YouTube does not publish a special lower bitrate for a static image: choose settings by the stream’s codec, resolution, and frame rate, then leave upload headroom and test the full audio path.

These are YouTube’s general encoder recommendations where specified, not a guarantee of picture or sound quality. The 720p choice is a practical recommendation for this use case; YouTube’s official encoder guidance does not provide a special still-image bitrate. See YouTube’s encoder settings and bitrate table.
Does a still image need a lower bitrate?
Not according to the reviewed YouTube guidance: it does not publish a still-image-specific bitrate. Use the recommendation for your encoder codec, ingestion resolution, and frame rate. A static frame may appear less demanding than moving video, but that is not a reason to present a lower value as an official YouTube setting. The stream still needs a stable connection and properly encoded audio.
Choose between 720p30 and 1080p30
If your upload connection can sustain the higher setting reliably, you can use 1080p30 instead. YouTube recommends H.264 at 14 Mbps for 1080p30, compared with 8 Mbps for 720p30. The higher-resolution choice uses more upload capacity; for a show where the visual stays still, stability may matter more than the extra resolution.

These are YouTube’s listed ingest figures for H.264, not measured results or a quality guarantee. The official table includes other frame rates and codecs, including AV1 and H.265; use the row matching your actual encoder settings rather than carrying these H.264 values over to another codec.
Calculate upload headroom
YouTube recommends a speed test and 20% room above the total stream bitrate, accounting for both primary and backup streams if applicable. For the 720p30 starting point, 8 Mbps video plus 128 kbps audio is about 8.13 Mbps; adding 20% yields roughly 9.8 Mbps of upload capacity for that stream. This is arithmetic based on YouTube’s guidance, not a separate platform-published target. A backup stream, if configured, adds to the bandwidth requirement.

Measure upload capacity under conditions similar to the live event. A connection that briefly reaches the calculated rate may still struggle if other devices or applications compete for bandwidth.
Set up and test the stream
- Choose the matching encoder settings. In your streaming encoder, select H.264, 720p at 30 fps, 8 Mbps video, CBR, and a 2-second keyframe interval. Use AAC stereo at 128 kbps and 44.1 kHz. If selecting 1080p30 H.264 instead, use YouTube’s 14 Mbps recommended video bitrate and recalculate headroom.
- Use RTMPS and the correct stream key. In YouTube Studio, create or open the live stream and copy its server and stream key into the encoder’s streaming settings. Treat the key as a password: do not share it or include it in a recording or screenshot.
- Check the audio signal. Confirm the intended microphone or program mix reaches the encoder, that left and right channels behave as expected, and that speech is intelligible without clipping or silence.
- Run a private or unlisted test before going public. YouTube advises testing audio and movement similar to the intended stream. Even with a still image, test the complete audio path and any planned transitions, overlays, or changes to the visual.
- Watch stream health and messages. Monitor YouTube’s live control room while the encoder is running. If it reports connection or encoding issues, address those before the public broadcast.

Latency and viewer playback
YouTube automatically transcodes a live stream into multiple output formats, so viewers may receive different playback formats from the one you send. Choose an ingestion setting your connection can reliably sustain; the selected ingest bitrate is not necessarily the bitrate every viewer watches.
Latency is a tradeoff. Lower latency can mean more buffering, and it is less important when the host is not interacting with viewers in real time. For a podcast-style broadcast with little or no live audience interaction, prioritize a stable stream over the lowest possible delay.

Common problems and fixes
- Stream health warns of insufficient bandwidth: check upload speed during the event conditions, reduce competing network use, and move from 1080p30 to 720p30 if needed. Leave the recommended 20% headroom; include a backup stream in the calculation if you use one.
- Audio is missing or distorted: verify the encoder’s selected input and channel configuration, check that AAC stereo is enabled, and confirm the source is not muted or clipping. Make a test broadcast and listen to its playback before the real event.
- The encoder connects but YouTube does not receive the intended stream: verify the RTMPS server and stream key against the active event in YouTube Studio. If the key was exposed, replace it rather than continuing to use it.
- Viewers report buffering while the encoder appears stable: remember that playback format and network conditions vary by viewer because YouTube transcodes the incoming stream. Check stream health, then test whether a more conservative ingest resolution or bitrate improves reliability.
- The still image looks soft: confirm the encoder is sending the resolution you selected and that the image itself has sufficient dimensions. Increasing the ingest resolution requires more upload capacity and does not guarantee every viewer receives that resolution.
