Among the 8 best apps to download movies for free on Android phones in the US, Hoopla Digital is the clearest legal match: participating-library users can borrow movies at no extra charge and download them in Hoopla’s Android app for offline, in-app viewing. Tubi, Kanopy, Pluto TV, and Filmzie stream free content but do not offer a verified equivalent.
The title needs an important qualification: legitimate apps do not all provide free, legal, offline movie downloads. Hoopla is the strongest exact fit; the other seven services below are clearly labeled as free-streaming alternatives, paid download options, or premium near matches.
Key takeaways
- Hoopla Digital is the clearest exact match for downloading movies free and legally on Android, but users need a library card from a participating library.
- Tubi does not support downloads or offline playback: its official help page says, “You cannot download videos from Tubi or watch offline at this time.”
- Kanopy has an Android app but does not offer offline film downloads; Kanopy requires an internet connection and supports Android 7.1 and later.
- Pluto TV and Filmzie are legitimate free-streaming options, but the reviewed official documentation does not establish movie downloads for offline viewing.
- Rakuten TV, YouTube, and Crunchyroll can support offline viewing in specific circumstances, but those downloads require a rental, purchase, Premium plan, or other eligible paid access.
What does “free movie download” mean on Android?
For this list, “free” means licensed access without an additional charge for the movie itself, such as a participating-library loan or an ad-supported stream. A free stream is not automatically a free download, and an app that lets you save a paid rental for offline viewing does not meet the title’s free requirement.
The distinction matters because only a small number of legitimate services offer all three things at once: Android support, no additional movie charge, and verified offline playback. The eight services below are therefore grouped by what their official documentation actually supports rather than presented as eight identical download apps.

Which app is the best choice for free legal movie downloads on Android?
Hoopla Digital is the first app to try if you want legal movie downloads at no extra charge and already have a participating library card. Hoopla says library-card users can borrow movies and download them through the mobile app for offline viewing. Read the service’s explanation of Hoopla movie downloads for the basic model.
Hoopla access depends on the library that issued the card. Participation is not universal, and the available movie catalog, borrowing limits, and specific titles can vary by library. A movie available to one patron may not appear for another patron at a different participating library.
- Confirm that the library issuing your card supports Hoopla.
- Install the official Hoopla Android app and sign in with the library-card details requested by the service. Hoopla’s Android getting-started guidance explains the account setup.
- Search the movie catalog and borrow a title that is available through your library.
- Use the app’s download option while you have an internet connection.
- Play the borrowed movie from inside the Hoopla app when you are offline.
Hoopla downloads should be treated as app-managed library loans, not unrestricted movie files. The practical benefit is watching movies offline without Wi-Fi inside the supported app; the download does not turn the movie into a portable file that can be moved freely to another player.
How do the eight apps compare?
The comparison shows why the original “eight best” wording needs qualification: Hoopla is the strongest free-download match, four services are primarily free or library-based streaming options, and three services support offline access only through paid or premium routes.

| App | Offline capability | Cost model | Eligibility | Android and catalog considerations |
|---|---|---|---|---|
| Hoopla Digital | Verified movie downloads for offline, in-app viewing | Free to the patron at the point of use | Library card from a participating library | Catalog and borrowing access vary by library; downloads remain app-managed |
| Tubi | No; official help says downloads and offline viewing are unavailable | Free, ad-supported streaming | Android streaming access; no library-card or paid-plan requirement is established in the reviewed material | Requires internet access for playback; it is not a free offline-download app |
| Kanopy | No; films cannot be downloaded for offline viewing | Library or institution-based streaming | Access through a participating library or institution | Android 7.1 and later; internet connection required |
| Pluto TV | Not established in the reviewed official documentation | Free, ad-supported streaming | Android mobile access is listed by Pluto TV | Official pages describe free channels and on-demand movies; do not promise offline downloads |
| Filmzie | Not established in the reviewed official documentation | Free legal streaming | Android app access | Filmzie promotes thousands of free movies, but the reviewed page does not establish offline viewing |
| Rakuten TV | Verified for eligible rented or purchased content | Rental or purchase, except for separately verified promotions or free titles | Compatible Android device and an eligible rented or purchased title | Downloads use device internal storage; a movie may require approximately 1 to 2 GB |
| YouTube | Verified through YouTube Premium or for purchased and rented movies on supported Android devices | Premium subscription, rental, or purchase | Eligible Premium account or an eligible purchased or rented title | Some downloads can use an SD card under specific eligibility rules; this is not a general free-movie route |
| Crunchyroll | Verified for eligible content and eligible Premium plans | Premium access | Eligible Premium plan and downloadable content | Anime-focused rather than a general movie catalog; offline playback is app-based |
“Not established” means the reviewed official page confirms the service or Android availability but does not verify an offline movie-download feature. It is different from an explicit “no”: Tubi and Kanopy expressly document that offline downloads are unavailable, while Pluto TV and Filmzie should simply not be promised as download apps without checking current in-app documentation.

