Producer Mike De Luca recalled asking De Niro, who was also a producer on the film, to lean on Hoffman while negotiations were still underway. Producer Jane Rosenthal also recalled De Niro getting Hoffman to agree. Their accounts describe practical deal-making among collaborators—not De Niro campaigning publicly or originating the role.
Why De Niro got involved
Hoffman’s hesitation came first. He said the Hollywood producer character, Stanley Motss, seemed clichéd as written, and he could not see a fresh way to play him. Meanwhile, the film’s budget negotiations were continuing, and De Luca needed Hoffman to close his deal.

In a 25th-anniversary oral history published by Vanity Fair on December 20, 2022, De Luca recalled asking De Niro to intervene: “I had to reach deep down and find the courage to act like a studio boss to Robert De Niro and get him to lean on Hoffman, in his capacity as a producer, to get him to close his deal.” De Luca said De Niro then “got Dustin to basically agree to his deal.”
Rosenthal separately recalled that De Niro got Hoffman to agree to his deal. She also said, “Bob and Dustin had been trying to do a movie together.” That prior desire to work together helps explain why De Niro might have been willing to make the case, but the oral history does not establish that it was the only reason Hoffman accepted.

These are retrospective recollections, not a transcript of a private conversation. They do not give the date of De Niro’s intervention, the terms of Hoffman’s deal, or the precise argument De Niro made. The clearest supported answer is that De Niro helped close a deal for a co-star he and others wanted on the project, after Hoffman had reservations about the part.
What the two actors played
Wag the Dog, directed by Barry Levinson and released in 1997, casts De Niro as Conrad Brean, a political fixer, and Hoffman as Stanley Motss, a Hollywood producer. In the film, Brean and White House aide Winifred Ames enlist Motss to manufacture a fake war—and the media imagery around it—to distract the public from a presidential scandal. The president is never shown.

The premise puts Motss’s professional skills at the center of the satire: he is asked to produce a political spectacle as if it were a film. De Niro’s role as Brean gives the two actors opposing but interdependent parts in that scheme, rather than making Hoffman a supporting figure in a story about De Niro alone.
How the film came together
The film grew out of Larry Beinhart’s novel American Hero, but the relationship between book and movie was publicly disputed. Contemporary Los Angeles Times reporting described the book’s option and the screenplay’s development through Hilary Henkin’s draft and later work by Levinson and David Mamet. Rosenthal argued that the film’s story and dialogue had become substantially different; Beinhart and his representatives emphasized the novel’s contribution.

The film’s screenwriting credit, after Writers Guild arbitration, placed Henkin first in a shared credit with Mamet. That documented credit and the dispute over the adaptation are distinct points: the film has a credited screenplay, while the extent of the novel’s influence was contested.

A contemporary Los Angeles Times review reported that principal photography took 29 days. A scholarly book excerpt hosted by the Library of Congress also gives a 29-day shoot and reports a $15 million budget; the excerpt does not establish a publication year for that figure. The film opened on Christmas Day 1997.

Its premise drew renewed attention when the Clinton-Lewinsky news and U.S. foreign strikes in 1998 prompted comparisons with the film, as the Library of Congress-hosted account notes. That is reception history, not evidence that a real government fabricated a war to divert attention from scandal.
