A YouTube viewer seeing 360p does not necessarily mean your cloud encoder is sending a 360p stream. First compare the encoder’s actual outgoing resolution with the preview and stream-health information in YouTube Live Control Room. If the encoder output is already poor, investigate the source and encoding profile; if it is clean, check the cloud provider’s connection and destination settings.
First determine where the 360p image appears
YouTube automatically transcodes a live stream into multiple output formats for viewers on different devices and network connections. So a 360p playback option—or a viewer whose video is currently playing at 360p—does not prove the incoming feed is 360p. Compare the cloud encoder’s outgoing resolution with the Live Control Room preview and stream-health feedback before changing settings. YouTube’s encoder settings guidance describes its live transcoding.
- Check the cloud encoder’s configured output resolution and, if available, its outgoing preview or stream details.
- Open the relevant stream in YouTube Live Control Room and check its preview and stream-health messages.
- Compare what the encoder sends with what appears in YouTube. If a viewer is reporting 360p, also confirm whether that is the viewer’s selected playback quality rather than the encoder’s output.
If the encoder is sending 360p
Correct the output profile in the cloud encoder before investigating YouTube playback. Confirm the intended resolution and frame rate, then check the codec, bitrate mode, keyframe interval, stream key, and destination. YouTube’s recommendations vary by codec and frame rate, so do not apply one bitrate figure to every profile.
Use the right reference settings
For H.264 at 30 fps, YouTube lists 3 Mbps as the minimum and 8 Mbps as the recommended bitrate for 720p. For H.264 at 30 fps, it lists 0.4 Mbps minimum and 4 Mbps recommended for 360p. These are YouTube’s published settings guidance, not a guarantee that a particular cloud service, source, or connection can sustain a given rate. Choose a stable rate the encoder and its outbound connection can maintain.

- Bitrate mode: YouTube recommends constant bitrate (CBR).
- Keyframes: Set a 2-second interval; do not exceed 4 seconds.
- Resolution and frame rate: Make sure the selected output matches the quality you intend to send and the source can support.
- Stream destination: Verify that the cloud encoder is using the correct YouTube stream key and destination. Avoid sharing the stream key; replace it in the service if it has been exposed.
See YouTube’s encoder settings, bitrates, and resolutions for the applicable codec- and frame-rate-specific recommendations.
If the encoder output itself looks degraded
Trace the picture before it reaches YouTube. Check whether the rerun source is actually high enough quality, whether the cloud service is scaling or transcoding it, and whether the encoder reports errors or dropped frames. If the service offers an encoder-side recording or copy, compare it with the YouTube result: a poor copy points toward the source or cloud encoding stage, while a clean copy shifts attention to the outbound path or YouTube destination.

YouTube’s troubleshooting guidance includes checking encoder performance such as CPU load. With a cloud encoder, that check belongs to the provider’s host; your local computer’s CPU is relevant only if it is also encoding or forwarding the stream.
If the encoder output is clean but YouTube is not
Ask the cloud provider to check the server’s upload capacity toward YouTube, dropped frames, outbound connection quality, and destination configuration. Your home speed test measures a different network leg and cannot establish the cloud host’s available upload capacity. YouTube says the stream’s total bitrate cannot exceed available upload bandwidth and recommends 20% headroom. YouTube’s streaming tips explain the bandwidth guidance.

For example, if the configured stream bitrate is 8 Mbps, 20% headroom means the cloud host should have at least 9.6 Mbps of usable upload capacity for that stream under the relevant conditions. This is a planning calculation from YouTube’s headroom recommendation, not a guarantee against congestion or packet loss.
Run a representative test before restoring the public rerun
- Set the stream to private or unlisted and use a segment with representative gameplay movement and audio; a static menu may not reveal problems that appear during motion.
- Watch the Live Control Room preview and health feedback while the test runs.
- Compare the YouTube result with the encoder’s outgoing preview or recording, if available, to locate where quality changes.
- Check that the source or archive is intact before restarting the public rerun.
YouTube recommends keeping a local archive backup. Streams longer than 12 hours may not be captured at all, so do not rely on YouTube’s archive as the only copy of a long rerun. See YouTube’s archive guidance.
