Those are different problems. Match your OBS bitrate to a stable upload rate, test over Ethernet, and use YouTube’s stream-health messages to isolate the cause; there is no established BSNL-specific encoder setting.
First identify what is actually dropping
An encoder’s output resolution is not the same as the quality a viewer receives. OBS can keep encoding at its configured resolution while network delivery falters, and YouTube can provide different playback renditions to viewers. A viewer’s quality selector changing on its own does not prove that OBS changed resolution.

Run a realistic test before changing settings
- Make a short unlisted or private test stream. Include motion and audio similar to the actual programme; a static screen is not a useful test for a stream with frequent scene changes or movement.
- Watch OBS’s connection indicator and dropped-frame counter. If the network dropped-frame count increases, focus on delivery stability and bitrate.
- Check YouTube Live Control Room’s stream health. Note the messages and when they occur. YouTube advises testing before going live and monitoring stream health.
- Ask a viewer to distinguish buffering from a quality selection. If OBS and YouTube remain healthy while only one viewer buffers, investigate that playback path separately rather than changing encoder resolution immediately.
Set bitrate for the upload you can sustain
A speed test is a starting measurement, not proof that your connection can hold the same upload rate throughout a live event. Other household uploads and moment-to-moment variation can reduce the capacity available to OBS. YouTube recommends choosing a quality appropriate to the connection and testing upload bitrate. OBS gives 75% of total upload speed as a general troubleshooting starting point; it is not a YouTube requirement or a guarantee for a BSNL line. OBS Stream Connection Troubleshooting
For H.264, YouTube’s published live encoder table gives these relevant rates. They are YouTube recommendations, not measured BSNL speeds or promises that a particular connection will sustain them. The listed minimum is not a guaranteed quality target.

These are the H.264 figures in YouTube’s encoder guidance; AV1 and H.265/HEVC have separate bitrate recommendations. Compare against the row for the codec, resolution, and frame rate you actually use. YouTube: Choose live encoder settings, bitrates, and resolutions
- If network dropped frames rise, lower OBS’s video bitrate first and repeat the same test.
- If the lower bitrate still cannot be sustained, reduce output resolution or frame rate and test again. Lower resolution can reduce detail; lower frame rate can make fast motion look less smooth.
- Keep the setting that holds steady in a representative test, rather than choosing a higher rate because a speed test briefly peaked there.
Check OBS and YouTube’s encoder settings
For RTMP or RTMPS ingest, YouTube lists H.264, H.265/HEVC, and AV1 video, supports up to 60 fps, recommends CBR, and recommends a two-second keyframe interval that should not exceed four seconds. YouTube recommends RTMPS where supported. These settings help the platform receive the intended stream; they cannot compensate for an upload path that cannot sustain the selected bitrate. - Rate control: use CBR for YouTube’s listed recommendation.
- Keyframes: set a two-second interval; do not exceed four seconds.
- Resolution and frame rate: YouTube normally detects these automatically. If you use a custom stream key, Live Control Room provides manual selection under Stream Resolution.
- Codec: check the bitrate guidance for the codec you have selected; do not apply H.264 figures to AV1 or H.265/HEVC.
Test the local network path
If the streaming computer is on Wi-Fi, repeat the same test with wired Ethernet. OBS recommends wired access because Wi-Fi can be unstable for streaming. If Ethernet improves the test, the wireless segment may be contributing; that result does not prove the wider BSNL route is healthy. OBS Stream Connection Troubleshooting
A Cat6 Ethernet cable is one way to make this comparison, not a guaranteed fix. Confirm that the computer has an Ethernet port or compatible adapter and that the cable reaches the router. Do not replace a router or other hardware based on a resolution symptom alone.

If the problem continues, check reversible causes OBS identifies: VPN interference, firewall or antivirus interference, bundled network-prioritization software, outdated network drivers, modem or router connectivity, and faulty network hardware. Change one thing at a time and keep the OBS logs so you can tell whether a change helped.
Use OBS network options as controlled experiments
OBS documents several network options that can be tested when connection trouble persists. They are experiments, not universal presets; some options apply only to Windows. Review the current OBS guidance before changing settings. OBS Stream Connection Troubleshooting

- On Windows, try enabling network optimizations and TCP pacing.
- Leave Bind to IP at Default unless you have a specific network-interface reason to change it.
- If appropriate, test IPv4-only. If it makes no difference, return to the IPv4 and IPv6 default.
- OBS’s “Dynamically change bitrate to manage congestion (Beta)” can lower bitrate when the connection cannot keep up. It may reduce video quality and does not repair the underlying connection.
What BSNL does—and does not—tell you
The available official information does not establish a current nationwide BSNL fault, a single upload speed for every plan, or a BSNL-specific OBS configuration. Your circle, plan, access connection, local conditions, and upload stability matter. When to contact BSNL, and what to provide
If dropped frames continue after a wired test and a bitrate reduction that the stream can sustain, contact BSNL about the service or route. OBS recommends ISP escalation when its troubleshooting steps do not resolve persistent connection problems. BSNL lists 1800-4444 for Bharat Fiber, broadband, and landline customer care. Have useful evidence ready so the problem can be investigated rather than described only as “resolution drops”:
- Times when dropped frames or disconnections occurred, with time zone.
- OBS logs and the exact YouTube stream-health messages.
- Upload speed measurements taken during the problem, not only a peak result from another time.
- Whether other devices or household users were uploading at the time.
- Your BSNL plan and circle, and whether the test used Wi-Fi or Ethernet.
