What did Qatar build for the 2022 World Cup?
FIFA’s account describes seven new stadiums and one refurbished stadium, as well as 42 training sites and supporting event infrastructure. The wider buildup included expansion of the Doha Metro network and transport operations. These changes formed part of a broader national development program, and the available research does not establish a defensible total cost for the tournament alone.
The tournament took place in November and December. The research available for this article does not establish a primary-source explanation for the schedule, so claims about the reasons for its timing should be treated cautiously.
What organizers report about sustainability and accessibility
FIFA says Qatar 2022 was the first World Cup certified to ISO 20121 for event sustainability management systems, and that all eight stadiums achieved Global Sustainability Assessment System building certification. FIFA reports that the stadiums were 30% more energy efficient than the cited ASHRAE 90.1 benchmark and used 40% less water than the ASHRAE 90.1 and International Plumbing Code benchmarks.

FIFA also reports that 77% of stadium waste during the event was reused, recycled or composted, while 79% of stadium construction waste was reused and recycled. These are separate figures for different waste streams. FIFA’s sustainability page says 169,000 seats from six stadiums “will be donated for other purposes”; this is a stated reuse plan, not confirmation that every seat was later delivered or installed elsewhere. FIFA also cites 741 electric public buses and public-transport access to stadiums.
In its 2024 reporting, FIFA described a final sustainability report covering 79 initiatives and reported a 4.5 out of 5 accessibility satisfaction rating among disabled spectators and spectators with limited mobility. That rating is an organizer-reported measure, not proof that every individual experience was accessible.
What happened to the stadiums and what is the legacy?
The infrastructure, transport operations and stated plans for reusing seats are part of the hosting legacy. However, a plan should not be mistaken for a completed outcome, and the research reviewed here does not establish the subsequent public use of every facility or seat.
FIFA reported that five billion people engaged with the tournament across media. FIFA also presents its sustainability initiatives and accessibility rating as positive outcomes. These figures describe FIFA’s reporting; they should not be read as independent assessments of every aspect of the event.
Migrant workers: reforms, criticism and remedy
The labour record includes both legal reforms and continuing criticism. The International Labour Organization (ILO) describes significant reforms introduced from 2018 and improvements affecting hundreds of thousands of migrant workers, while also identifying continuing challenges. The ILO has characterized the World Cup as accelerating wide-ranging reform.
Amnesty International’s 2022 pre-tournament briefing said reforms remained unfinished, abuses continued and compensation was still owed. In its 2023 assessment, Amnesty argued that abuses persisted and remedy for affected workers remained inadequate. These assessments concern enforcement, abuse and access to remedy alongside the legal changes and progress described by the ILO.

FIFA reported that USD 23.8 million was reimbursed for recruitment fees through the Supreme Committee’s Universal Reimbursement Scheme. This figure concerns a particular scheme; it is not a total of compensation owed to all workers or families affected by abuse. The sources reviewed do not establish a comprehensive number of deaths caused by World Cup construction, so a single “World Cup worker death toll” should not be inferred from them.
