue and reporting it to the service are practical first steps; do not assume a platform report or an FCC filing will trigger a particular state enforcement response.
