Without internet, a Roku Streaming Stick or Roku player cannot stream channels. Netflix, YouTube, Hulu, Disney+, The Roku Channel, live-TV apps, and other Roku services need an internet connection. However, a Roku TV is also a television set, so a compatible model may still show local over-the-air channels from an antenna or video from a cable box, disc player, game console, or another physical input.
The key distinction is whether you have a Roku TV or a separate Roku device connected to another television.
Roku TV and Roku player: the difference matters

A Roku Streaming Stick connects to a television through HDMI and is designed to stream online content. It does not add a broadcast tuner or antenna input to a television. If local antenna channels are available, that capability comes from the television or from a separate tuner—not from the Roku stick.
Channels and video sources that can work offline
1. Local broadcast channels from an HDTV antenna
A compatible Roku TV can receive free, local over-the-air broadcasts when an HDTV antenna is connected to its Ant/Cable In port. The antenna receives signals directly from local transmitters, so the television does not need the internet to receive the broadcast.

Depending on the market, an antenna scan may find local affiliates of networks such as ABC, CBS, and NBC, along with public broadcasting, news, weather, classic television, sports, and other digital subchannels. The exact lineup is not the same everywhere. Reception depends on your location, distance from transmitters, terrain, nearby buildings, wall materials, antenna placement, and signal strength.
Before buying, check which stations are realistically receivable at your address. An indoor HDTV antenna can be a practical starting point for a viewer who has a compatible Roku TV, but no indoor antenna can guarantee every local channel. A window-facing or elevated position may perform differently from an antenna placed behind a television or inside a cabinet.
2. Cable or satellite channels through a receiver
If you have a cable or satellite receiver, connect the receiver to the Roku TV with HDMI and switch the television to the HDMI input being used. The receiver supplies the channels; the Roku TV is functioning as the display.
Your cable or satellite remote and box will normally control the channel lineup, guide, and subscription access. The Roku apps do not need to be available for the receiver’s output to appear.

Some cable systems may deliver channels through a coaxial connection directly to the television’s Ant/Cable In port, but this is provider- and system-dependent. Many cable services require a set-top box, so direct coaxial cable should not be treated as a universal alternative.
3. Blu-ray and DVD discs
A Blu-ray or DVD player connected to an available HDMI or other supported physical input can continue playing discs during an internet outage. The program is stored locally on the disc rather than delivered by a Roku app.
To watch it, turn on the player, insert a disc, and select the television input to which the player is connected. Streaming extras, online features, or an internet-dependent application on the player may not work, but ordinary playback from a disc does not require Wi-Fi.

4. A game console or another HDMI source
A game console, over-the-air tuner, cable box, satellite receiver, or other HDMI device can continue sending video to a Roku TV through its physical input. Whether the console itself works offline depends on the particular game and console setup. Some games support offline play; others require sign-in, downloads, online verification, or a live service.

The same principle applies to any external source: the Roku television displays the signal, while the connected device supplies the content.
5. Local playback on selected models
Some Roku TV models support additional local playback or USB-related features, but compatibility varies by model, software version, file format, and feature. Do not assume that every Roku TV—or any Roku Streaming Stick—will play downloaded movies from a USB drive.
Roku TV models that support Live TV Pause may use a compatible USB drive for that specific feature. This is optional and model-dependent; it is not required to watch ordinary antenna television, and it does not turn a Roku into an offline Netflix player.
What you cannot watch without internet
During an internet outage, you generally cannot watch:

- Sling and other internet-based live-TV services
- On-demand movies or television shows delivered through Roku apps
- Most channel apps that require an online account or server connection
These services need an internet path. Wi-Fi is only one way to provide that path: a Roku device may use wired Ethernet where supported, and a phone hotspot may work as a temporary connection. But neither Ethernet without internet nor an ordinary local Wi-Fi network makes online services available.

