For a 720p, 30 fps YouTube Live stream, YouTube recommends 8 Mbps with H.264 (minimum listed: 3 Mbps) or 6 Mbps with AV1 or H.265 (minimum listed: 2 Mbps). Those are encoder settings, not guaranteed upload speeds for Indian 4G. Test the actual hotspot at the place and time you plan to stream, then run a realistic test broadcast before the event.
Which bitrate should you set for 720p?
YouTube’s encoder guidance, accessed October 3, 2026, gives these settings for 720p:

The figures are YouTube’s bitrate settings; they are not measurements of Indian mobile networks. The minimum is not a guarantee that a connection measuring that speed can reliably carry a stream set to the higher recommended bitrate. YouTube says bitrate guidance varies by codec, resolution and frame rate. Its table lists the same codec-specific bitrates for 720p60 as for 720p30, but that does not mean either frame rate is equally suitable for every programme. Can a 4G hotspot in India sustain it?
There is no single upload speed guaranteed across India’s 4G hotspots. Available upload capacity depends on the particular connection and the conditions where and when you stream; a speed-test peak alone does not establish sustained performance. The official bitrate table is not an India-specific mobile-network test.

Check the connection you intend to use at the streaming location. TRAI MySpeed provides a way to test a particular mobile or broadband connection, but a result describes that test, not what the network will deliver at another time or place.
Configure and test the stream
- Choose the codec and frame rate. If you use H.264 at 720p30, start from YouTube’s 8 Mbps recommendation only if representative testing shows the hotspot can sustain it. For AV1 or H.265, the listed recommendation is 6 Mbps. If the stream is unstable, reduce bitrate and/or output quality and test again.
- Set rate control to CBR. YouTube lists constant bitrate (CBR) among its recommended encoder settings.
- Set keyframes to two seconds. YouTube recommends a two-second keyframe frequency and says it should not exceed four seconds.
- Use RTMP or RTMPS to send the stream. YouTube recommends RTMPS, which it describes as encrypting data into and through Google’s servers.
- Check resolution detection in Live Control Room. YouTube recommends default resolution and frame-rate detection. Manual resolution selection is available with a custom stream key.
- Test the complete setup before the event. Use audio and movement similar to the planned programme, and test upload bitrate as well as the stream itself. YouTube advises: “Make sure to test before you start your live stream.” During the broadcast, watch YouTube’s stream-health indicators and messages.
For a documentary, include representative footage and audio in the test: a static opening card will not reveal how the connection handles a scene with movement or a demanding soundtrack. This is a practical testing suggestion, not a separate YouTube bitrate rule. YouTube’s Live Streaming API documents health states and configuration issues; for example, videoIngestionStarved means YouTube is not receiving enough video for smooth streaming, and viewers may experience buffering. Troubleshoot an unstable 720p stream
- Stream health reports insufficient incoming video or viewers buffer: the connection may not be sustaining the configured bitrate. Reduce bitrate or output quality, then repeat a representative test; do not assume the encoder setting alone ensures delivery.
- A speed test looks good but the stream still falters: a brief result may not represent sustained upload performance during the broadcast. Test for long enough to cover realistic programme content, at the intended location and time, and monitor stream health live.
- You are using the recommended bitrate but the hotspot cannot hold it: YouTube’s recommendation is not a requirement to keep that setting at all costs. Lower the bitrate and/or resolution until testing shows stable delivery.
- You are choosing between 30 and 60 fps: YouTube lists the same 720p bitrate figures for both, so its table does not establish that 60 fps needs a lower bitrate. Consider the motion in the programme and the result of a representative test.
- The encoder and YouTube appear mismatched: check that the selected codec, CBR setting, keyframe interval and resolution agree with the configuration you intend to send. In Live Control Room, review detected settings and any health messages.
