Short answer: Imu is the leading candidate for One Piece‘s strongest current-era threat, while Luffy, Shanks, Mihawk, and Blackbeard occupy the highest active tier. Joy Boy and prime Whitebeard belong in the all-time discussion, and Kaido remains one of the best demonstrated combat benchmarks.
Because the manga has no official universal power chart, this ranking separates current living power from all-time peak power and clearly marks where the evidence is certain versus inferred.
How this One Piece power ranking works
One Piece has no official numerical chart ranking every character from strongest to weakest. The order below is therefore an analytical ranking, not canon. It weighs demonstrated feats, official titles and epithets, combat portrayal, confirmed abilities, narrative position, and whether a character is being judged at a current level or at a historical prime.
Two labels prevent the most common comparison error:

- All-time peak power: historical, deceased, or formerly active characters judged at the strongest point of their lives.
That distinction matters. Current Luffy should not be compared with prime Whitebeard as though both are active in the same era, and Kaido cannot be treated as a present-day combatant without noting his presumed defeat.
The English publication cutoff is Chapter 1188, released by VIZ on July 12, 2026. Chapter 1189 was listed for July 26, 2026, but it is excluded from this ranking. The official catalog lists Volume 115, released July 3, 2026, as the latest collected volume, with the story in the Elbaf arc.
Readers who want to compare the relevant feats directly can start with the One Piece manga box set or individual manga volumes rather than relying only on rankings and summaries. The source material is especially important here because several placements depend on context, portrayal, and the difference between an official title and an actual fight.
One Piece’s most powerful characters, ranked
This is a forced cross-era order. The labels show what kind of power is being compared, while the confidence notes show where the manga has left room for interpretation.

1. Imu: the strongest overall current threat
Category: Current living power. Confidence: High as an overall-threat ranking; lower as a strict one-on-one combat ranking.
Imu is the best candidate for number one in the current era because the character sits at the center of the hidden World Government hierarchy. Imu is not merely another political leader: the official character material connects the character to the destruction of Lulusia through the Mother Flame experiment, placing Imu near the most consequential destructive power in the world.
That evidence makes Imu the strongest overall threat and the leading candidate for the current power ceiling. It does not, by itself, prove that Imu would defeat Luffy, Shanks, or every other top-tier fighter in a neutral one-on-one battle. Command of a catastrophic weapon, political authority, and personal combat ability are separate categories.
The careful conclusion is therefore not “the manga has confirmed Imu as the strongest fighter.” It is: Imu is the strongest current-era threat candidate, with the greatest unresolved combat ceiling.
2. Joy Boy: the historical ceiling
Category: All-time peak power. Confidence: Medium; his importance and exceptional status are clear, but his complete combat record is not.
Joy Boy belongs in an all-time section rather than being silently mixed into a living-character list. The official profile identifies Joy Boy as a real person from the Void Century, born in a highly advanced kingdom, and connects him to a body that stretched like the Sun God Nika.
That connection places Joy Boy in the historical conversation above or alongside the greatest known figures. His legacy reaches across the central mysteries of the series, and his relationship to Nika gives him a direct thematic and likely practical connection to Luffy’s ultimate power.

Still, the story has revealed Joy Boy gradually through his legacy rather than presenting a complete list of battles and victories. No bounty, exact power statistic, or fully documented duel should be invented for him. The most defensible description is historical top-tier and probable all-time ceiling, not a claim that every detail of his strength has already been shown.

Luffy’s official profile identifies his Devil Fruit as the Hito Hito no Mi, Model: Nika, a Mythical Zoan, and lists his bounty at 3 billion berries. Gear 5 gives him the most complete expression yet of that fruit’s extraordinary freedom, physicality, and battlefield creativity.
His placement is supported by confirmed transformation, major victories, and the narrative position of a protagonist who has entered the highest level of the world. He is no longer simply a promising pirate or rising Yonko; he is an active top-tier whose fights have changed the balance of power.
Luffy is not an automatic number one, however. Gear 5 places considerable demands on his stamina, and the final saga has not closed the gap between him and figures such as Imu, Shanks, Blackbeard, or Mihawk. The best current conclusion is that Luffy is one of the strongest confirmed living fighters, with a plausible path to the ultimate top spot but no need for an unsupported claim that he has already surpassed everyone.

