Who took over from Scott Forrester
Kleintank played Supervisory Special Agent Scott Forrester from the series debut through Season 3. In April 2024, TVLine reported that Kleintank was leaving the show, and he attributed the decision to family. In a statement he said: “This decision is driven by my unwavering commitment to my family, whose love and well-being are paramount in my life.” (TVLine, April 23, 2024)

Forrester’s exit was written into the show rather than handled off-screen. He went AWOL, and it was later revealed that he had joined his fugitive mother, Angela Cassidy, and was on the run with her.
The new team leader: Wes Mitchell
In June 2024, TVLine reported that Soffer had joined FBI: International as a Season 4 series regular to fill the gap left by Kleintank. At that point the character was not named. The report stressed that Soffer would play a new character rather than Halstead, even though he is best known for the Halstead role on Chicago P.D. (TVLine, June 20, 2024)

Season 4 names that character as Supervisory Special Agent Wesley “Wes” Mitchell, the new leader of the International Fly Team. The show’s premise, as described by its production company, is a Budapest-based International Fly Team travelling through Europe to protect Americans. (Wolf Entertainment, series page)
Why the One Chicago connection does not carry over
The two franchises share a universe, which is why the question comes up. Soffer’s career on Chicago P.D. makes Halstead the first association many viewers make. But the FBI: International role is a separate character with his own backstory and place on the team. Readers should not assume that Halstead transferred to the international unit, or that the Season 4 storyline picks up from Chicago P.D.
Tyler Booth is a different kind of addition
Jay Hayden is the source of most of the confusion. He appears in Season 4 as Agent Tyler Booth, who is not a team leader. In a December 2024 TV Insider interview, Hayden described Booth as one of Wes Mitchell’s close friends and said Booth is temporarily placed with the Fly Team. Hayden said: “He’s worked with Wes Mitchell previously to Wes’s coming over to the Fly Team.” He also described Booth’s approach: “He’s more concerned about getting the job done.” (TV Insider, December 5, 2024)

What the sources do and do not establish
The reporting cited here covers Kleintank’s exit, Soffer’s casting, and Hayden’s Season 4 description. Those sources establish that Wes Mitchell is the team-leader replacement and that Booth is a separate Season 4 addition.
