The Ghoul is Cooper Howard, a former Western film star played by Walton Goggins. The series follows Cooper before the nuclear war and as the hardened bounty hunter known as the Ghoul afterward. This explanation includes Season 1 backstory spoilers.
Who is the Ghoul in the Fallout TV show?
The Ghoul is not a separate person from Cooper Howard. Cooper is his identity before the bombs; the Ghoul is what he becomes in the post-war Wasteland. The show reveals the connection through scenes set in both eras.

Who plays the Ghoul?
Walton Goggins plays both Cooper Howard before the war and the Ghoul afterward. Amazon’s cast and character introduction identifies the role as “the Ghoul/Cooper Howard.”
Who was Cooper Howard before the war?
Cooper was a Western film star and a father. In the series opening, he is at a children’s birthday party with his daughter when the first bomb falls. His wife works for Vault-Tec, the company associated with the underground Vaults. The contrast between this family life and his later survival in the Wasteland gives the Ghoul a personal history, rather than making him simply a frightening figure in the present-day story.

Goggins told TheWrap in an April 11, 2024 interview, “I really had to understand who Cooper Howard was before I understood who The Ghoul was.” He described approaching the role through Cooper’s identity and losses, not as a generic monster. The show’s cast and creators also discussed the makeup as a way to draw viewers toward the character’s history; Goggins called it a “road map” of accumulated pain. These are the actor’s descriptions of his approach and the creative intent.
What is the Ghoul like in the Wasteland?
In the later timeline, the Ghoul is a pragmatic, ruthless bounty hunter. Amazon’s official character announcement describes him as a Wasteland bounty hunter who conceals a mysterious past. Knowing that past changes how his tough, survival-focused persona reads: it belongs to Cooper, a man who lived through the world’s destruction and endured profound loss.

How does the TV series fit into the Fallout games?
The show takes place in the same universe as Bethesda’s role-playing games, in a radiation-scarred world of Vaults and a Wasteland more than 200 years after the apocalypse. But the television story is not a direct retelling of one game’s plot. Co-showrunner Geneva Robertson-Dworet said the creators wanted to build their own story within the franchise’s world. Bethesda’s series announcement describes the setting and its relationship to the games.