Category: Current living power. Confidence: High for the highest tier; medium for the exact rank.
Shanks is a Yonko, and his official profile lists a bounty of 4.0489 billion berries. Former Marine Fleet Admiral Sengoku also regarded him highly, reinforcing the extraordinary status that Shanks has carried since the beginning of the story.
Unlike characters whose threat is easy to describe through a Devil Fruit or an enormous army, Shanks is most useful as a benchmark for Haki, presence, precision, and the ability to influence the balance of the pirate world. His reputation is not based only on his bounty. His combat portrayal consistently places him among the people whom other top tiers must take seriously.
Whether Shanks is stronger than Luffy, Mihawk, or Blackbeard cannot be settled by bounty totals or reputation alone. He belongs in the highest current tier; the precise order within that tier remains an editorial judgment.
5. Dracule Mihawk: the confirmed ceiling of swordsmanship
Category: Current living power. Confidence: High within swordsmanship; medium for all-category placement.

The official profile calls Mihawk the world’s strongest swordsman and lists a bounty of 3.59 billion berries. That title makes him indispensable to any serious ranking. It is also directly connected to Zoro’s stated ambition to surpass him, giving Mihawk a major narrative position even when he is not on the page.
Mihawk’s title is powerful evidence, but its scope must remain clear. It establishes Mihawk as the highest confirmed standard in swordsmanship. It does not automatically settle a broader question involving Devil Fruits, unusual bodies, non-sword weapons, political power, or every possible Haki matchup.
That is why Mihawk can be ranked fifth overall without contradicting the title. He is the likely swordsmanship ceiling, while his exact position among all characters is an inference. Comparisons between Mihawk and Shanks are especially difficult because the story has not provided a definitive modern rematch that resolves every aspect of their relative strength.

6. Marshall D. Teach, or Blackbeard: the highest prospective threat
Category: Current living power. Confidence: High for endgame-threat status; medium for exact current rank.
Blackbeard’s official profile records both the Yami Yami no Mi and the Gura Gura no Mi, as well as a bounty of 3.996 billion berries. His rise from Whitebeard’s crew to Yonko and his central role in the endgame make him one of the most dangerous characters alive.
The combination is unusually difficult to evaluate. The Yami Yami no Mi gives him a darkness-based power with distinctive implications for Devil Fruit users, while the Gura Gura no Mi gives him tremendous destructive potential. The danger is not just theoretical: Blackbeard has accumulated power, territory, information, and timing in a way that makes him a uniquely important final-saga opponent.
Blackbeard’s exact rank remains less certain than Luffy’s or Shanks’s because the full limits of his powers and his ultimate combat ceiling have not been revealed. He is best described as one of the strongest and most dangerous living characters, with a strong chance of rising on any future ranking once the manga shows more of his complete ability.
7. Kaido: the peak-combat benchmark
Category: All-time peak power. Confidence: High for demonstrated combat status; current status requires a qualifier.
The official profile describes Kaido as the governor of the Beast Pirates, gives him the Mythical Zoan Azure Dragon fruit, and lists a bounty of 4.6111 billion berries. His combat record makes him one of the clearest benchmarks in the entire series for raw endurance, durability, battlefield control, and sustained high-level fighting.
Kaido’s placement is based more on demonstrated performance than on a title alone. He could maintain a prolonged, high-intensity battle while managing an enormous battlefield and repeatedly withstand attacks from powerful opponents. That combination makes his peak an important measuring stick for Luffy and every other current top-tier.

He should not be presented as an ordinary member of the current living list. Kaido is presumed defeated and has not been established as an active present-day contender. In an all-time peak discussion, however, he belongs near the top because the manga has shown more of his actual sustained combat ability than it has for several late-saga mysteries.

