Season 4 begins after the collapse of the Russian power structure leaves a vacuum in Kingstown. New players compete to control the city, while Mike tries to contain an escalating gang war, deal with a new warden at Anchor Bay Prison, and protect the people closest to him.

That premise makes the casting especially important. Falco’s Nina Hobbes represents formal institutional authority inside the prison. James’s Frank Moses brings an established criminal force into a city already struggling to rebalance itself. Meanwhile, Mike, Bunny and the McLusky family must renegotiate their positions in a town where informal arrangements are becoming harder to maintain.

Renner remains the anchor of the ensemble as Mike tries to preserve the fragile balance on which Kingstown depends.
Hugh Dillon as Ian Ferguson
Hugh Dillon reprises Ian Ferguson, a Kingstown police detective and Mike’s longtime ally. Dillon is also one of the show’s co-creators and an executive producer, alongside his work in front of the camera.

Nishi Munshi returns as Tracy McLusky, Kyle’s wife. Tracy keeps the family storyline connected to the police and prison conflicts as Kyle faces the fallout from the preceding season.

Edie Falco as Nina Hobbes
Edie Falco is the most prominent new addition to the Season 4 cast. She plays Nina Hobbes, the new warden at Anchor Bay Prison.
Hobbes is described as headstrong, and her appointment gives the season a direct institutional counterweight to Mike’s informal authority. Mike may be accustomed to influencing what happens in and around Kingstown, but Nina represents the prison administration’s attempt to assert its own control. Her presence should make the boundaries between official power and Mike’s network more contested.
Lennie James as Frank Moses
Lennie James joins the series as Frank Moses, a respected gangster whose influence extends beyond Detroit and Michigan. Frank gives Season 4 a new criminal power center just as Kingstown’s existing hierarchy is being destabilized.
His arrival is important beyond the size of the role: Frank enters a city where the Russian storyline has left space for ambitious factions to expand. That makes him part of the season’s larger question of who will fill the power vacuum.
Laura Benanti as Cindy Stephens
Laura Benanti plays Cindy Stephens, a new correctional officer. Her character adds another perspective from inside the correctional system, complementing Nina Hobbes’s position at the top of Anchor Bay’s administration.

Spoiler context: where Season 3 left the story
