Hugh Hammer’s mother is most likely Saera Targaryen, a daughter of King Jaehaerys I and sister of Baelon. In Season 2, Hugh says his mother compared him with her brother’s sons, Viserys and Daemon. That clue points to Saera, but the reported dialogue does not name her outright.

In Hugh’s Season 2 disclosure, he recalls his mother telling him, “She used to tell me I was no different to her brother’s boys Viserys and Daemon,” as reported by Time. Viserys and Daemon were sons of Baelon, so Hugh’s reference to them as his mother’s brother’s boys points to a sister of Baelon.
Coverage of the episode also describes Hugh’s mother as silver-haired and connects her to brothel work. Those details fit Saera’s history in the Targaryen family, strengthening the identification.

Fire & Blood supplies the family-history context for the inference. George R. R. Martin’s official book page describes it as a history of House Targaryen; Warner Bros. Discovery likewise identifies House of the Dragon as a prequel based on the book in its production information. The show’s reported line and the source-book context are related evidence, but they are not the same as an explicit on-screen identification.