Which free Android movie apps stream but do not download?
Tubi, Kanopy, Pluto TV, and Filmzie are useful free movie apps when streaming is acceptable, but they should not be marketed as verified free movie apps with offline viewing. The services differ in how clearly their official documentation addresses downloads.
1. Tubi: free streaming, no offline downloads
Tubi supports Android devices and offers free movie streaming, but Tubi’s official help center is explicit: You cannot download videos from Tubi or watch offline at this time.
The statement appears in Tubi’s guidance on watching offline or downloading videos. Tubi is therefore a good free-streaming alternative when you have internet access, not an app for watching movies offline without Wi-Fi.
2. Kanopy: library streaming without film downloads
Kanopy is worth checking for free library or university streaming, not for offline movie downloads. Kanopy’s playback guidance says, An internet connection is required to watch videos; they can’t be downloaded for offline viewing.
The Kanopy playback help page also makes clear that downloaded films are not supported.
Kanopy’s Android support is more specific than a general “Android compatible” claim: the supported-device documentation lists Android 7.1 and later. Kanopy access and catalog visibility depend on the user’s library or institution, so having an Android phone alone does not guarantee access. See the Kanopy supported browsers and devices page before relying on the app.
3. Pluto TV: free on-demand streaming
Pluto TV is a legitimate choice for free, ad-supported movie streaming on Android when offline viewing is not required. Pluto TV’s official service pages describe free channels and thousands of on-demand movies, while its device information lists Android mobile access. The reviewed pages establish streaming access, not movie downloads, so use Pluto TV’s free service as a streaming alternative rather than an exact download match.

- Shock Resistant & Dust Proof: Enhanced drop protection with extra shock absorption. All features EASILY accessible with case installed. Button and port cover guards limit dust exposure
4. Filmzie: legal free streaming
Filmzie’s official Android page says viewers can watch thousands of movies legally and free through the Android app. That is a useful free-streaming proposition, but the reviewed page does not establish a movie-download or offline-viewing feature. Filmzie belongs in the free-streaming group; verify the current app’s own feature information before promising offline access. The service’s Android information is available on the official Filmzie Android page.
Which apps download movies but are not free?
Rakuten TV, YouTube, and Crunchyroll can provide offline viewing, but each requires a paid transaction, a Premium plan, or eligible content. These services are useful near matches for readers who mainly need offline playback and are willing to pay, but they do not satisfy “download movies for free” as a general claim.

Pick the symptom - the matching free tool is one click away.
5. Rakuten TV: offline downloads for rentals and purchases
Rakuten TV documents offline downloads on compatible Android devices, but the download button appears for content that has been rented or bought. Rakuten TV’s download and offline-watching guidance therefore makes the cost condition essential: a normal rental or purchase is not a free download.
Rakuten TV also says a movie may require approximately 1 to 2 GB of free space and that downloads are stored in the device’s internal memory. Storage needs vary by title and quality, so the figure is a planning estimate from Rakuten TV’s documentation rather than a universal size for every movie.
6. YouTube: Premium, rented, or purchased movies
YouTube supports offline downloads through YouTube Premium and documents offline playback for purchased or rented movies and television episodes on supported Android devices. YouTube’s Smart Downloads documentation for Android covers the Premium route, while its guidance on downloading purchased movies and TV shows covers paid video access.

