A 2025 parliamentary e-petition asked for protection, but a petition is a request for action, not a listing. As of the City of Nedlands’ most recent update on its heritage review, dated 9 September 2026, the City had not reached a decision on the cinema.
What the petition asked for
The Western Australian Parliament e-petition titled “Windsor Cinema – Heritage Protection” was posted on 16 April 2025 and closed on 20 August 2025 with 423 signatures. It made two distinct requests:
- That the Legislative Council call for an independent review of the 2020 State Heritage Council assessment of the place.
- That the City of Nedlands place the Windsor Cinema on the City’s Heritage List.
Hansard records that Hon Dr Brad Pettitt presented Petition 25, with its 423 signatures, to the Legislative Council on 9 September 2025. Presentation confirms that the petition reached Parliament. It does not mean either request was granted, and the petition itself does not alter the cinema’s heritage status.
Is the Windsor Cinema heritage listed?
Not on the State Register, and the records do not show a statutory listing at either level. The answer depends on which form of recognition is meant, because several different kinds of heritage record exist for this building and they carry very different legal weight.

The 2020 State assessment
The inHerit entry, which lists the place as Windsor Theatre, 100 Stirling Highway, Nedlands, records the State decision as “Assessed – Does not meet Register conditions,” dated 25 September 2020. In practical terms, the State did not recommend the place for entry on the Register at that assessment. The entry states a last update of 19 September 2022, so the 2020 decision label is the entry’s current wording as it appeared at the time of writing, and it has not been independently re-assessed here.
Why a non-statutory classification still matters
Survey and classification entries are not nothing. They record that someone assessed the place and that it has known historic and social value, and they can be cited in planning discussions. They do not, however, impose the approval controls that a statutory listing does. Readers should treat the National Trust classification and the Category B municipal entry as evidence of past recognition, not as current protection.

Petitioners’ claims and what the official records show
The petition describes the cinema as culturally important and argues that it should be conserved. It also says that more than 20 heritage professionals challenged the 2020 State assessment, and it alleges that the City has not placed Windsor on its Local Heritage List. These are the petitioners’ stated grounds and advocacy. They are not findings of the State or the City.

- The State assessment result is “Does not meet Register conditions,” dated 25 September 2020.
- The entry lists other classifications and surveys, including a National Trust classification and Municipal Inventory Category B.
Whether the 2020 assessment was sound, and whether the professionals’ challenge was made formally, are questions the official records do not settle.
Where Nedlands’ heritage review stands
The City has been reviewing its Local Heritage Survey and Local Heritage List, and the Windsor Cinema is among the places drawing attention. The sequence of official statements is as follows:

- 16 December 2025: A City letter to Parliament said a comprehensive review was under way, that the consultant had been told of community interest in assessing Windsor for potential inclusion, and that any assessment would use the review’s methodology and criteria. The letter described a future public consultation process. It did not promise that Windsor would be listed.
- 9 September 2026: The City’s update reported 66 community nominations for the review and said the project “has now moved into the research and assessment phase, with the City and its appointed heritage consultants reviewing nominations and undertaking detailed investigations.” It said draft documents and public consultation would follow later in 2026.
That update does not report a final decision about the Windsor Cinema. Draft documents and consultation were still described as future steps. The City’s 9 September 2026 update is the most recent one available at the time of writing, and it does not show whether a later draft or consultation has been released since. Check the City of Nedlands’ heritage pages for anything published after that date.

Both the City’s inventory and the inHerit entry date construction to 1937. The City’s inventory lists the place as Windsor Cinema at 98 Stirling Highway, in Inter-War Functionalist style, with brick, render and metal materials, and with theatre or cinema as both its present and historical use. The inHerit entry gives the location as 100 Stirling Highway. The two addresses are not reconciled in the sources reviewed, so check the street number against a current title or council record before relying on either.

The inHerit entry describes the place as an important Stirling Highway landmark with aesthetic, historical, representative, rarity and social cultural heritage value. It records that the cinema opened with an indoor auditorium and an outdoor picture garden.
Architect attribution is unsettled
The inHerit entry states that the attribution is disputed. One source credits William Leighton. Another says the original design and plan were prepared by A R Baxter-Cox in December 1936 and approved in March 1937, with Leighton involved only in later amendments. The entry says consensus has not been reached. The City’s inventory lists both Baxter-Cox and Leighton as architects and W H Ralph & Sons as builder. Until a stronger source is found, neither architect should be presented as settled.
Alterations and condition
The inHerit entry records major alterations over time, including the replacement of the picture garden with a second cinema and parking. It quotes an earlier assessment’s view that authenticity and integrity were not compromised. That is the earlier assessment’s view, not a new inspection by the database. The entry also gives the condition as “Fair – According to owner,” which is the owner’s reported condition and not a verified field assessment.

- Check the City of Nedlands’ heritage review pages for the draft documents and consultation dates the City has said will follow later in 2026.
- Read any draft list carefully. A place appearing in a draft is not yet on the Local Heritage List.
- Treat any change in the Windsor Cinema’s status as the outcome of an official decision, and treat petition activity or advocacy as a request for that decision.
