Karolina Shiino, a Ukrainian-born model who became a naturalized Japanese citizen in 2022, won the Miss Japan Grand Prix on January 22, 2024. The win prompted a public argument over who can represent Japan: some critics said her appearance did not match their image of a Japanese woman, while supporters welcomed the result as recognition of a more diverse Japan. Claims that the judges chose her for political reasons circulated online, but the reporting does not establish that as their motive.
Why did the win cause a stir?
The disagreement was about national representation as well as appearance. Shiino moved to Japan at age five and later became a Japanese citizen. Still, some social-media users questioned whether a Ukrainian-born woman with a Caucasian appearance represented Japan, using phrases such as “not Japanese enough” and “doesn’t look Japanese.” Those phrases describe the critics’ views, not an objective measure of Japanese identity.
Other people supported the result, seeing it as a sign that Japan is racially diverse and that national belonging should not be determined by appearance. The reactions were divided; neither position represented a unanimous public view. The Associated Press’s January 26, 2024 account placed the controversy in the context of wider debates over identity and belonging in Japan.
What did Shiino say about being accepted as Japanese?
In remarks reported by the Associated Press, Shiino described having faced barriers to acceptance. “I’ve faced a racial barrier. Even though I’m Japanese, there have been times when I was not accepted. I’m full of gratitude today that I have been accepted as Japanese,” she said after winning. She also said she hoped to help build “a society that respects diversity and is not judgmental about how people look.”

Was her win political?
Some online users speculated that Shiino’s Ukrainian background, the circumstances in Ukraine, or a message about diversity may have influenced the judges. Global News reported on the political speculation on January 24, and DW reported similar discussion on January 28, 2024. These reports document the allegation; they do not establish the judges’ private reasoning or show that the selection was a political gesture.
Pageant organizer Ai Wada publicly defended the decision. As quoted by Global News from the BBC, Wada said Shiino “speaks and writes in beautiful and polite Japanese,” and added, “She is more Japanese than we are.” Wada also said the judges were confident in their choice. That is the organizer’s defense of the result, not independent proof of what motivated each judge.

How does the debate fit earlier arguments about Japanese identity?
The Associated Press noted that similar disputes about representation had surfaced before. Ariana Miyamoto’s 2015 selection to represent Japan at Miss Universe drew questions about who is seen as Japanese. Tennis player Naomi Osaka has also faced online attacks over not being “pure Japanese,” alongside support. These examples show that arguments over identity recur, but they are distinct cases and do not demonstrate that Japanese people share one view of who belongs.

In February 2024, a separate controversy led Shiino to relinquish her crown. The Associated Press reported on February 6 that a magazine had published a story about her relationship with a married man. Shiino initially said she had not known he was married; she later said that explanation was untrue, acknowledged that she had known his marital status, apologized, and offered to give up the title. The organizers accepted her renunciation and said the 2024 winner slot would remain vacant.