How to watch antenna channels during an outage
- Confirm the television has a tuner and antenna input. Look for an Ant/Cable In connector and a television model that supports broadcast channels. A Roku Streaming Stick alone is not enough.
- Connect the antenna. Attach the antenna’s coaxial cable to the Roku TV’s Ant/Cable In port. If the antenna is amplified, connect its required USB power or power adapter as well.
- Switch to the antenna or Live TV input. Use the Roku TV remote’s input controls and select the television’s antenna/live-TV source rather than a streaming app or HDMI input.
- Run a channel scan if the television permits it. The scan searches for broadcast signals that are strong enough to receive at that location. It cannot find stations that the antenna cannot reliably detect.
- Use the channel controls. Once channels are available, try the channel-up and channel-down buttons or the basic broadcast channel list.
There is an important setup caveat. Roku’s current U.S. support guidance says that Roku TV setup and Live TV features require an internet connection, and current models may need internet access for initial configuration or scanning. Roku also documents an unlinked mode for some Roku TVs, allowing antenna or cable-box television and physical inputs while Roku streaming services and the Streaming Store remain unavailable.
That means offline antenna viewing is not guaranteed in exactly the same way on every Roku TV, firmware version, or setup state. If the television was already configured and the antenna input is available, it may continue to work. If the antenna has never been set up, the first setup or channel scan may require internet.
Why the channel guide may be blank offline
A missing or incomplete guide does not necessarily mean that the antenna signal is gone. Program listings, descriptions, and streaming recommendations can require network and internet access even when the television can still receive a basic over-the-air channel list.

The broadcast picture and audio may still be available without the internet-dependent guide information.
What to do if the antenna input is missing
If your Roku TV does not expose the antenna input while offline:
- Verify that you are using the television’s own remote and not only the remote for a separate Roku stick.
- Check that the coaxial cable is firmly attached at both ends.
- Confirm that an amplified antenna has power.
- Try the television’s physical input controls rather than opening a streaming application.
- Restart the television only if you understand that a restart may not restore a feature that requires initial online setup.
- Look up the exact television manufacturer’s instructions and model-specific firmware notes.
There is no universal offline workaround for a Roku TV that has not completed the required setup or does not expose its tuner. A separate external tuner connected by HDMI may be an option in some setups, but that is a different device supplying the broadcast signal.

Useful accessories—and what they do not solve
If the problem is a missing or damaged connection, a coaxial antenna cable can replace the cable between the antenna and the Roku TV. It will not improve reception by itself unless the existing cable was faulty, and it cannot add a tuner to a Roku Streaming Stick.
For a cable box, disc player, game console, or other physical source, an HDMI cable for cable box can connect the device to an available HDMI input. Again, the cable only carries the signal; it does not provide programming or internet access.
A USB drive is relevant only if your specific Roku TV supports Live TV Pause and you want that feature. It is not a general-purpose method for loading downloaded streaming content onto every Roku device.

Yes, a phone hotspot may restore Roku streaming if it supplies a usable internet connection. Roku troubleshooting guidance recommends trying another network, including a phone hotspot, when diagnosing a home-network problem.
This is not offline viewing. The Roku is using cellular data as its replacement internet connection. Streaming can consume substantial data, and performance will depend on mobile signal strength, data limits, congestion, and the phone plan. If the outage is caused by the home router or broadband service rather than by Roku itself, a hotspot can be a useful temporary test or backup.

For dependable television during an internet outage, use a television with a built-in broadcast tuner and connect an appropriately sized HDTV antenna. Set up and scan the antenna before an outage, while the television can complete any required online configuration and download guide information.
Keep at least one additional physical source—such as a cable or satellite box, Blu-ray/DVD player, or game console—connected to HDMI if those sources are important to you. Label the HDMI inputs and test them in advance. This gives you alternatives if antenna reception is weak or if the Roku TV’s offline Live TV behavior differs from your model’s documentation.