Some offline features may be available for selected videos in selected regions, but that does not create a dependable U.S. proposition for free movie downloads. YouTube’s official offline-video FAQ should be checked for the account, region, and content conditions that apply.
YouTube’s SD-card documentation says eligible users can save downloads to an SD card, but the stated eligibility includes YouTube Premium or videos uploaded by the user. SD-card support is not a reason to describe YouTube as a general free movie-download app.
7. Crunchyroll: a premium anime near match
Crunchyroll documents offline downloads for eligible content and Premium plans on Android. Crunchyroll is focused on anime rather than general movie discovery, and offline access is tied to eligible paid access. Its offline-download help page explains the plan and content limitation.
Crunchyroll can make sense for an anime viewer who already has the required Premium access, but it should not be presented as a free general movie-download service.

How can you prepare a legal movie download for offline viewing?
Check eligibility and download from the official app while online, then test playback inside that same app before leaving Wi-Fi. The following process avoids the most common mismatch between “free streaming” and “free download.”
- Choose the correct access model. Start with Hoopla if you have a participating-library card and need a no-extra-charge movie loan. Choose Tubi, Pluto TV, or Filmzie if streaming is enough. Choose Kanopy only if you have library or institution access and do not need offline playback.
- Check the title, not just the service. Catalogs vary by library, region, licensing agreement, and plan. A service may support downloads generally while a particular movie is unavailable for download.
- Use the official Android app. Avoid assuming that a browser player, an unofficial app, or a third-party downloader provides the same licensed access or offline controls.
- Download while connected. Begin the download before travel or a period without Wi-Fi, and wait for the app to show that the title is ready.
- Test offline playback. Temporarily disable Wi-Fi and mobile data, then open the service’s app and start the downloaded title. This confirms that the title is available offline before you need it.
- Expect app and license controls. Library loans, rentals, Premium access, and downloadable titles can have service-specific expiry or eligibility rules. A downloaded title is normally intended for playback within the service’s app, not permanent ownership of a transferable video file.
How much storage do Android movie downloads need?
Storage requirements depend on the service, title, and download quality, but Rakuten TV says a movie may require approximately 1 to 2 GB of free space. Rakuten TV also says its downloads are stored in the device’s internal memory. Keep enough space available before starting a download and remove watched titles through the app when storage becomes tight.
YouTube documents SD-card downloads for eligible users, but the feature does not apply universally to every movie or account. YouTube’s SD-card download guidance identifies conditions that include YouTube Premium or videos uploaded by the user. Those conditions do not establish that rented, purchased, or free movies can always be moved to removable storage.
Hoopla, YouTube, Rakuten TV, and Crunchyroll should all be treated as app-based playback systems. The official documentation reviewed for this article does not support promising that downloaded movies can be exported, copied freely, or played in another video app.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsAre unofficial movie-download APKs legal and safe?
Unofficial APK repositories, torrent clients, stream-ripping tools, and sites offering newly released copyrighted films as unrestricted downloads are not safe substitutes for licensed apps. Those routes can create copyright, malware, account-security, and privacy risks, and they fall outside the verified official-source recommendations in this article.
For legal movie downloads with a library card, use the official Hoopla app and the access supplied by your participating library. For free streaming, use the official apps for Tubi, Pluto TV, Filmzie, or Kanopy where you are eligible. For paid offline access, confirm the rental, purchase, Premium plan, title eligibility, and expiry conditions before paying.
What is the honest verdict on the eight apps?
Hoopla is the strongest exact answer, while the other seven are alternatives with important qualifications. Tubi, Kanopy, Pluto TV, and Filmzie are primarily free or institution-based streaming services; Rakuten TV, YouTube, and Crunchyroll support offline viewing only through paid or otherwise eligible access. If the requirement is specifically “free movie download apps for Android” in the United States, do not count a free streaming catalog as a verified downloader.
The Bottom Line
Bottom line: Start with Hoopla if you have a participating library card: it is the clearest verified way to download movies free and legally for offline, in-app viewing on Android. Use Tubi, Pluto TV, Filmzie, or Kanopy for streaming, and treat Rakuten TV, YouTube, and Crunchyroll as paid or premium offline options.
