GTA VI is set in the United States, but Rockstar has not said that every future Grand Theft Auto will be. The series’ American settings fit its crime stories, satire and gun-based gameplay, while Rockstar has specifically described Florida’s variety as a reason to return to Vice City. The history makes another US setting plausible—not guaranteed.
Where is GTA VI set?
Rockstar’s official GTA VI page places the game in Vice City and the fictional state of Leonida. The setting draws on Florida, with Vice City as the fictional counterpart to Miami. Take-Two’s announcement likewise describes Leonida as home to Vice City and areas beyond it (official announcement).
That establishes the location of this game. It does not establish a rule for the franchise’s next installment.
Why does Grand Theft Auto keep returning to America?
The series is built around American stories and imagery
Dan Houser, a Rockstar co-founder and former writer who left the company in 2020, described the franchise’s connection to the United States in an interview reported by PC Gamer. He said there was “so much Americana inherent in the IP,” and argued that guns and larger-than-life characters made the full GTA formula harder to translate to London or elsewhere.

That is Houser’s explanation, not a current Rockstar policy statement. It helps explain why the series’ particular mix of crime, satire and spectacle has often felt at home in American settings: the target is not just a city, but the culture and contradictions associated with it.
American cities offer contrasting worlds within one setting
Houser also pointed to Miami, New York and Los Angeles as recurring inspirations, noting their combination of glamour, wealth, underworld activity and cultural variety. Those contrasts give a crime story room to move between polished public life and the less visible worlds beneath it. Rockstar’s past settings have drawn on different US cities while giving each game a distinct urban identity.

Why return to Vice City for GTA VI?
Rockstar North co-head Rob Nelson gave a direct explanation for GTA VI’s Florida setting in a Famitsu interview translated by GTAVice.net. He said modern Florida and Miami offer “an enormous variety of people, lifestyles and areas” and have “tremendous character.” After Liberty City and Los Santos, he said, the idea quickly came together to return to the place in the modern day.
In other words, Vice City is not simply a repeat of an old setting. Nelson’s stated rationale is that contemporary Florida gives the developers a broad range of people and environments to build into the game.

Could a future GTA be set outside the US?
It could, but Rockstar has not announced an international setting or ruled one out. Former technical director Obbe Vermeij recalled that Rockstar considered locations including Rio de Janeiro, Moscow, Istanbul and Tokyo. In PC Gamer’s account, he suggested that the expense and long development time of a major game can make a familiar American city feel like the safer choice, especially when audiences already have a mental picture of it.
That is a former developer’s retrospective account, not confirmation that any of those cities became a planned or approved game. It does, however, show that overseas settings were considered, while also suggesting why a familiar US location may be an easier creative and production choice.

What the evidence supports—and what it does not
- Established: GTA VI is set in Vice City and Leonida, as Rockstar’s official page confirms.
- Attributed explanation: Houser connected the series to Americana, guns and outsized characters; Nelson cited Florida’s variety and character as reasons for GTA VI’s setting.
- Retrospective account: Vermeij recalled international locations being considered and described familiarity and development risk as possible factors.
- Not established: Rockstar has not made a commitment that all future GTA games will stay in the US, and no future location has been confirmed.
Take-Two’s 2023 announcement also reported that GTA V had sold more than 190 million units at that time. That company-reported figure describes the game’s sales as of the announcement; it does not explain Rockstar’s choice of setting.
