Louisiana does require covered adult websites to verify that visitors are at least 18. That wording is important. It does not say that every adult must upload a physical driver’s license directly to Pornhub. It establishes an obligation for covered commercial websites to perform reasonable age verification and leaves room for different technical systems to satisfy that requirement.
What Pornhub users in Louisiana have reportedly been asked to do
The publicly documented Louisiana flow has involved a handoff from Pornhub to AllPassTrust, a third-party age-verification service. Users are then directed to verify their age through LA Wallet, Louisiana’s official digital-identity application.
LA Wallet’s Remote Verify instructions describe a process in which a user:
- Links a Louisiana driver’s license or state identification card to the LA Wallet app.
- Responds to a verification request from the website or business.
- Reviews the requesting entity and the stated reason for the request.
- Approves or denies the request.
In practical terms, the user may need a Louisiana driver’s license or state ID to establish the qualifying digital credential. That is why the shorthand “you must verify your driver’s license” has become common. But the shorthand can be misleading: the documented process is not necessarily a direct physical-ID upload to Pornhub.

The exact screens, intermediary, supported credentials, and routing can change. AllPassTrust and LA Wallet should therefore be treated as the publicly reported implementation rather than a permanent description of every future Pornhub verification screen.
Is Pornhub banned in Louisiana?

The practical result in Louisiana has been age-restricted access rather than a complete shutdown: a user connecting from the state may be required to complete an age check before viewing covered material.

It does not create a general criminal prohibition on adults possessing or viewing pornography simply because they live in Louisiana.
Why the driver’s-license description is only partly right
There are three reasons the driver’s-license wording persists:
- Louisiana law expressly recognizes a digitized identification card.
- LA Wallet is built by linking a Louisiana driver’s license or state ID.
- Contemporary reporting identified LA Wallet as part of the Pornhub verification process.
Still, “everyone must upload a driver’s license directly to Pornhub” goes beyond what the law and public documentation establish. The statute allows multiple verification methods, and the described Louisiana flow uses third-party services and a digital credential.

What changed after the original law?
Act 216 of the 2023 Regular Session supplemented the age-verification regime with enforcement and civil-penalty provisions. The legislative text describes civil penalties and allows an additional penalty of up to $10,000 for a commercial entity found to have knowingly failed to perform reasonable age verification.
Those enforcement provisions help explain why covered websites have had a strong incentive to place an age gate in front of adult material. They do not, however, turn the law into a mandate for one particular app, vendor, or form of identification.

What happened to the legal challenge?
A federal judge dismissed a challenge to the Louisiana law in October 2023. The dismissal was based on procedural and defendant-eligibility grounds; it was not a definitive ruling on the full constitutional merits of every aspect of the age-verification requirement.
It is therefore inaccurate to say that the law was fully “upheld on the merits.” The more limited and supportable statement is that the challenge was dismissed and the law remained in force.
What does the process mean for privacy?
Age verification creates an unavoidable policy tradeoff. It may make it harder for minors to access restricted material, but it also requires adults to interact with an identity or age-verification system before accessing that material.
Louisiana’s model may be more privacy-preserving than requiring an adult website to receive every visible field from a physical ID. A digital credential can, in principle, communicate an age-eligibility result without exposing the user’s full address, license number, or photograph to the website.
That possibility is not the same as a privacy guarantee. The Louisiana statute permits commercial verification systems based on government identification or transactional data, and the privacy implications depend on the actual data flow. Important questions include:
- Which service receives the identity information?
- Does Pornhub receive only an age result, or additional identifying data?
- How long does the intermediary retain verification records?
- Is information shared among the website, the verification provider, and the digital-ID service?
- What happens if a user denies the request or deletes the digital credential?
LA Wallet’s support and privacy materials explain the credential-linking and Remote Verify process, but they do not automatically establish every data-handling practice of Pornhub, AllPassTrust, or another participating intermediary. Users should review the current policies of each service involved and should not assume that the process is risk-free or that Pornhub never receives identifying information.
