On January 9, 2025, a judge archived the inquiry concerning Lima and the owners of Vaidebet after prosecutors sought that outcome. The reported decision left open the possibility of reopening if new evidence emerged.
What Operation Integration was investigating
In a notice issued on September 23, 2024, the Pernambuco Court of Justice (TJPE) described Operation Integration as an investigation into suspected money laundering connected to illicit jogo do bicho and other games of chance. The notice also said an earlier arrest order for Deolane Bezerra remained in force at that time. TJPE’s notice establishes the investigation’s stated scope; it does not make the allegations against every person involved identical.
Lima’s arrest order was a separate procedural event within the wider investigation. Sharing an investigation with Bezerra did not mean that the same allegations or legal outcomes applied to both.

What the arrest order did—and did not—mean
The September 23 order was preventive detention, not a conviction or a finding that Lima had committed a crime. Diario de Pernambuco’s account of the first-instance decision reported allegations that he had provided support to people under investigation and referred to travel with two people later described as fugitives. Those claims should be understood as the judge’s reported allegations and reasoning at the time, not as proven facts.

The next day, the appellate judge granted habeas corpus and revoked the warrant. Agência Brasil reported the judge’s view that the first-instance justifications were generic and lacked material evidence to support detention at that point. The warrant therefore did not remain in force, and Lima was not arrested.

The later archival decision followed a request from the prosecutor’s office, which, according to Folha, found insufficient grounds to file a complaint. Archiving the inquiry was a procedural outcome; it was not a trial acquittal or a conviction. The reported decision also reserved the possibility of reopening if new evidence appeared.
