Each team’s pre-lottery chance of winning No. 1
The lottery field contained 14 teams. These were the teams’ reported odds of receiving the first pick before the drawing:
| Team or selection | Chance of No. 1 pick |
|---|---|
| Utah Jazz | 14.0% |
| Washington Wizards | 14.0% |
| Charlotte Hornets | 14.0% |
| New Orleans Pelicans | 12.5% |

| Dallas Mavericks | 1.8% |
| Chicago Bulls | 1.7% |

| Atlanta Hawks | 0.7% |
These percentages describe the chance of obtaining the No. 1 pick, not the chance of finishing at any particular position. The three teams with the highest first-pick odds—Utah, Washington, and Charlotte—each had a 14.0% chance, while Dallas had the second-lowest listed chance among the teams that ultimately participated in the drawing.
How the NBA determined the order
The lottery drawing determined the first four selections. After those four positions were set, the remaining lottery teams were placed from Nos. 5 through 14 in inverse order of their 2024–25 regular-season records.

That distinction explains why the event did not involve a separate random drawing for every position from No. 1 through No. 14. The random portion established the top four; the rest of the order followed the league’s established record-based process, with draft-rights conveyances affecting which team appeared next to a selection.
What happened after the lottery
The lottery set the top of the draft, but it did not itself constitute the player-selection portion of the NBA Draft. The completed 2025 Draft began with:
- Dallas Mavericks: Cooper Flagg
- San Antonio Spurs: Dylan Harper
- Philadelphia 76ers: VJ Edgecombe
- Charlotte Hornets: Kon Knueppel
San Antonio also held the No. 14 lottery selection. The full 2025 NBA Draft contained 59 selections rather than the usual 60 because the New York Knicks forfeited a second-round pick for violating league rules concerning the timing of free-agency discussions.