The official profile calls Whitebeard the world’s strongest man, lists a bounty of 5.046 billion berries, and records his death. Because this ranking uses Whitebeard at his strongest, the entry means prime Whitebeard, not the older and severely weakened version seen during the Marineford period.
His title and bounty are powerful evidence of historical standing, but they do not create a permanent rule that no current character can ever exceed him. “World’s strongest man” describes the era and official perception in which Whitebeard held that title. It should not be used to dismiss Luffy’s current growth or the unresolved ceilings of Imu and other final-saga characters.
Prime Whitebeard remains an all-time benchmark because he combines legendary status with the destructive power associated with his Devil Fruit and the historical influence of his crew. He is best treated as a peak-era legend, not as a direct current rival to Luffy.
What the ranking says about the current power ceiling
If the question is limited to current or presumed-active characters, Imu is the leading overall-threat candidate. Luffy, Shanks, Mihawk, and Blackbeard occupy the highest demonstrated or prospective tier beneath that unresolved ceiling, but the manga has not supplied enough evidence to make every position between them definitive.
The most secure claims are category-specific:
- Imu: strongest overall current threat candidate.
- Luffy: strongest confirmed active protagonist-tier fighter.
- Shanks: elite current-era Haki benchmark.
- Mihawk: confirmed ceiling of swordsmanship.
- Blackbeard: one of the most dangerous living endgame threats.
- Kaido: one of the clearest demonstrated peak-combat benchmarks, despite his presumed defeat.
- Whitebeard: the official historical “world’s strongest man” at his peak.
- Joy Boy: a historical top-tier whose full strength is still being reconstructed through the story’s revelations.
Powerful characters who should remain unranked for now
Several late-saga figures may eventually belong in this conversation, but forcing them into an exact numbered position would create more confidence than the evidence supports. The following should be treated as unranked contenders, not automatically as weaker characters:

Why bounty numbers and titles cannot produce a perfect list
Bounties measure more than fighting strength
Whitebeard’s 5.046 billion berry bounty is higher than Shanks’s 4.0489 billion, Kaido’s 4.6111 billion, Blackbeard’s 3.996 billion, Mihawk’s 3.59 billion, and Luffy’s 3 billion. That does not mean the bounty order is a definitive fight order. Government threat assessment can include influence, crew strength, territory, knowledge, political danger, and destructive capability.

“World’s strongest swordsman” is extremely strong evidence when the question is swordsmanship. It becomes weaker evidence when the question changes to “who wins under every possible set of rules?” A title should be applied to the category it actually names, not expanded into a universal power statement without supporting feats.

Historical peaks and current versions are different entries
Prime Whitebeard and Joy Boy represent historical peak power. Kaido represents a former or presumed-defeated combatant at his strongest. Luffy, Shanks, Mihawk, and Blackbeard are judged as current figures. Separating those states is essential; otherwise the ranking quietly compares a character’s best-ever condition with another character’s present condition.
Threat level is not identical to duel strength
Imu illustrates the distinction most clearly. A character connected to the destruction of an entire nation through a catastrophic weapon may be the world’s most dangerous threat without the manga having formally demonstrated that character’s one-on-one superiority over every fighter. This ranking gives Imu the top overall-threat position while preserving that caveat.
Final verdict
The most defensible answer is not a falsely precise universal chart. Imu is the leading current power-ceiling and overall-threat candidate; Luffy, Shanks, Mihawk, and Blackbeard make up the highest current-era tier; Kaido is a peak-combat benchmark; and Joy Boy and prime Whitebeard belong in the all-time historical conversation.
That order can change as the Final Saga reveals more about Imu, Joy Boy, Blackbeard, Dragon, the God’s Knights, and the other late-saga contenders. Through Chapter 1188, separating current living power from all-time peak power is the clearest way to rank One Piece‘s strongest characters without presenting interpretation as official fact.
