Why Does My Prerecorded YouTube Live Stream Keep Buffering for Viewers?

Buffering may originate in the encoder-to-YouTube feed or on a viewer’s device and network. Use stream-health messages and dropped-frame data to narrow it down.

Buffering can start before a prerecorded live stream reaches YouTube, or later as YouTube delivers it to individual viewers. First check the stream-health message in YouTube Live Control Room and your encoder’s dropped-frame statistics. If those are normal, investigate viewers’ devices, apps, and networks. For a prerecorded program without live interaction, also test normal latency, which gives playback more read-ahead buffer.

Find out whether the problem is at ingest or playback

A prerecorded video sent through a live encoder still travels through two parts of the delivery chain: your encoder sends a feed to YouTube, then YouTube serves playback to each viewer. Buffering reports alone do not identify which part is failing.

  • Possible encoder-to-YouTube problem: Live Control Room reports a stream-health issue, or the encoder shows dropped frames.
  • Possible viewer-side problem: broadcaster diagnostics look healthy, but only some viewers report buffering.

These are diagnostic clues, not proof. YouTube also transcodes live feeds into multiple output formats for different devices and network conditions, but that does not prevent problems at ingest or on a viewer’s connection. See YouTube’s live encoder settings and transcoding guidance.

Diagnose the stream in this order

  1. Read the live health message during the event. In YouTube Live Control Room, note the exact stream-health status and any error message. YouTube documents insufficient incoming video and keyframes sent too infrequently as causes of buffering. See YouTube’s live stream health guidance and Google’s live-stream health-status documentation.
  2. Check encoder statistics and outbound capacity. If you use OBS, inspect its dropped-frame counters while the stream is running. OBS says dropped frames can point to connection instability or an inability to sustain the configured bitrate; see its stream connection troubleshooting guide. Compare the stream’s total bitrate with stable upload capacity, not download speed alone.
  3. Test normal latency for a prerecorded, non-interactive program. Lower latency means less read-ahead buffer and can make playback more sensitive to variations between the encoder and player. YouTube identifies normal latency as the option with the least viewer buffering and recommends it when audience interaction is not needed. See Understand live streaming latency.
  4. Verify the encoder configuration. Compare codec, resolution, frame rate, bitrate, and keyframe interval with YouTube’s current recommendations. YouTube recommends constant bitrate encoding and keyframes every two seconds, with no more than four seconds between keyframes. See YouTube’s encoder settings.
  5. If broadcaster diagnostics are clean, compare viewer conditions. Ask affected viewers which device, YouTube app or browser, and network they are using. Have them try another supported app or browser, device, or network. YouTube’s playback help covers browser and device troubleshooting and playback problems.

Common causes and what to change

Unstable or insufficient upload capacity

The relevant connection is the encoder’s outbound upload. YouTube recommends keeping the total stream bitrate within available upload bandwidth and leaving 20% headroom; its guidance also flags shared network use and connectivity disruptions. A speed test is only a snapshot, so compare capacity with stream-health messages during a representative broadcast. See YouTube’s upload and network tips.

  • Pause other uploads, backups, or large transfers for a test.
  • Check whether the actual outbound connection can sustain the configured bitrate with the recommended headroom.
  • If the encoder uses Wi-Fi, try a wired connection as an isolation test; it may help identify local wireless instability, but is not a guaranteed fix.

Latency set too low for the program

Lower latency can suit a show where the host must respond to chat, but its smaller read-ahead buffer makes viewers more vulnerable to delivery fluctuations. For prerecorded content without real-time interaction, test normal latency in the event’s YouTube live settings. YouTube’s latency guidance is at Understand live streaming latency.

Bitrate, keyframes, or incoming video are unsuitable

Do not apply an arbitrary bitrate change: the appropriate setting depends on the stream’s codec, resolution, frame rate, and available upload capacity. Compare those values with YouTube’s current encoder table, use constant bitrate, and check that keyframes are sent at the recommended interval. If Live Control Room reports that YouTube is receiving too little video or keyframes are too infrequent, use that message to guide the correction. Playback conditions differ between viewers

If the stream-health status and encoder are clean, compare reports rather than changing the stream settings blindly. A viewer who also has trouble with other YouTube videos or services may have a local device or connection issue. If multiple viewers experience buffering only on this event, return to the event’s ingest and health data. Neither pattern proves a cause by itself; YouTube’s playback troubleshooting suggests checking supported browsers, apps, devices, and networks.
