If YouTube says live streaming is unavailable in your country, first work out whether you were trying to start your own broadcast or watch someone else’s stream. Those are different problems: starting a stream depends partly on your channel’s eligibility and restrictions, while a particular video may be unavailable in a region because of licensing or local law. The message alone does not identify the cause.
First: were you starting a stream or trying to watch one?

Capture the full error wording and note what you were doing when it appeared. The official guidance does not establish that this exact message always means your country blocks live streaming, nor does it identify a universal list of affected countries.
If you cannot start your own live stream
Check the channel’s basic eligibility
YouTube’s general setup guidance says a channel must be verified and have no live-stream restrictions in the preceding 90 days. It also states that a streamer must be at least 16. YouTube summarizes the first two requirements this way: “To live stream, you need to have no live streaming restrictions in the past 90 days and you need to verify your channel.” See YouTube Help: Get started with live streaming.
- Check whether the channel is verified.
- Check the account’s age eligibility.
- Review the channel for live-stream restrictions within the 90-day lookback period.
Look for restrictions or limits
YouTube lists several possible reasons live streaming may be restricted, including age-related limits, Community Guidelines or copyright restrictions, certain channel feature restrictions, and reaching the daily limit for creating live streams. Do not try to get around an active live-stream restriction by broadcasting from another channel. YouTube says using another channel while restricted is circumvention.
Check the method you are using
YouTube supports live streaming by mobile, webcam, encoder, and console, with method-specific requirements. After checking general channel eligibility, open the guidance for the method you selected. The general requirements do not diagnose every device- or method-specific failure, so a working setup for one method does not prove another is eligible.

If you cannot watch someone else’s live stream
A stream can be unavailable in one country or region even when your own channel is eligible to broadcast. YouTube says videos may be unavailable because the owner limited availability, usually due to licensing rights, or because YouTube blocked content to comply with local laws. That explanation concerns the particular video’s regional availability; it does not establish that all live-stream access errors are country blocks. - If only one stream is affected, consider a restriction on that content or its regional availability.
- If the problem concerns your own broadcast, check your channel’s eligibility and current restriction status instead.
If the checks do not explain the error
The available general guidance cannot diagnose an individual account or device, identify the meaning of every version of this error, or provide a universal activation wait. When asking YouTube Support or checking the relevant Help page, have these details ready:

- The exact error text or a screenshot.
- Your country or region and the device or streaming method involved.
- Whether you were broadcasting or watching.
- For a creator: the channel’s verification, age eligibility, and any restriction or strike notices.
- For a viewer: whether the issue affects one stream or multiple videos.
Buying an encoder, webcam, or other streaming hardware does not resolve a country-level video restriction or a channel eligibility restriction.
