YouTube publishes encoder recommendations and stream-health messages, but its public guidance does not specify the exact trigger or a numeric threshold for “at risk.”
What “stable bitrate” does—and does not—tell you
OBS’s bitrate display describes the encoder’s outgoing stream as observed by OBS. YouTube separately reports stream health in Live Control Room. Those are different monitoring views, so a steady OBS reading is useful evidence, not proof that YouTube’s ingest is healthy throughout the event. YouTube says stream status includes specific error messages with instructions: See your live stream’s metrics.
The warning’s exact wording and timing matter. YouTube’s public encoder and metrics guidance does not define the algorithm or threshold behind “at risk.” Treat possible causes as hypotheses to investigate, not as a confirmed diagnosis.
Compare YouTube’s warning with OBS at the same time
- In YouTube Studio, open the Live Control Room. Record the exact warning text, its timestamp, and any related stream-status message before changing settings.
- Check OBS for that same time. Review output status and logs for a reconnect, interruption, or change in sending behavior. A current bitrate number can miss a brief earlier event; comparing timestamps is a practical diagnostic method, not a claim that YouTube exposes OBS-level packet data.
- Classify the message. If it points to no data, no video, or a disconnection, start by comparing the encoder and connection timeline. If YouTube Studio identifies a copyright, account, or other restriction, follow the notice’s instructions rather than assuming a bitrate change will resolve it.
Check the encoder settings against YouTube’s guidance
Confirm that OBS is outputting the resolution, frame rate, codec, and bitrate you intend. Compare the actual output with the matching row in YouTube’s live encoder settings; the figures below are YouTube’s published H.264 recommendations, not thresholds for the “at risk” warning or guarantees about available upload capacity.

YouTube recommends CBR and a two-second keyframe frequency, with a maximum interval of four seconds. Its referenced settings page lists RTMP/RTMPS and support for H.264, H.265/HEVC, and AV1. Make sure you are comparing settings for the codec and output mode you actually use; do not treat the H.264 bitrate figures above as values for every codec or resolution.
Test upload capacity under realistic conditions
A speed test can help assess upload capacity, but a single result does not show that the connection will remain stable for an entire stream. YouTube recommends testing before going live with audio and video movement similar to the planned broadcast, then monitoring stream health and messages during the test. Its guidance states: “Make sure to test before you start your live stream. Tests should include audio and movement in the video similar to what you’ll be doing in the stream.”

- Use YouTube’s recommended bitrate for your actual output as a reference point when checking upload capacity.
- Run a private or otherwise appropriate test with representative audio and motion.
- Watch Live Control Room stream health during the test and note any messages and their timestamps.
- Compare those times with OBS output status and logs. If the warning recurs, use its exact wording and the matching timeline to decide what to investigate next.
