Buloke Shire Council had granted a planning permit three days earlier, but the separate occupancy permit required to hold the event was refused by the municipal building surveyor. Some early-arrival ticket holders had already reached the site.
What happened in the days before the cancellation
- Monday, March 3: Buloke Shire Council voted to grant the festival a planning permit.
- Tuesday, March 4: The municipal building surveyor refused the separate Place of Public Entertainment Occupancy Permit (POPE-OP) application. Council said the refusal cited 33 grounds.
- Thursday evening, March 6: Organisers announced the festival was cancelled. It was scheduled to begin the next day, and several thousand early-arrival ticket holders had already gathered outside the site.
Managing director Sam Goldsmith said, “To say we are disappointed is an understatement — we are gutted.” The cancellation came after months of preparations and as attendees were arriving, leaving many to make last-minute decisions about travel and accommodation.
Why council’s planning approval did not allow the festival to open
The two permits covered different questions. The planning permit concerned whether the site could be used for the event subject to planning conditions. It was not permission to open without the separate occupancy approval. The POPE-OP addressed whether the event could operate at the site, and the municipal building surveyor refused that application.

Reporting described the municipal building surveyor as an independent decision-maker employed by the council. Councillors did not have authority to overturn the refusal. That distinction matters: the council’s planning decision was not reversed; it simply did not replace the separate occupancy permit the festival still needed.

What was disputed about safety and compliance
Reported grounds for refusing the occupancy application included health and safety concerns, illegal structures and inadequate insurance. ABC reported that State Building Surveyor Steven Baxas supported the decision, saying, “The municipal building surveyor has made the correct decision in refusing the festival’s application.”
Organisers disputed the assessment and said they believed the site was safe and compliant. Their view and the surveyor’s refusal are competing positions; the available reporting does not establish that the site was either safe or unsafe as an independent finding. Goldsmith said organisers had been “left stunned” by the refusal and would have to postpone the festival until 2026.

Olly Arkins, managing director of the Australian Festival Association, criticised the permit regime, saying, “The system needs urgent reform.” That was a call for policy change, not a finding that the surveyor’s decision was invalid.
What organisers initially said about tickets and refunds
In the immediate response to the cancellation, Goldsmith said ticket holders would be contacted directly. Organisers asked patrons to hold their tickets for the proposed 2026 event and said anyone unable to attend that event would be offered a full refund. This was the organiser’s contemporaneous assurance; it does not establish that refunds were paid.

The late timing left attendees facing practical disruption as well as uncertainty about their tickets. Marine Bringuier, one attendee, told Rolling Stone Australia, “This was going to be my first festival in Australia.” ABC also reported attendee frustration, including the question, “how can you cancel a festival the day it was supposed to happen?” and the comment, “A lot of people feel really let down.” Those remarks describe individual reactions, not a survey of all ticket holders.
What the cancellation meant for Donald
ABC News reported that at least 8,000 tickets had been sold for the 2025 festival and that thousands of people were left stranded in Donald. Residents helped attendees with food and access to facilities. Local businesses had prepared for the expected crowd: food vendors were among those affected, and a local butcher said he had ordered up to $15,000 worth of meat.

The event was associated with an estimated $15 million boost to the local economy. That figure was a reported estimate of the event’s anticipated contribution, not an audited measure of losses caused by the cancellation. The disruption nevertheless reached beyond ticket holders to residents and businesses that had prepared for the festival.

In June 2025, Esoteric Festival Pty Ltd entered voluntary administration. ABC News reported figures from ASIC documents showing the company owed more than $2.8 million to ticket holders, creditors and employees. The reported claims included:

Worrells was appointed administrator. It said the business would not be in a position to hold more festivals unless another party restructured or purchased it. These figures and the company’s status reflect reporting from June 2025; the available reporting does not establish the final administration outcome or how much individual ticket holders ultimately recovered.
What is—and is not—established about Esoteric’s future
The immediate cause of the 2025 cancellation was the refusal of the occupancy permit, despite the earlier planning approval. The later voluntary administration changed the context for ticket claims: an initial promise to offer refunds to some patrons was not proof of repayment, and the reported creditor figures show substantial claims against the company.
The reporting available here does not establish whether a purchaser or restructuring was found, whether the festival returned in a later year, or what ticket holders ultimately received. Those outcomes should not be inferred from the original 2026 postponement and refund message.
