YouTube lists the same targets for 720p30 and 720p60. If you mean uploading a video file to YouTube Studio instead, the upload recommendations are different: 5 Mbps for standard frame rates and 7.5 Mbps for high frame rates.
First, choose the right workflow
“Pre-recorded video” can mean either a file being sent through an encoder as a live event or a regular file upload. The footage may be the same, but YouTube publishes separate settings for each workflow.
- Prerecorded footage streamed as a live event: use YouTube’s live encoder settings below. The incoming feed is a livestream even though its pictures were recorded earlier.
- A video uploaded through YouTube Studio: use the video-upload recommendations in the next section, not the live-stream bitrate targets.
YouTube’s encoder setup guidance also mentions cloud-based tools as one way to stream prerecorded video 24/7; it does not require a particular service. YouTube’s encoder setup guidance explains the live-stream workflow.
720p bitrate for prerecorded footage sent live
YouTube’s live-ingestion table gives the following figures for both 720p30 and 720p60. These are encoder recommendations for the incoming live feed, not guarantees that a connection can sustain the stream.

Use the recommended value when the available upload connection can sustain it; the minimum is not the target for ideal delivery. YouTube’s recommendations are based on incoming resolution, frame rate, and codec. The table does not imply that converting a 30 fps recording to 60 fps improves it. Match the stream’s frame rate to the footage rather than inventing extra frames.

If you are uploading the video file instead
For an ordinary 720p SDR video upload, YouTube recommends 5 Mbps at standard frame rates (24, 25, or 30 fps) and 7.5 Mbps at high frame rates (48, 50, or 60 fps). Those are upload encoding recommendations, not live-ingestion targets. YouTube’s upload guidance recommends MP4, H.264, progressive scan, variable bitrate, and encoding at the same frame rate as the original recording. Consult YouTube’s video upload encoding settings for the upload workflow.
Set the live encoder correctly
Video and connection settings
- Resolution and frame rate: use the intended 720p format and the source footage’s frame rate, up to 60 fps.
- Codec and bitrate: select the matching row in the 720p table. YouTube lists H.264, H.265/HEVC, and AV1.
- Rate control: use constant bitrate (CBR), as YouTube recommends.
- Keyframes: set a two-second keyframe interval; do not exceed four seconds.
- Protocol: YouTube recommends RTMPS, the secure extension to RTMP.
Additional encoder details
YouTube’s general live settings specify progressive scan and square pixels. Its advanced recommendations include two B-frames, one reference frame, and CABAC. For audio, YouTube lists AAC or MP3; 5.1 surround over RTMP/RTMPS is supported only with AAC. The listed audio settings are 44.1 kHz stereo or 48 kHz for 5.1, with 128 kbps stereo or 384 kbps 5.1. For color, the guidance lists Rec. 709 for SDR and 8-bit SDR or 10-bit HDR. Use the settings that match the source and encoder; these options do not change the 720p video bitrate targets.

Configure and test a 720p live stream
- Decide whether you are going live or uploading. Use the live-ingestion settings for an encoder feed and the upload table for a file submitted through YouTube Studio.
- Set the source format. Keep the intended 720p resolution and original frame rate, then choose the relevant codec and recommended bitrate.
- Set CBR and keyframes. Configure constant bitrate and a two-second keyframe interval, never longer than four seconds.
- Let YouTube detect the format by default. YouTube recommends automatic detection. If you need to choose resolution manually in Live Control Room, create a custom stream key and enable manual settings for stream resolution.
- Test before the event. Run a test with representative audio and motion, then check stream health and messages in Live Control Room. YouTube’s guidance says: “Make sure to test before you start your live stream.”
A bitrate recommendation cannot compensate for an unstable upload connection. If stream health reports problems, check whether the connection can sustain the selected bitrate and whether the encoder is actually sending the chosen resolution, frame rate, codec, and keyframe interval.
Copyright and prerecorded content
Using prerecorded footage does not remove YouTube’s copyright rules. Before streaming a documentary or other recording, confirm that you have the necessary rights to the video, music, images, and other included material. A live presentation also does not itself establish eligibility for monetization; YouTube’s reused-content and monetization policies are separate from encoder configuration. Check the applicable YouTube live setup guidance and YouTube policies for your channel and content before scheduling a stream.
