Why the film never reveals who killed Angela

The bar suspect is a false lead
Jason Dixon overhears a man at a bar bragging about an assault. The details initially sound as if they could match Angela’s case, making the man seem like a possible suspect. But follow-up by Chief Abercrombie establishes that the man was stationed in the Middle East around the time of Angela’s murder, and DNA samples do not match.

What Willoughby’s letter tells Mildred
After Sheriff Willoughby’s death, his letter to Mildred says she was not a factor in his suicide. It also makes clear that he cared about finding Angela’s killer. Mildred learns that he secretly paid to keep the billboards up for another month.

The letter changes how Mildred can understand Willoughby’s actions and the billboards’ continued presence; it does not provide a breakthrough in the murder investigation.
Three Billboards ending explained
At the end, Mildred and Dixon drive toward Idaho with a shotgun, intending to confront a man Dixon knows is a rapist. They both know he did not kill Angela. Their decision is therefore not the conclusion of Angela’s case: it is a choice to pursue a different act of violence, with no certainty about what they will do when they reach him.
