It briefly went offline for U.S. users on January 18, 2025, but service returned the following day. As of August 18, 2026, the app is listed in the U.S. Apple App Store and Google Play, and TikTok’s current U.S. legal documents identify TikTok USDS Joint Venture LLC as the platform’s U.S. operator.
The short answer
TikTok is currently operating in the United States. New users can find and install it through the U.S. Apple App Store listing and Google Play listing.
The confusion comes from a real but temporary shutdown in January 2025. TikTok went dark shortly before a federal law’s effective date, then began restoring service after President-elect Donald Trump said he would seek to delay enforcement. That event should not be described as a permanent nationwide shutdown.
What happened on January 18–19, 2025?
The immediate background was the Protecting Americans from Foreign Adversary Controlled Applications Act. The law required ByteDance, TikTok’s parent company, to complete a legally sufficient divestiture of TikTok’s U.S. operations or face restrictions affecting the app’s distribution, hosting, and operation in the country.

On January 17, 2025, the U.S. Supreme Court rejected TikTok’s constitutional challenge and upheld the law as applied to TikTok. The Court did not itself order TikTok to remain permanently offline; it upheld the legal framework that could restrict the service if the divestiture condition was not met. On the evening of January 18, TikTok became unavailable to U.S. users. The interruption was not simply a routine technical outage. It was connected to the legal risk created by the federal statute and the possibility that app stores, hosting providers, and other service partners could be penalized for continuing to support the platform.
On January 19, service began returning after Trump indicated that he intended to pause enforcement while pursuing a solution. The restoration did not mean the underlying law had disappeared or that all future disputes had been resolved. Why was TikTok facing a ban?
The law was not a simple order to delete TikTok permanently. It created a divestiture-or-restriction mechanism:
- ByteDance would need to complete a qualifying divestiture of TikTok’s U.S. business; or
- TikTok could become subject to restrictions on distribution, maintenance, hosting, or operation in the United States.
The federal government cited national-security concerns involving a foreign-adversary-linked parent company, U.S. user data, and the possibility of influence over the platform’s systems or recommendation technology. TikTok challenged the law, arguing that it violated constitutional protections, but the Supreme Court upheld it as applied to the company.

That distinction matters. Saying “the Supreme Court banned TikTok” is incorrect. Saying “the ban was overturned” is also too broad. The Court upheld the statute; later executive actions, enforcement decisions, negotiations, and an eventual U.S. ownership structure affected whether the service remained available.
What changed during 2025 and 2026?
In September 2025, the White House announced a framework for a qualified divestiture of TikTok’s U.S. operations. The administration described the arrangement as protecting national security while allowing the service to continue. Reporting in January 2026 said the transaction had been finalized, creating TikTok USDS Joint Venture LLC and allowing TikTok to continue operating in the United States. Reports identified Oracle, Silver Lake, and MGX as major investors in the U.S. venture. Associated Press report and Axios report

What “separate” does—and does not—prove
The U.S. venture is a distinct operating and legal structure, with stated data-governance and security arrangements. TikTok’s developer documentation refers to TikTok USDS-protected data and restrictions on where that data may be accessed, processed, or stored. TikTok for Developers documentation

However, the existence of a U.S. entity does not by itself prove that every TikTok technology, content system, or recommendation algorithm is entirely independent of ByteDance. It is useful to distinguish among:
- Ownership: the financial interest held by ByteDance and other investors.
- Operating control: management of the U.S. platform through TikTok USDS Joint Venture LLC.
- Data governance: rules and technical controls for U.S. user data.
- Algorithmic control: responsibility for recommendation systems and related technology.
- Security oversight: access, inspections, and protections described by the government or TikTok.
The White House and TikTok present the new arrangement as a national-security safeguard. TikTok says Oracle and independent security inspectors have access to relevant code and systems. Can new U.S. users download TikTok?
Current store listings indicate that they can:
- Apple: the U.S. App Store lists TikTok as a free app with in-app purchases.
- Google: Google Play shows an Install option and a July 2026 update.
TikTok was initially absent from the U.S. Apple and Google app stores during the January 2025 disruption, even as some users regained access to their accounts. It later returned to both stores.
Availability can still vary for individual users. Account country, device settings, age restrictions, parental controls, enterprise-management policies, school or government networks, and temporary technical problems can all affect whether the app appears or works. One person’s inability to find TikTok is not, by itself, evidence of a nationwide shutdown.
If TikTok is not working, try this
- Open the official U.S. Apple listing or Google Play listing.
- Confirm that your app-store account is set to the United States.
- Install any pending TikTok update.
- Force-close TikTok and restart your device.
- Test both Wi-Fi and cellular data.
- Check whether the problem affects only your account, device, or network.
- Look for a local outage or an official TikTok service notice before assuming a legal shutdown.
- Avoid unofficial APK sites and downloads claiming to “unlock” TikTok.
A VPN does not establish that TikTok is legally available in a restricted jurisdiction, nor does it make an unofficial download safe.

Do not confuse government-device restrictions with a consumer shutdown
Rules affecting TikTok on government-owned phones or managed networks are different from a nationwide ban on consumer access. A government-device restriction may prevent employees from using the app on official equipment while leaving the service available to the general public.

Reports in August 2026 said the Trump administration removed a federal restriction on TikTok use on government phones. That report should be checked against the relevant Office of Management and Budget memorandum before being treated as a definitive government-wide rule. In either case, a policy for government devices would not mean that TikTok had shut down for all U.S. users.

Current availability does not guarantee that the legal and political controversy is over forever. Congress could act again, future administrations could change enforcement policy, courts could consider new disputes, or ownership and security arrangements could be challenged or modified.
The most accurate present-tense conclusion is narrower: TikTok is operating in the United States under a U.S.-specific operating structure, and official app-store listings show that it is available for installation and updates. That is different from claiming that TikTok is permanently immune from future restrictions or that all national-security concerns have been resolved.
For advertisers and merchants, TikTok remains a potential U.S. channel through TikTok for Business and TikTok Shop. Businesses should still treat legal, ownership, data-governance, and platform-policy developments as ongoing operational risks rather than assume indefinite stability. Alternatives such as YouTube Shorts, Instagram Reels, and Snapchat Spotlight may provide additional distribution, but their audience and commercial performance should be evaluated separately.
